Attached is a Resolution authorizing the City of Omaha to accept a grant contract award in the
amount of $104,479.00 from the Nebraska Office of Highway Safety, Grant Contract Award
Number 08-40 to support the Omaha Police Department's Project Night Life. The grant contract
period is from October 1, 2007 to September 30, 2008.
The Project Night Life goal is to reduce motor vehicle accidents involving drivers between the
ages of 15-18, funding will expand training and awareness to law enforcement officers, target
high crash locations, increase knowledge of Provisional Operator Permit (POP) restrictions, and
increase enforcement of safety related violations. The total project cost is $124,903.00; the
Omaha Police Department will match $20,424.00 through Omaha Police Department general
funds as designated by the Finance Department.

This Grant Contract Award is subject to all current State and Federal Policies and Procedures established by the
U.S. Department of Transportation, National Highway Traffic Safety Administration, Nebraska Department of Motor
Vehicles, and the Nebraska Office of Highway Safety(NOHS). If applicable, this award may be subject to special
conditions.
The grant contract period will be from October 1, 2007 through September 30, 2008 for federal Fiscal Year 2008.
The contract will become effective on the above-stated date, provided the NOHS has received the signed Grant
Contract Award from the Contractor. After the remaining signatures have been obtained,a copy of the Grant Contract
Award will be provided to the Contractor.

Expansion for Application for Nebraska Office of Highway Safety Grant
PROJECT TITLE AND SUMMARY:
PROJECT NIGHT LIFE EXPANSION
SUMMARY
The Omaha Police Department (OPD) is dedicated to the reduction of vehicle crashes. Drivers
between the ages of 15-19 are responsible for a disproportional number of vehicle crashes.
Recognizing this, the State of Nebraska has a provisional operator's permit (POP) statute
(60-4,120.01) that provides for a graduated increase in driving responsibility and privileges.
This statute limits non-essential driving for 16 and 17 year old drivers to the hours between
midnight and 6:00 a.m. The exceptions are when these drivers are enroute to school or
employment. Drivers of this age account for a disproportionate number of total crashes,
especially those crashes that occur between midnight and 6:00 a.m. In the City of Omaha, the
problem may be exacerbated by midnight curfew ordinances in jurisdictions immediately
surrounding the city, which may have the effect of increasing the number of youthful drivers in
the City of Omaha.
Omaha continues to aggressively address the significant population of young people who
organize and participate in "street racing," an activity which poses obvious dangers to all
members of the driving public. Much of this "street racing" takes place under cover of darkness.
Spectators are an integral and necessary part of this activity, and increased enforcement of the
age restrictions on driving after midnight will reduce the number of people participating in or
observing street races.
Past enforcement efforts indicated it is extremely difficult to apprehend the drivers who are
involved in these events. Intensive effort often nets only three or four drivers per night. By
focusing on the young drivers who are spectators, or perhaps waiting for their chance to
participate, OPD can dissuade a larger number of people from participating in street racing
events. This will reduce the number of street racing events and the number of underage drivers
after midnight.
The Cityof Omaha faces a uniqueproblem. It is surrounded byjurisdictions of substantial size,

many of which enacted teen curfews. This drives the teen population of Douglas County into
Omaha, where there is no curfew. This increases the risk for the motoring public and the risk of
accidents among the target population.

