Ordinance authorizing the City of Omaha to accept the award from the U. S. Department of Homeland Security, Staffing Adequate Fire and Emergency Response (SAFER) Program. The Federal share is $621,000.00 and the. City of Omaha's matching funds are $933,588.00. These funds will allow for the hiring for six entry level firefighters and for the associated fringe benefits. Upon approval of the acceptance of this grant, the hiring process may begin. Elkhorn Suburban Fire District originally applied for this grant, which became the City of Omaha's upon annexation. The fire department recommends acceptance ,of this FY2006 Staffing Adequate Fire' and Emergency Response (SAFER) Grant in the total amount of$1,554,588.00. The Elkhorn Suburban Fire Department, Elkhorn, Nebraska, is requesting assistance in the form of a grant to hire 6 entry level firefighters that will enhance the department's current on duty staff. With the approved funding from the SAFER Act, the Elkhorn Suburban Fire Department will be able to continue the tradition of providing our citizens with quality services throughout the Elkhorn area. DEPARTMENT PROFILE The Elkhorn Suburban Fire Department is a combination fire department consisting of 15 career firefighters, 3 career Fire Captains, 1 career Asst. Chief, 1 career Fire Chief, and 15 volunteer firefighters. The fire department covers an area of 54 square miles in western Douglas County, Nebraska with an ISO rating of class 4. The district is located on the western edge of the City of Omaha, Nebraska. This area consists of residential, light commercial, farming, light industrial complexes, and the City of Elkhorn. The department responds to approximately 1,100 incidents annually while providing the following services to the community: Fire Suppression EMS (BLS and ALS) Haz-Mat (Operations Level) Technical Rescue (Trench and Confined Space) Response to Natural Disasters (Tornadoes, Floods) Public Education The department currently responds out of one station with a fleet of two engines, two ambulances, one tanker, one aerial ladder, one wildland vehicle and two command vehicles. The department's career firefighters work a 24-hour rotation. During their 24-hour shift, the firefighters follow a schedule where they perform public education training, business inspections for the purpose of pre-incident planning, and training on a daily basis. The volunteer/reserve firefighters assist the career firefighters by responding to incidents as well as other"daily"duties. All of the department's firefighters (career and volunteer)are required to obtain the following certification/qualifications:Firefighter-I, Haz-Mat Awareness, Haz-Mat Operations, EMT-B, Incident Management training, and Infectious Control procedure training. INTENDED USE OF THE GRANT FUNDS The Elkhorn Suburban Fire District is currently designing and constructing a second fire station that will be built for the Southern portion of the fire district. The grant funds from the SAFER Act will allow the department to hire an additional six firefighters to assist with the staffing of the new fire station. These firefighters along with the location of the new fire station will considerably reduce the response times for the Southern areas of the department's response district. The additional firefighters will perform the duties of firefighter/EMT and they will be trained to the level of EMT-B, Haz-Mat awareness and operations, and firefighter levels I and II. INITIAL FIRST ALARM ASSIGNMENT CAPABILITY Currently, there are 6 firefighters on duty 24 hours a day and two Chief Officers who work a 40-hour work week with weekends off. The two Chiefs are on call during the evening and weekend hours and will respond from home in department issued vehicles if needed. The first alarm structure fire response includes an engine company and an aerial company, both of which are staffed with three firefighters. The SAFER grant will provide 2 additional firefighters per shift therefore the engine and aerial companies would be staffed with 4 firefighters each thus improving the efficiency and safety of the department's first responders. The average number of firefighters and command officers that respond to structure fires within the department's response area is 9. This number includes the 6 on duty career firefighters, 2 volunteer firefighters and 1 Chief Officer from Elkhorn. With the additional firefighters from the SAFER Act, the department expects to meet the NFPA 1720 staffing section of the standard over 90% of the time. • COMMUNITY AND FIREFIGHTER RISK The rapid growth of the district brings an additional risk to the firefighters who serve the community. As more homes and businesses are built, the risk of fire and rescue incidents increase. Since 2000, the fire department's response volume has increased over 45%. This increase is an example that the threat of fire injury or death is and should remain to be a major concern of the fire department. Fortunately, our department has not had any fire related fatalities within the past 5 years however; we recognize the need to be fully prepared to respond in a timely fashion to prevent any fatalities in the future. Our department relies heavily on the use of volunteer firefighters who respond with the career staff to assist with local emergencies. Over the past years, the department has noticed a considerable reduction in the number of volunteer firefighters who are available to assist on calls. In 1995, the department had 30 volunteer firefighters compared to only 15 volunteers in 2005. Currently, the average number of volunteer firefighters that respond per emergency call (fire, ems, haz-mat, etc.) is only 2. The low turnout and the availability of the volunteer firefighters have placed the rest of the department's firefighters at risk. The on duty initial arriving firefighters often find themselves without adequate backup or having to perform numerous tasks on the fireground without taking a break in between the assignments.The lack of firefighters on scene causes an increase of fatigue on the first due firefighters. Recently, our department responded to a residential structure