Transmitted herewith is a Resolution authorizing the acceptance of the bid from Hawkeye
Vision, Inc. in the amount of$100,000.00 for 12 IP Cameras ($8,000.00 each) and one computer
server ($4,000.00) for the Omaha Police Department Special Operations/Vice Squad. Hawkeye
Vision, Inc. will provide complete installation and training.
The following vendors provided bids on January 9, 2008 relative to the above mentioned

Nebraska Emergency Management Agency (NEMA) FY2005 Homeland Security Grant, Urban
Area Security Initiative, Grant Award #2005-GE-TE-0020, grant amount $5,148,300.00, and
detailed in the Tri-County Urban Area Homeland Security Strategy spending plan and Strategy
approved by City Council June 28, 2005, Ordinance No. 37063, Grant Period April 1, 2005 to
June 30, 2008.
The cameras will be used for surveillance throughout different areas of the City of Omaha. This
video camera system has the capacity to be monitored in "real-time" via the internet. The
portability of this video camera system allows cameras to be placed strategically throughout the
Tri-County UASI region for certain contingency events, in"hot spot" locations for violence, or to
protect critical infrastructure.

The Omaha Police department is seeking a vendor for purchase of an IP camera and server compatible
with the camera. The specifications and qualifications for this purchase are listed below.
Camera Specifications
The following camera specifications would be required of the IP camera purchase.
- IP based camera-Day and Night operation
- Capable of 3 Mpixel images(color/daytime)
- Capable of 1.3 Mpixel monochrome(black and white/nighttime
- Full motion with frame rates of at least 30 fps.
- Internal storage capacity capable of capturing continuos live recordings for at least 168 hours at a
minimum of 30 fps
- Field of view 270 degrees none rotating
- Internal 802.11 protocol for wireless connectivity, remote monitoring and remote downloading of
stored information capable
- Direct broadband connectivity capabilities for remote monitoring and downloading of stored

- Capable of running on 110/115 VAC, 12VDC, with optional battery power connection

Server

The camera system and enclosure must be weather proof and resilient to the atmospheric conditions in
the Omaha Nebraska area (High levels of humidity, rain, snow, ice and sub-freezing temperatures.
Training
The vendor will provide hands on training to a selected staff of personnel in the area of working and
installing and upgrading Internet Protocol Surveillance Cameras. This training will require the vendor to
train all staff assigned to work with this camera, computer software, and server equipment to include:
- Overview description and operation (capabilities)of the IP camera
- Practical application to include functions and operations of camera and equipment
- Vendor will assist with actual deployment of camera and equipment
- Explain IP camera recording software including installation and usage
- Routing information from camera to computer-On-site and Off-site

WHEREAS, bids were received on January 9, 2008 for 12 IP Cameras($8,000.00 each)
and one computer server ($4,000.00) for the Omaha Police Department Special Operations/Vice
Squad; and,
WHEREAS, Hawkeye Vision, Inc. will provide complete installation and training for the
camera system; and,
WHEREAS, Hawkeye Vision, Inc. submitted a bid of$100,000.00 being the lowest and
best bid received within bid specifications for the cameras, server, installation, and training; and,
WHEREAS, the Mayor has recommended acceptance of this bid.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
OMAHA:
THAT as recommended by the Mayor, the bid of Hawkeye Vision, Inc. in the amount of
$100,000.00, which represents the bid for 12 IP Cameras and one computer server, to be used by
the Omaha Police Department Special Operations/Vice Squad for surveillance throughout
different areas of the City of Omaha, being the lowest and best bid received within bid
specifications, which is incorporated herein by this reference, is hereby accepted and the same
hereby approved, such approval being given by the City of Omaha as specified by the UASI
Grant requirements providing that such equipment will be purchased from the Nebraska
Emergency Management Agency (NEMA) FY2005 Homeland Security Grant, Urban Area
Security Initiative, Grant Award #2005-GE-TE-0020, grant amount $5,148,300.00, and detailed
in the Tri-County Urban Area Homeland Security Strategy spending plan and Strategy approved
by City Council June 28, 2005, Ordinance No. 37063, Grant Period April 1, 2005 to June 30,