Younger drivers also account for a disproportionate number of crashes from 3:00-6:00 p.m., the
time following school dismissal. Project Night Life seeks to reduce the crash rate among young
drivers by addressing the driving violations that occur most frequently among young drivers and
by enforcing the state's graduated driver licensing (GDL) provisions.
Since Project Night Life was implemented in 2005, the percentages of crashes have decreased
involving the 16 to 18 year old age groups. In 2004, there were 1, 973 total crashes in this age
group. In 2006, crashes involving this age group decreased to 1,649 showing a 16% decrease.
For injury-related crashes, in 2004, there were 922 and in 2006, the number decreased to 735,
showing a 20% decrease in injury-related crash. For fatal crashes in the Omaha-Douglas
County area, in 2004 there were 7 fatal crashes involving 15 — 19 year olds. In 2005, that
number decreased to 5, and further decreased in 2006 to 2. This was a 57% decrease in the
Omaha-Douglas County area.
Project Night Life will continue its successes by:
• Reinforcing awareness and Education of area police officers regarding the Nebraska
GDL provisions. Due to awareness set forth by Project Night Life and its Officers, there
has been a dramatic increase in the number of citations issued for violating the
Provisional Operator's Permit. By continued education and awareness of law
enforcement officers, including surrounding agencies, in addition, the recent legislative
changes, these numbers will continue to rise.
• Continuing education of teen drivers regarding the need for adhering to these restrictions
and the penalties for failure to do so.
• Education and awareness of parents and encouraging their assistance in establishing
parental rules for teen drivers.
• Continued and enhanced selective enforcement operations that focus on the times and
places where teen drivers congregate. The operations will be enforced in known
cruising areas surrounding shopping malls, commercial retail areas and high schools
during dismissal time. The operations will also focus on school,breaks and Summer.

ORGANIZATIONAL BACKGROUND
The Omaha Police Department is the primary law enforcement agency for the City of Omaha
and the largest agency in Douglas County, with a current authorized strength of 797 officers,
serving over 500,000 residents. The OPD includes a specialized Traffic Enforcement Section
consisting of three parts: a Canine Unit, a Selective Enforcement Squad, and an Accident
Investigation Unit. This grant will continued to be administered under the Selective Enforcement
Section of the Omaha Police Traffic Unit. The Traffic Unit has extensive experience in
successfully administrating grants and frequently has the leading DUI enforcement officers in
the state. The OPD has a proven history of administering grants and producing results. During
the last two years of implementation of Project Night Life, it has produced successful results.
Not only in the implementation of enforcement grants, but the population of teens and parents
reached during educational seminars.
PROBLEM IDENTIFICATION
•
Younger drivers were targeted for new and special restrictions by the Unicameral for
appropriate reasons. They have a dramatically disproportionate number of crashes for the size
of their license population. A POP holder is restricted from driving after midnight and before
6:00 a.m. unless for school or employment. Since the enactment of Project Night Life, fatalities
for drivers age 16-20 have decreased. A & B crashes have also decreased. The number of
offenses involving the Provisional Operator's Permit restrictions increased by over 80%.
Sixteen to twenty-year old drivers are also the target of under-age drinking and driving. The
zero tolerance law Section 60-6,211.01, which prohibits persons under twenty-one years of age
to operate or be in actual physical control of any motor vehicle when such person has a
concentration of two-hundredths of one gram or more by weight of alcohol per one hundred
milliliters of his / her blood, but less than eight-hundredths, as described by 60-6,196, will be a

GOAL
The goal is to continue in the reduction of Fatal, A and B injury drivers ages 15 to 18. Project
Night Life will expand its efforts reaching more students and parents with more seminars of
education and awareness and continue with reinforcing the new legislation and updating law
enforcement officers. Selective enforcement efforts will continue monthly concentrating on high
crash locations involving young drivers.
OBJECTIVES
1. Continue with the expansion of the training and awareness of law enforcement officers,
including Omaha Police Recruits, and surrounding local law enforcement agencies. In
addition, the expansion of awareness to other states encountering the same issues that ,
is faced in the Nebraska area. The focus needs to expand to surrounding agencies in
multi-jurisdictional efforts, as well as nationwide.
2. Target high-crash locations to increase enforcement during high-risk drive time. Increase
knowledge of POP restrictions among teen drivers by 50%.
3. Increase knowledge of POP restrictions and recent legislation among parents and
teenagers by 50%.
4. Increase enforcement of safety-related violations between 12:00 midnight and 6 a.m. as
well as, 3 p.m. and 6 p.m. by a minimum of 150 hours.
STRATEGIES
1. Schedule a minimum of ( 4 ) In-service training sessions for area law enforcement
officers on the POP statute and restrictions. Completion Date: November 2008
2. Re-identify high-crash locations to target drivers underage 18 driving between 3:00 p.m.
and 6:00 p.m. in areas other than schools. Completion Date: November 2008
3. Continue to develop and expand Public Information and Education Campaign
addressing "Project Night Life" to include surrounding local law enforcement agencies
and supporting programs. Completion Date: On-Going
4. Update educational materials targeting teens and parents of teen drivers. Pre and post
testing of target age drivers. A follow-up survey will be done of sample audiences to
determine if the training changed any personal driving habits.

