The attached Resolution authorizes the Mayor of the City of Omaha to apply for and accept
$300,000 in Nebraska Affordable Housing Trust (NAHT) funds to be used in conjunction with
private funds. The City will use NAHT funds in partnership with rental property owners to
rehabilitate single family (one to four units) rental properties.
The City currently administers affordable housing programs owner-occupied rehabilitation
programs and rental rehabilitation programs. Nebraska Affordable Housing Trust funds for
homebuyer and owner-occupied rehabilitation programs are primarily targeted to neighborhoods
in the North Omaha Neighborhood Revitalization Strategy Area. A Rental Rehabilitation
Program targeted for the same NRSA neighborhoods will address the major remaining housing
needs. The use of the NAHT fund Award is estimated to help rehabilitate 18 single family rental
properties.
All of the rental properties will be rehabilitated as part of the City's Consolidated Plan
previously approved by the City Council. The rental units will be rented to low-and moderate
income households whose annual household incomes are at or below 100% of the Median
Income by Family Size as established annually by the U.S. Department of Housing and Urban
Development.
Total estimated cost for this Rental Rehabilitation Program is $558,000 comprised of$300,000
in NAHT funds and $258,000 in private and other funds.

scope, the total cost for this study is estimated at $20,250 to $22,450. This estimate is based on 160 to
180 feet of rock coring, 15 to 17 packer tests, an allowance of $1,000 for laboratory testing, and an
allowance of$2,000 for professional hours.
This work is schedule to begin on Monday, March 19, 2007. Approximately 2 weeks may be required to
complete the final geologic logs and field/laboratory test reports. The schedule is somewhat dependent on
weather, site access conditions, and other factors including the actual subsurface conditions identified in
the test borings. If this proposed schedule does not meet your project requirements, we would be happy
to discuss alternate schedules.

2007 North Omaha NRSA Rental Rehabilitation Program
The City of Omaha redevelops neighborhoods principally with homebuyer programs, owner-
occupied rehabilitation programs and rental rehabilitation programs. Nebraska Affordable
Housing Trust funds for homebuyer and owner-occupied rehabilitation programs are primarily
targeted to neighborhoods in the North Omaha Neighborhood Revitalization Strategy Area
(NRSA). A Rental Rehabilitation Program targeted to the same NRSA neighborhoods addresses
the major remaining housing needs. The North Omaha NRSA Rental Rehabilitation Program
(RRP) will rehabilitate 18 housing units, thereby preserving affordable housing, upgrading
targeted neighborhoods and supporting other NAHTF programs. All units will be affordable to
households with incomes at or below 80% of the area Median Family Income. The overall cost
to rehabilitate these housing units is projected at $558,000, including $300,000 in 2007 NAHTF
Flexible Investment Targeting funds. Rental property owners will invest a minimum of
$258,000 in private funds in their properties. The City of Omaha may also make available
HOME Program funds and Lead-based.Paint Hazard Control funds as necessary.
The target neighborhoods, within the North Omaha Neighborhood Revitalization Strategy Area,
are: 1) Long School— generally located northwest of 25th and Franklin Streets; 2) Orchard Hill
— generally located northwest of 36° and Hamilton Streets; 3) Clifton Hills South — generally
located southeast of Lake and 45th Streets; 4) 33'd and Spaulding — generally located southwest
of 33''d and Spaulding Streets; and 5) OIC — generally located northeast of 24th and Lake Streets.
The North Omaha NRSA Rental Rehabilitation Program provides rehabilitation financing
assistance to investor owners of single-family (one to four units) rental properties. Investor
owners are eligible for assistance if their property is located within, or within one-block of, the
targeted NRSA neighborhoods. Eligible property rehabilitation activities are limited to those
necessary to correct substandard conditions, to make essential improvements and to repair major
systems in danger of failure. Investors must own the property and match the RRP funds with
private funds on a one-to-one basis. The minimum rental rehabilitation assistance required from
the City is $1,000 per unit, the maximum NAHTF investment will be less that $15,000 per unit
and the maximum per unit assistance from all City sources does not exceed the below limits:

The property owner must rent to low- and moderate-income households and is responsible for
acquiring and maintaining documentation on tenant income, utility allowance and rent
compliance during the affordability period. All units assisted under this program will meet full
NDED Rehabilitation Standards, which must be maintained during the affordability period. The
property must be affirmatively marketed. Assistance is provided in the form of a deferred
payment loan that is forgiven at the end of the applicable affordability period.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the City of Omaha, Nebraska is an eligible .unit of general local
government that can receive Nebraska Affordable Housing Trust Fund (NAHTF) funds; and,
WHEREAS, the City of Omaha,Nebraska, has obtained its citizens' comments on
housing and community development needs, and on April 12, 2007, conducted a public hearing
upon the proposed application and received favorable public comment respecting the application;
and,
WHEREAS, the creation of affordable housing opportunities to benefit low and
moderate income persons or to address slum and blighted conditions on a spot basis, is a priority
of the City's Consolidated Submission for Community Planning and Development Programs;
and,
WHEREAS, the City of Omaha currently administers affordable housing •
programs to owner-occupied rehabilitation programs and rental rehabilitation programs that are
primarily targeted to neighborhoods in the North Omaha Neighborhood Revitalization Strategy
Area; and,
WHEREAS, the NAHT funds will help rehabilitate 18 single family rental
properties in the City's North Omaha Neighborhood Revitalization Strategy Area(NRSA); and,
WHEREAS, the cost to rehabilitate 18 single family rental properties is estimated
to be $558,000 comprised of$300,000 NAHTF funds and $258,000 in private and other funds;

The North Omaha NRSA Rental Rehabilitation Program provides rehabilitation financing
assistance to investor owners of single-family (one to four units) rental properties. Investor
owners are eligible for assistance if their property is located within, or within one-block of, the
targeted NRSA neighborhoods. Eligible property rehabilitation activities are limited to those
necessary to correct substandard conditions, to make essential improvements and to repair major
systems in danger of failure. Investors must own the property and match the RRP funds with
private funds on a one-to-one basis. The minimum rental rehabilitation assistance required from
the City is $1,000 per unit, the maximum NAHTF investment will be less that $15,000 per unit
and the maximum per unit assistance from all City sources does not exceed the below limits:

WHEREAS, it is in the best interests of the citizens of the City of Omaha for the
Mayor of the City of Omaha to apply for and to accept the Nebraska Affordable Housing Trust
Fund (NAHTF) funds in the amount of $300,000 to be used, in conjunction with the City of
Omaha's Affordable Housing program funds and private investment to rehabilitate a minimum
of 18 single family rental properties for low-and moderate income households in the North
Omaha NRSA.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE

amendments with the State of Nebraska Department of Economic Development to secure
Nebraska Affordable Housing Trust Fund funds in the amount of Three Hundred Thousand and
No/100 Dollars ($300,000) to be used to rehabilitate a minimum of 18 single family rental
