Dear City Planning Department,
The history of the Omaha Poor Clare Sisters dates back to August 15,1878 when Mother Mary
Magdalen Bentivoglio, OSC arrived in Omaha to open the first Poor Clare foundation. John
Creighton and his wife Emily housed the Sisters and eventually built their first Monastery on 29`h
and Hamilton. In 1971 the Sisters moved into a smaller convent located near St. Bernard's
School'as the 29th& Hamilton site became too difficult to maintain. Since that time the Sisters
have realized that the lack of proper facilities is unfavorable for them to live out their
contemplative vocation which includes a vow of enclosure. In 2006 a journey for a new
monastery began that would enable them to accept and attract new sisters, allow for a place of
worship that is open to the public, and respect their vow of enclosure.
The new monastery is located on land leased (99+ years) to the Omaha Poor Clare Sisters by
the Mount Michael Foundation. The site consists of—6.61 acres located north of Mount Michael
at approx. 225`h & Edgewater Road. The land originally part of Douglas County and zoned AF-I
will need to be converted to Omaha zoning district, which converts directly to AG-Agricultural.
We are requesting the property be re-zoned from AG to R4. We choose R4 due to the
topography of the site which consists of a flat area that falls off quickly to the south. The
setbacks allowed by an R4 reduce the environmental impact on the site. An R4 also allows for
Religious Assembly (RA)via a Conditional Use Permit and Group Residential (GR) via a Special
Use Permit. Their uses are described further in the next section. An initial review was done by
the planning department in April. They requested a 25 foot half street R-O-W along the east
property line. Since that time, we have spoken with Mount Michael and they have agreed to put
all 50 feet of the street R-O-W on their property which abuts the eastern edge of the Poor
Clare property, this is illustrated on the Architectural Site Plan.
Religious Assembly
The facility is designed to accommodate 150 lay people to celebrate in daily mass or to gather for
special functions. We anticipate that full capacity will only be reached on Holidays,Weddings,
•Funerals,or Special Celebrations. There is a Multi-Purpose Hall located in the lower level that
will be used for community celebration following certain celebrations. It will also be used by
various groups for small meetings, or faith sharing activities. We anticipate that most visitors will
be coming from the surrounding region (Elkhorn). Hours of use: daily mass (late morning),
weekend celebrations (Saturday and Sunday mass),and periodic weddings,funerals, or special
celebrations. Most functions will be held 8AM-5PM, and weddings will conclude early evening.

Group Residential
The facility is designed to accommodate 18 Sisters that will live here full time. There are also 4
guest rooms for the families of the Sisters visiting or for a lay person to experience a personal
retreat. The rooms are very simple and only consist of a bathroom, bed, and small sitting area
for contemplation.
The overall structure is designed in the shape of a Tau, this shape is significant as it represents
the cross,which St. Francis established as the crest and signature for the Franciscan Order. The
"T" shape of the Tau represented not only the Cross, but a lifelong fidelity to the passion of
Christ. The material pallet consists of: wood, masonry, stucco, stone, concrete and glass and are
used in such a way that melds history with the present. Many sustainable features are being
explored including; a "green"or planted roof over the residence to reduce water runoff and heat
gain, radiant floor heating,geothermal heat pumps, passive solar heating/cooling in the spring and
fall, full-cutoff lighting to protect the serenity of the area at night, recycled materials, and daylight
modeling to allow for the interior to be naturally lit with minimal heat gain.
We are requesting the following wavers on behalf of the Omaha Poor Clare Sisters:
I) The site plan shows the round-a-bout crossing into the required I5' street yard R-O-W per
section 55-715 of the Omaha Zoning Code. We have located the round-a-bout as far south as
possible without interfering with the existing group of trees and land berm created by Mount
Michael to slow erosion. We have met and exceeded the landscape requirements and feel that
the current location is best for environmental concerns.
2) Per section 55-734 of the Omaha Zoning Code in a Group Residential Use I parking space .
per 2 residents is required. We would like to reduce the number of required stalls, and the
resulting hard surface. The monastery includes a garage for two automobiles which serve all 18 •
sisters. We have included four stalls for the four guest rooms and feel that those four combined
with the required Religious Assembly parking provide more than adequate parking options.
3) The design of the Monastery includes a 55'-0"tall bell tower with a cross extending up
another 15'-0"feet. The Sanctuary consists of a gable roof that is 44'-0"at the peak. Per section
55-186 of the Omaha Zoning Code Building Height is limited to 35'-0", we would like to increase
this to 45'-0"with a provision that allows for the bell tower and associated cross with their
respective heights. Renderings of the building and elevations are attached.

WHEREAS, Section 55-884 of the Omaha Municipal Code, provides for the
granting of a Special Use Permit; and,

Special Use Permit to allow Group Residential in the DR District, located South of

he Monastery includes a 55'-0"tall bell tower with a cross extending up
another 15'-0"feet. The Sanctuary consists of a gable roof that is 44'-0"at the peak. Per section
55-186 of the Omaha Zoning Code Building Height is limited to 35'-0", we would like to increase
this to 45'-0"with a provision that allows for the bell tower and associated cross with their
respective heights. Renderings of the building and elevations are attached.
