The following bids were received on October 30, 2007: ROCKY MOUNTAIN ENTERPRISES, INC $21,660.00 Superior Green Lawns, Inc $25,320.00 Williams Snow Removal $25,800.00 The total bid is based on a representative number of snows and depths at each of the nine libraries and is an estimate of annual cost to the Library. The bid tabulation attached provides the specific bid price for each snow depth and location submitted by bidders. Actual winter weather conditions and the number of snow fall events will define the final annual cost. The Library recommends the lowest and best bid meeting specifications from Rocky Mountain Enterprises, Inc. be accepted. The funds for this purchase will be paid from the 2007 and 2008 General Fund 11111, Organization 117014, Object 42476. Rocky Mountain Enterprises, Inc. has on file a current Annual Contract Compliance Report Form (CC-I). As is City policy, the Human Rights and Relations Director will review the contractor to ensure compliance with the Contract Compliance Ordinance. INTENT: This Request for Bid is to select a primary contractor for snow removal service and an alternate contractor to provide automatic service. 2. DURATION: Bids will be firm through the 2007-2008 winter season, and bid will be extendible, at the same cost for the 2008/9 and 2009/10 winter seasons at the city's option. Dale Clark Library special care is needed to not disturb the metal plates in various locations in the sidewalk. Equipment should be appropriate to the job and staff sufficiently trained so damage to trees, curbs, sod, etc. does not occur. 6. Requirements: A. Snow removal service will be automatic. Contractor will provide snow removal service without notification for snowfall of .25 inch or more. B. TIMELINESS OF SNOW REMOVAL: • Snow should be removed prior to 7:30 a.m. at the W. Dale Clark Library and prior to 8:30 a.m. at the branches. • On Sundays when some locations open at 12:00 noon, snow removal should be accomplished by 10:30 a.m. (a list of branch opening times will be provided to the successful bidder). • During operating hours of the libraries, every snow accumulation of approximately 3 inches (unless notified by the Library) must be cleared and repeated as required. No parking spaces can be used to pile snow for more than 24 hours after a heavy snow event. Load out snow from lower level parking lot area piled in parking spaces within 24 hours of stop of snow. Parking meters in lower level parking lot must be accessible to foot traffic. All designated staff parking spaces must be cleared. Apply sand to parking lot ramps if ice is present. Clear all entryways —from parking lot to entrance, on 14th St. level and on 15th St. level. Clear area in front of dumpsters and clear loading dock door area. Clear all sidewalks surrounding the library on 15th St., Douglas St., 14th St., and Farnam St. When shoveling the bridge to the 15th St. main west entrance, clear the snow off completely—do not push snow to the walls because when it melts it pools around the flower bed and forms a dangerous ice rink. Protected and/or Disadvantaged Business Enterprise(PBE/DBE) Participation Contract Specifications Pursuant to City of Omaha Contract Compliance Ordinance. 1.