fire where one of our firefighters partially fell through a weakened floor of the burning home. The home was smoke filled and visibility was poor. The first two firefighters on the initial attack were advancing a charged hoseline and carrying tools into the structure. Since visibility was poor, the first firefighter on the line could not see a hole that was already burned in the floor thus causing their leg to fall into hole. The firefighter was able to pull themselves out without any injury, but this incident demonstrated how important it is to have adequate firefighting personnel on scene to perform the duties of Rapid Intervention along with other safety positions on the fire scene. If the grant is awarded, the additional firefighters will provide the much needed backup personnel on the fire scene thus reducing the stress and fatigue of our firefighters. NEEDS ASSESSMENTS The department has been evaluated by two separate organizations to look at the performance and the future goals of the Elkhorn Suburban Fire Department. In 2003, the department hired a consultant(Emergency Services Consulting, Inc.) to evaluate the department's current delivery of emergency services to the citizens of the area and to assess the future needs of the department specific to fire station locations. The results of the study concluded that a second fire station be built to better serve the South side of the district. With this additional station, more staffing would have to be added to meet the needs of the district. In 2004, the department was evaluated by the Insurance Services Organization (ISO). After performing a needs assessment for the department, the ISO recommended that the department increase its first alarm staffing to structure fires by 2 personnel per shift. PROGRAM OBJECTIVES If this grant request is funded, the fire department will hire an additional six firefighters that will help staff a second fire station for the district. The specific objectives of this program are as follows: • To mitigate firefighter and civilian injuries and/or death by ensuring that the proper amount of firefighters are responding on a first alarm structure fire assignment. • To achieve the compliance of NFPA 1720 • To dramatically reduce the response times for the southern section of the fire district by staffing the new fire station with the requested amount of firefighters from the SAFER Act. • To ensure that the initial arriving engine company is staffed with at least four firefighters on every structure fire. • To train all of the new firefighters to the Firefighter I within the first six months of their hiring date and the Firefighter II certification level within the first two years. • To train the new firefighters to the EMT-B certification level within the first 6 months. • To train the new firefighters to the Haz-Mat Awareness and Operations level within the first year. • To train the new firefighters in the use of NIMS within the first year. • To continue the use of automatic mutual aid for all structure fires with the department's response area. • To maintain the program in perpetuity. The top applicants after the written and physical agility exams will proceed through an oral interview with the City's Civil Service Commission. FINANCIAL NEED The Elkhorn Suburban Fire Department is solely funded by the City of Elkhorn through the use of property tax dollars. Since the department protects an area of 54 square miles outside of the City of Elkhorn, the City receives tax revenue from the Elkhorn Suburban Fire District to help offset the department's annual expenses. Currently, the fire department's budget is 20% of the total City budget. With our aging fleet of apparatus, the maintenance and repairs of our vehicles has been increasing dramatically over the past several years. This increase of maintenance and repairs along with the increase of fuel costs has left us with little to no money available for the requested items. Another factor that influences the department's financial need is that the department is increasingly responding to mutual aid calls outside of the primary response area. The increase in these types of calls has placed an additional financial burden on the department since the department does not receive any financial compensation from any of the surrounding districts. While taking into consideration all of these points, the department is desperately in need of financial assistance for the hiring of the additional firefighters. Grantees awarded under the Hiring of Firefighters Activity that completes the approved scope of work and still has grant funds available must return all excess funds to the grants program office. Grantees awarded under the Recruitment and Retention Activity that have completed the approved scope of work and still has grant funds available may use the excess funds to continue with recruitment or retention activities consistent with the original scope of work, as long as it is within the originally approved period of performance. No extensions to the period of performance will be granted. Article VII -Financial Reporting The Request for Reimbursement mentioned above, will also be used for interim financial reporting purposes. At the end of the performance period, or upon completion of the grantee's program narrative, the grantee must complete, on-line, a final financial report that is required to close out the grant. The Financial Status Report is due within 90 days after the end of the performance period. Article VIII -Performance Reports The grantee must provide periodic performance reports in conjunction with the quarterly payment requests to the AFG program office. Performance reports must be submitted after each quarter even if funds are not requested. In the fifth and final grant year for grants involving the Hiring of Firefighters, grantees will have to submit a performance report at the mid-point of the year and then at grant closeout. All grantees will be required to produce a final report on how grant funding was used and the benefits realized from the award. An accounting of the grant funds must also be included in the performance reports.
