The attached Resolution approves the Final Plat of ANCHOR POINTE VILLAS, a subdivision
outside the city limits, located southwest of 173rd and Potter Streets. The applicant is Boyer
Young Development Co.
CASE DESCRIPTION: The purpose of this request is to subdivide the 10.86 acre site into 40
single-family residential lots and four (4) outlots for open space and drainage purposes. A
rezoning from AG-Agricultural District to DR-Development Reserve District and R4-Single-
Family Residential District (High-Density) accompanies this final plat.
DEPARTMENT RECOMMENDATION: Approval of the Final Plat, subject to the conditions of
Revised Preliminary Plat approval and submittal of an acceptable final subdivision agreement,
prior to forwarding the request to the City Council.

The applicant has submitted a request for a Revised Preliminary Plat and Final Plat approval of Anchor
Pointe Villas,a subdivision outside the city limits,with rezoning from AG-Agricultural District to DR-
Development Reserve District and R4-Single Family Residential District(High-Density).
The original Preliminary Plat was approved with conditions by the Planning Board on October 5,2016
and subsequently by the City Council on December 6,2016.
This Revised Preliminary Plat proposes to subdivide the 10.86 acre site into 40 single-family residential
lots and four outlots for open space and drainage purposes. The residential lots will be zoned R4 and the
outlots will be zoned DR. There are four additional lots and a slightly modified layout for the
development with this submittal and is the reason for the Revised Preliminary Plat.
Public Improvements:
Traffic and Circulation-The applicant will be required to pave all stub streets to the boundary of the
subdivision and construct temporary turnarounds.
Sanitary Sewer-Sanitary sewers will be provided as required.
Sidewalks-Sidewalks will need to be provided along all public streets as required by the Subdivision
Ordinance.
Utilities: All utilities will be provided to each lot throughout the subdivision as required.
Grading and Drainage:The project will be required to comply with all applicable stormwater
management ordinances and policies;including providing for a no net increase in stormwater runoff and
treatment for the first 1/2 inch of stormwater for water quality.
Parks and Open Space: The use,ownership and maintenance of the outlots needs to be provided for in
the final subdivision agreement.
Financing: The projected total taxable valuation of the development is estimated at$10,800,000. The
projected total general obligation debt is estimated at$386,029. The projected total debt ratio is therefore
estimated at an acceptable 3.57%.
Land Use and Planning.The rezoning from AG to DR and R4 is consistent with the Future Land Use
Element of the City's Master Plan.

ANALYSIS:
The proposed rezoning and subdivision is consistent with and carries out the goals and objectives of the
City of Omaha Master Plan.
RECOMMENDATION:
Approval of the rezoning from AG to DR and R4. .
Approval of the Revised Preliminary Plat,subject to the following conditions:
1. Pave all stub streets to the boundary of the subdivision and construct temporary turnarounds.
2. Provide for the use,ownership and maintenance of the outlots in the final subdivision agreement.
3. Compliance with all applicable stormwater management ordinances and policies.
4. Provide sidewalks as required by the Subdivision Ordinance.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, Section 14-116 of the Revised Statutes of Nebraska authorizes the
City of Omaha to regulate the subdivision of land within three miles of the corporate limits of the
City but not within the City; and,
WHEREAS, the owners of certain unplatted real estate have executed and
submitted a plat entitled ANCHOR POINTE VILLAS, located southwest of 173rd and Potter
Streets; and,
WHEREAS, the Planning Department has recommended the approval and
acceptance of this plat.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF OMAHA:
THAT, the plat entitled ANCHOR POINTE VILLAS, located southwest of 173rd
