The attached Ordinance provides for the amendment of the Park and Recreation Planner II class
specification to change the pay of the classification. The actual classification was also reviewed
and is attached for your convenience.
Recently, the City Planner I and II classifications were merged into a new "City Planner"
classification. While this was necessary for the jobs in the Planning Department, there were
three employees in the Parks Department who held the eliminated classification of"City Planner
II." These three employees needed to be placed in a proper, valid job classification. In
reviewing other available class specifications, the classification of Parks and Recreation Planner
II was evaluated. There were no incumbents in that classification.
It was determined that the Parks and Recreation Planner II was the best available classification
for placement of the incumbents. It was noted that the class specification needed major revision
to fit the department's needs, most significantly, the removal of supervisory responsibilities from
the classification: As a result, the job classification for the Parks and Recreation Planner II has.
been revised and it is recommended that the pay level assigned to that classification be reduced..
from a 21.2MC ($58,791.20 to $72,414.68) to a 19.1MC ($55,274.70 to $67,019.42). This new
pay scale is the same that the incumbents had when they were assigned as City Planner Hs.
The net result of this amendment is that the three City Planner Its working in the Parks
Department will have a. new classification, Park and Recreation Planner II, but will receive the
same compensation and perform the same duties.
The amendment to the classification was submitted and approved by the Personnel Board at its
June 28, 2007 meeting.

5 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
6 . Section 1. Due to the length of the affected ordinance, Omaha City Council Rule VII(B)
7 requiring amending ordinances to recite the entire section is hereby waived solely for the
8 purposes of this ordinance and only the lined out material to be deleted and the underlined
9 material to be added shall be recited herein.
10 Section 2. That part A. Classification — Civilian Management, subpart Parks and
11 Recreation of Section 23 - 177 of the Omaha Municipal Code is hereby amended by amending
12 the pay range for the classification entitled Parks and Recreation Planner II, Code Number 2440,

PARK AND RECREATION PLANNER II
NATURE OF WORK
This is professional and technical and-supenLisecy landscape architecture work of an advanced
nature in the design and development of park land and recreational facilities. Work includes the
preparation of plans, specifications and bid/contract documents, site plans, cost estimates as well
as rig construction monitoring, site inspections and other duties relating to improvement
projects for parks or recreational facilities. plans ecifcations, ordinating the
development process, and visiting construction sites. Work also includes various responsibilities
for hiring, directing, supervising and monitoring consultants providing design related services to
projects assigned to the incumbent. Incumbents in this classification work with considerable
independence and assign work and monitor the performance of subordinates and private
consultants. General supervision is received from an assigned supervisor.
ESSENTIAL FUNCTIONS (Any one position may not perform all the duties listed, nor do the
listed examples include all the duties that may be performed in positions allocated to this class.)
Supervises and reviews construction Design site plans and specifications for new parks and
recreation areas, including sports facilities golf courses, ball diamonds, picnic areas, swimming
pools, formal flower gardens, playgrounds, trails/walkways, irrigation systems, landscape
improvements and other facilities.
Coordinates, monitors and provides technical assistance at the design and development process
of park and recreation construction sites facilitiesith rchitects an a contractors.
Writes project specifications, authors plans, drawings and specifications, and prepares contract
documents to advertise for bids for park and recreation projects including new construction,
rehabilitation, renovation and demolition.
Prepares and computes cost estimates for proposed projects.
Receives and analyzes bids for quality and cost. Submits analysis to the City Purchasing Agent
with a recommendation as to who should be awarded the contract.
Abstracts property for ownership, initiates and coordinates site surveys and communicates with
concerned parties to obtain feedback during plan preparations.
Participates, as directed, on Inter-Departmental Committees charged with selecting consultants
for major park and recreation related projects.
For projects specifically coordinating, will supervise, assign work, and review submissions from
consultants for construction, renovation or demolition of sports facilities, pools, trails,
landscaping, playgrounds, picnic facilities or any other facilitiy associated with parks and/or
recreation.

SPECIAL QUALIFICATIONS
Must be able to transport oneself or coordinate transportation to work sites throughout the City
during the course of the work day.
WORKING CONDITIONS
Work is performed in an office setting amid normal conditions of dust, odors, fumes, and noises
and outdoors in varying weather temperatures and conditions. When visiting construction sites,
incumbents work near vibrating machinery and moving mechanical parts, or undeveloped lands,
and in and around mud, debris, thick brush and grass. At times, noise levels may require
shouting in order to be heard.
EQUIPMENT OPERATION (Any one position may not use all of the tools and equipment listed
nor do the listed examples comprise all of the tools and equipment that may be used in positions
allocated to this classification.)

Receives and analyzes bids for quality and cost. Submits analysis to the City Purchasing Agent
with a recommendation as to who should be awarded the contract.

concerned parties to obtain feedback during plan preparations.
Participates, as directed, on Inter-Departmental Committees charged with selecting consultants
for major park and recreation related projects.
For projects specifically coordinating, will supervise, assign work, and review submissions from
consultants for construction, renovation or demolition of sports facilities, pools, trails,
landscaping, playgrounds, picnic facilities or any other facilitiy associated with parks and/or
recreation.