EVALUTION
1. An administrative evaluation will be completed at the conclusion of the project period to
measure actual activities, tasks, and expenditures against those planned.
2. Crash data in the 12 month project period will be compared to crash data in the
previous 12 month period to determine if the overall goal to decrease teen driver
fatal, A and B injury crashes by 7% was achieved.
3. The data will be analyzed to determine if there is a trend in the following areas:
• An upward trend in citations for violations of POP statute.
• Pre and post testing of officers before and after training sessions and then at six
months follow-up. The testing will include a survey component to allow officers
to self-report as to whether the training has changed any of their citation
practices.
• Pre and post testing of target age drivers. A follow-up survey will be done of
sample audiences to determine if the training changed any personal driving
habits.
4. The evaluation reports will be produced quarterly and will contain the following sections:
A summary of activities by the grant funded Project Officer.
Statistical data concerning the number of citations written for violations of POP statute.
Summary of special operations.
5. Analysis and recommendations. The analysis will be used to adjust the grant activities
during the course of the grant funding.
6. Monthly activity reports will be the responsibility of the Sergeant coordinating the activity.

BUDGET NARRATIVE
Salary: Full-time position to work in the Traffic Unit under the Project Night Life grant. Due to staffing
constraints, this officer will be staffed effective May 11, 2008. This officer will be assigned to the Traffic
Unit and will be assigned duties associated with the Provisional Operator's Permit, enforcement of its
restrictions, and the educational program. This officer will assist in the continuing education of law
enforcement officers, recruit officers, students, parents, and the community regarding the dangers and
risks associated with teen driving. This officer will participate in selective enforcement operations, as well
as routine selective enforcement based on identified hot spots.
Vehicle and Companion Equipment. The cruiser will be used for Project Night Life enforcement
operations, the Project Sergeant, as well as during selective enforcement operations. Currently, the
Project Night Life Sergeant shares use of Traffic Command vehicles assigned to the Traffic Unit. Due to
the irregularity in shift assignments, selective enforcement operations, as well as scheduled Seminar and
Training sessions, a vehicle is not always available. Current Department budget constraints do not
account for an added vehicle to the Traffic Unit at this time. This vehicle would be used for the sole
purpose of Project Night Life use, enforcement operations, and scheduled training assignments.
Training Materials. The total amounts shown are an estimated amount for this line item. Due to recent
legislative changes, an update for training materials is needed to reflect these changes. Actual costs and
materials will vary according to the grantor approval and the project's specific needs.
Enforcement Operations: Selective enforcement operations will be spread throughout the entire grant
year. These enforcement operations will encompass ( 1 ) sergeant and up to (5) officers. The
enforcement operations will concentrate during the time frames where crashes for this age group are
highest(1400-1800), as well as during the P.O.P. restrictive hours (0000-0600). It is also desired to work
with other organizations, such as Project Extra Mile, in conjunctive selective enforcement operations.
COST ASSUMPTION
The City of Omaha Police Department will continue the enforcement activities under Project
Night Life after funding assistance is terminated. The additional officer will become a
permanent addition to the Omaha Police Traffic Unit, Selective Enforcement Squad. With long
term sustainability the City will pay officer salary, benefits, vehicle, and training materials.
Census data shows that the target population is annually refreshed with 6,000 new drivers.
Ongoing enforcement efforts will continue to be a need in our community.
**Acceptance of this grant is dependent upon approval of resolution by the Omaha City
Council.
