Dear Chief 13uske, I am in receipt of your letter,dated 9/15/08, in which you state that a recommendation is being made to award the contract for the Public Safety Training Center to a different bidder. Your letter also states that the reason for this is that there arc some apparent inaccuracies in our unit prices and extension totals when our bid was submitted. I would like the opportunity to appeal this action by explaining to you why my numbers were stated the way they were and what they mean in relation to what was requested from purchasing. When I entered the unit prices for each frequency requested, I did so by taking the annual total bid amount and dividing it by a different factor for each frequency. For daily services. I took the annual amount ($77,356.14)divided by the number of working days in a year(251 with holidays)-and arrived at a unit price of S308.19. For weekly services, 1 took the annual amount.($77,356.14)divided by 52 weeks in a year to arrive at $1,487.62 for a unit price. Finally, for monthly services I simply took the annual amount (S77.356.14)and divided it by 12 months in a year to reach $6,446.35. So at this point. i feel that there should be no discrepancy in the calculations for unit prices in my hid that was proposed on 9/.10/08. Under each line for unit price, there is a calculation that says. "x 12="" which I assumed related to the extension column to the right. Since that was fairly vague. I assumed that if the calculation was asking, for my total to be multiplied by 12 then it must be asking for a monthly figure. However. that would never equate properly except i'or in the last category where it actually asks for a monthly amount. My interpretation then of this calculation was that it was asking for the total dollar figure for daily services in a month multiplied by 12 (rather than just one daily amount by 12)and the total dollar figure for weekly services in a month multiplied by 12 (rather than just one weekly amount by 12). Doing it this way does lead to the annual amount. which is what was listed on each extension line. The overall effect is that the unit prices arc correct, and the amounts listed in the extension line represent the overall annual bid amount (with the rationale described above). a subsidiary of!M Industries Inc. If you were looking for it differently,then the unit prices can simply be multiplied by 12 and substituted for the figure I listed in the extension line, but it doesn't seem to make sense to me. I hope that this letter helps convey clearly how my numbers were calculated. I do feel strongly that we should retain the contract because our annual amount has not changed, and the totals do calculate into the annual bid amount. I feel that perhaps our difference is in seeing how the extension totals are interpreted. ABM Janitorial Services has withdrawn their bid for janitorial services at the Public Safety Training Facility. I asked the Buyer,Janet Robbins,to call this supplier in to the office and discuss how to bid, and the requirements of this bid. The Buyer explained how bids should be priced,the City's expectations, and that if there are questions,to call the Purchasing Department, call the contact named on the bid, or come in face to face instead of guessing. In addition, another purpose for discussing the bid process with ABM is because this same supplier also bid on OPD's carpet cleaning bid which opened this past Wednesday, October 21st. ABM bid thousands of dollars to perform carpet cleaning at each OPD location, and the bid called for a bid based upon cost per square foot. The lowest cost bidder was seven and one half cents(.075) per square foot;ABM indicated thousands of dollars per square foot. Chris Carey at ABM is the person who submits requirements for ABM. Mr. Carey now understands how to render a responsive bid. I will be attending the Council meeting on October 28th in the event Council has additional questions.
