The nearly 11.4 million dollar new construction project will provide homeless women, single mothers and families with 82 fully furnished apartments. In addition, the 62,300 square foot building will have classrooms and meeting areas to provide a vast amount of supportive services including, but not limited to: life skills, parenting skills, nutrition classes, anger management courses, and GED courses. The facility will also house computer labs, childcare facilities, counseling rooms, common lounge areas and a "Bright Space" for children to improve cognitive development. As early as 1960, ODM realized that they could do more for their residents and began adding supportive programs. Through community collaboration ODM has been able to expand their services to assist in their mission of breaking the cycle of homelessness. For over two years, this project has been pre-developed by a talented and experienced team involving Alley Poyner Architecture, J. Development Company, Midwest Housing Equity Group and Open Door Mission. The nearly 11.4 million dollar new construction project will provide homeless women, single mothers and families with 82 fully furnished apartments. In addition, the 62,300 square foot building will have classrooms and meeting areas to provide a vast amount of supportive services including, but not limited to: life skills, parenting skills, nutrition classes, anger management courses, and GED courses. The facility will also house computer labs, childcare facilities, counseling rooms, common lounge areas and a "Bright Space" for children to improve cognitive development. The sponsor of this project, Help the Homeless, Inc is a 501(c)3 and was created to be the supporting organization for the Rescue Mission d/b/a Open Door Mission exclusively. The owner of this project, Help the Homeless of the Metro, LLC is a limited liability company which will have an investor member, Midwest Housing Equity Group with a 99.99% interest and Help the Homeless, Inc. as the managing member with a .01% interest. This will be a tax paying entity This project will create jobs not only during the construction phase, but also after completion. The new facility will need janitorial, maintenance, and administrative staff This project will create 5-10 permanent full-time and part-time jobs and will generate around 35 to 50 jobs during the construction phase. This project will provide space for professionals to volunteer their time and talents. The building will have an expanded service learning site for students in training. Currently the Open Door Mission has students and faculty onsite from six local colleges. This project will proved space for collaboration with partnering agencies that already come on site to offer services for homeless. The expanded clinic will reduce ER visits to hospitals. The project will offer solutions to a growing community problem through life changing programs that will break the cycle of homelessness and poverty. The goal of breaking the cycle of homelessness is to empower men, women and families with skills necessary to reenter the community and live as productive citizens. It has previously adopted,on June 1,2004,an Excessive Force Policy that remains in effect. 2. It has previously adopted,on January 30,1996,a Code of Conduct that remains in effect. 3. It has previously adopted,on Circular A-110,Section 4,was adopted as the procedure for the City,State and Federal grants. This circular is attached to all contracts with nonprofits. It will adopt and follow a residential anti-displacement and relocation assistance plan which will minimize displacement as a result of activities assisted with CDBG,HOME and NAHTF funds. 12. It will conduct and administer its programs in conformance with: a. Title VI of the Civil Rights Act of 1964(Pub.L.88-352),and the regulations issued pursuant thereto(24 CFR Part 1). b.
