Transmitted herewith is a Resolution authorizing the payment to Golden Engineering, Inc. in the
amount of $30,705.00 for a Logos X-Ray Kit for the Omaha Police Department (OPD)
Emergency Response/Bomb Unit.
Logos Imaging LLC is the sole manufacturer of this product and Golden Engineering, Inc. is the
sole source vendor for this product and is a firm qualified to provide the product contemplated
herein. In accord with the provisions of Section 5.16, Home Rule Charter, when there is a sole
source vendor, the City Council may, by resolution, authorize the Purchasing Division to issue a
purchase order for the services. Golden Engineering, Inc. has also provided U.S. General
Services Administration (GSA) government pricing #GS-07F-0234K, which represents the best
value and the lowest overall cost to meet OPD's needs.
The Omaha Police Department is the primary responder for bomb related issues for Eastern
Nebraska, which includes the Tri-County area. The Logos X-Ray Kit will replace equipment that
is being phased out by Polaroid. The Logos X-Ray Kit is a Digital Imaging System, portable
image plate scanner. This digital imaging system offers users a lightweight, larger format to the
instant print film system that is used worldwide.
The Logos system allows bomb technicians to take an x-ray of an improvised device or
suspicious package. It requires the technicians to make only one trip down on target, and allows
for adjustments to be made to the picture with the laptop computer. This is a dramatic
improvement over the previous system. It is also a significant enhancement not only to
officer/citizen safety but the overall efficiency in diagnosing and rendering a suspected device
safe. Other systems do not allow for changes, thus requiring multiple trips over the target if the
picture is not clear.
The Police Department recommends accepting the proposal of Golden Engineering, Inc. and
requests your consideration and approval of this Resolution.

The Logos X-Ray Kit will be purchased from the Nebraska Emergency Management Agency
(NEMA) FY2006 Homeland Security Grant, Urban Area Security Initiative, Grant Award#2006-
GE-T6-0016, and detailed in the Tri-County Urban Area Homeland Security Strategy spending
plan and Strategy approved by City Council December 5, 2006, Ordinance No. 37562, Grant
Period August 30, 2006 to June 30, 2008.
The Tri-County Urban Area Homeland Security Strategy enhances and ensures the region's
capabilities and capacity to prevent, respond to, recover and mitigate natural disasters, threats or
acts of terrorism, through an all-hazards inclusive approach.
Funds of $30,705.00 have been appropriated in the Year 2007, Fund 12151, Organization
130752, Account 44116 Security Equipment. The Finance Department is authorized to pay the
cost from this account.

Logos Imaging, LLC — Digital Imaging Scanner Kit
Sole Source Justification
The following are justifications for this request:
1. Brief Description of the program and what is being contracted:
➢ The Omaha Police Department is requesting that the Logos Imaging, LLC Logos4 Scanner Kit
with T100 100 Scanner(AEL#2.2.2.1, found in IJ#3 -Explosive Response and Mitigation)that
has been designated as approved equipment by the Tri-county 2006 UASI Working Group,be
purchased from Golden Engineering,Inc. The digital imaging system will redouble and enhance
the capability to respond to terrorist incidents involving Improvised Explosive Devices(IED's),
specifically in tighter,more confined spaces that the current system is not capable of accessing.
2. Explanation of why a non-competitive contract is necessary:
➢ The T100 is a patented product(U.S. Patent Number 5,635,728)manufactured by Alara,Inc. and
sold through Logos Imaging LLC,which holds the sole distribution contract for the Logos4
Scanner.
➢ The Logos imaging Application is the proprietary software developed by Logos Imaging, LLC.
➢ Golden Engineering is the sole source distributor for the Logos4 Scanner in the U.S.
3. Time Contracts: N/A
4. Uniqueness:
➢ Carousel loaded image plates to allow use outdoors without degrading image quality
➢ Scalable image format to accommodate one-shot radiography of packages ranging in size from
8"X10"to more than 32"X34"
➢ Automated image stitching capability to allow viewing of large format radiographs in one image.
➢ Optional integration with GDTI explosive visualization software
• 5. Other Points:
➢ The Logos4 Scanner meets or exceeds industry standards (as mentioned above).
➢ The Logos system is the only imaging system used by the FBI-US Army Hazardous Device •
School (where Bomb Technicians receive their initial training)
➢ The Logos system will be the only imaging system used during the Bomb Technicians
Recertification.
6. Declaration:
➢ This purchase of the Logos4 Scanner Kit with the T100 Scanner is in the best interest of the
Omaha Police Depai tinent,the Tri-County UASI Working Group and the metro community we
serve.
➢ The Omaha Police Department is requesting that the Allen Vanguard MK2 ROV(AEL#2.2.2.1,
found in IJ#3 -Explosive Response and Mitigation)has been designated as approved equipment
by the Tri-County 2006 UASI and meets the budget request to be a sole source purchase from
Golden Engineering.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, Golden Engineering, Inc. submitted a quote in the amount of
$30,705.00 for a Logos X-Ray Kit for the Omaha Police Department (OPD) Emergency
Response/Bomb Unit; and,
WHEREAS,Logos Imaging LLC is the sole manufacturer of this product; and,
WHEREAS, the Purchasing Department has certified that:Golden Engineering,
Inc. is a qualified sole source vendor for this product as provided in Chapter 5.16 of the Home
Rule Charter; and,
WHEREAS, Golden Engineering, Inc. submitted an open competitive bid quote
of $30,705.00, under U.S. General Services Administration (GSA) government pricing #GS-
07F-0234K, which represents the best value and the lowest overall cost to meet OPD's needs;
and,
WHEREAS, Golden.Engineering, Inc. is a firm qualified to provide the products
contemplated herein in the amount of$30,705.00; and,
WHEREAS, the Mayor has recommended the authorization of this payment.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, as recommended by the Mayor, the purchase based upon the quote from
Golden Engineering, Inc. in the amount of $30,705.00, for a Logos X-Ray Kit for the Omaha
Police Department Emergency Response/Bomb Unit, providing a unique and non-competitive
service as provided in Chapter 5.16 of the Home Rule Charter 1956 as amended, is hereby
approved, such approval being given by the City of Omaha as specified by the UASI Grant
requirements providing that such equipment will be purchased from the Nebraska Emergency
Management Agency (NEMA) FY2006 Homeland Security Grant, Urban Area Security
Initiative, Grant Award #2006-GE-T6-0016, grant amount $8,246,665.58, and detailed in the
Tri-County Urban Area Homeland Security Strategy spending plan and Strategy approved by
City Council December 5, 2006, Ordinance No. 37562, Grant Period August 30, 2006 to June
30, 2008.
