The attached proposed Resolution approves Amendment Three to the Long School
Neighborhood Redevelopment Plan. This phase of the redevelopment strategy includes new
owner-occupied live/work townhouses and single-family houses and. new rental senior
independent living housing, generally located between 24th and 26th Streets, from Burdette Street
to Franklin Street.
The City of Omaha will acquire_property, prepare sites and provide financing with federal
Community Development Block Grant or Home Investment Partnerships funds and Nebraska
Affordable Housing Trust funds. In the initial phase, New Community Development
Corporation will construct approximately 24 townhouses and Catholic Charities will construct
approximately 24 senior housing units.
The source of funding for the first proposed phase of the plan is anticipated to include funds
from the Community Development Block Grant, Fund No. 12186, Organization No. 129127, and
the Nebraska Affordable Housing Trust Fund, Fund No. 12141, Award No. 06-TFHP-998.
The City Planning Board recommended approval of Amendment Three to the Long School
Neighborhood Redevelopment Plan at its meeting on April 4, 2008.

LONG SCHOOL NEIGHBORHOOD REDEVELOPMENT PLAN
AMENDMENT 3
Introduction
This Redevelopment Plan amends the Long School Neighborhood Redevelopment Plan adopted
by the City Council on October 19, 1999 and amended on March 26, 2002 and March 16, 2004.
This Amendment continues the development strategy established in the original plan. The
boundaries of the Long School Redevelopment Area are Lake Street on the north, 24th Street on
the east, Hamilton Street on the south and the North Freeway on the west. The area is in a
portion of the city that was declared blighted and substandard by the Omaha City Council on
June 2, 1992.
Development Plan
Senior Housing Development
The Long School Neighborhood Association identified the need for senior housing opportunities
in the area. In response to the annual City of Omaha request for housing and community
development proposals, Catholic Charities proposes the construction of new independent living
senior housing units. Catholic Charities plans to develop and operate approximately 24 units of
affordable senior housing. Additionally, Catholic Charities plans to replace the existing St.
Martin de Porres Center with a new community center. The City of Omaha will acquire property
it does not currently own, convey the property to the developer and provide a portion of the
financing for the new senior housing. The proposed site is on 25th Street between Burdette Street
and Blondo Street and on Patrick Avenue between 25th and 26th Streets as shown in Figure 1.
The current zoning of the site is appropriate for the proposed development. However, it may be
necessary to request a waiver of setback requirements to maintain front yard setbacks consistent
with the existing single-family houses in the neighborhood. Replatting of the existing lots may
also be necessary.
The cost of land acquisition is estimated to be $250,000 in State funds from the Nebraska
Affordable Housing Trust Fund (NAHTF) and City of Omaha Community Development Block
Grant (CDBG) funds. Site preparation and construction funding is estimated to include
$200,000 in City Tax Increment Financing (TIF), $300,000 in CDBG funds and $2,100,000 in
Nebraska Investment Finance Authority Low-Income Housing Tax Credit. Tax Increment
Financing is an appropriate source of funding for this project and a TIF project plan may be
prepared in the future as project funding is finalized. The total cost for the independent living
senior housing portion of the Long School Neighborhood Redevelopment Plan is estimated at
$2,750,000.

Live/Work Development
The Long School Neighborhood Redevelopment Plan identified an area between 24th Street and
25th Street for mixed-use development. This amendment proposes an initial phase of live and
work development between Patrick Avenue and Blondo Street, as shown in Figure 1. In order to
assemble sites for the development the City will acquire property it does not currently own
convey development sites to a developer. This land will be replatted into new lots as
appropriate. In response to the annual City of Omaha request for housing and community
development proposals, New Community Development Corporation will construct, market and
sell live/work housing units to owner occupants. Approximately 24 units are planned in the
initial stage. The development will be consistent with the scale and the design elements of
structures in traditional neighborhood business districts having a mixture of residential and
commercial uses. The property will be rezoned from R-7 Residential, General Industrial and
General Commercial to Neighborhood Business District.
The cost of land acquisition is estimated to be $300,000 in State funds from the Nebraska
Affordable Housing Trust Fund (NAHTF) and from the City of Omaha Community
Development Block Grant (CDBG) program. Site preparation and construction funding is
estimated to include $240,000 in City Tax Increment Financing (TIF), $960,000 in NAHFT
funds, $1,320,000 in City HOME funds and/or private contributions and $2,400,000 in private
mortgage financing. Tax Increment Financing is an appropriate source of funding for this
project and a TIF project plan may be prepared in the future as project funding is finalized. The
total cost for the mixed-use housing development portion of the Long School Neighborhood
Redevelopment Plan is estimated at$5,170,000.

Single-Family Housing Development
The Long School Redevelopment Plan proposes single-family housing development within the
area between 24th and 27t Streets. This amendment provides for continued single-family
housing in a portion of this area. The City of Omaha currently is the owner of several parcels of
land. Under this amendment, the City will acquire additional vacant land to be replatted into
approximately 10 lots suitable for single-family detached houses. The City will convey the
property and provide partial financing to New Community Development Corporation for new
houses for sale to owner occupants. The City will provide deferred payment second mortgage
loans to qualified homebuyers to ensure affordability. Scattered sites for single-family houses
are within the area bounded by Burdette Street, 24th Street, Decatur Street and 27th Street. R4
Single-Family Residential district is the appropriate zoning classification to maintain the single-
family character of the neighborhood and provide front yard setbacks consistent with the existing
houses.
The cost of land acquisition is estimated to be $75,000 in State funds from the Nebraska
Affordable Housing Trust Fund (NAHTF). The funding for site preparation and construction is
estimated at $400,000 in NAHFT funds, $250,000 in City HOME funds and $1,000,000 in
private mortgage loan funds. The total cost for this single-family housing development portion
of the Long School Neighborhood Redevelopment Plan is estimated at $1,725,000.

identify opportunities for mixed-use development and single-family housing in the Long School
Redevelopment Area, acquire property and seek developers as financing is available from public
and private sources. The location of mixed-use development, including additional live/work
units, and single-family housing will be consistent with the Long School Neighborhood
Redevelopment Plan. Figure 2 shows the development stages described previously and the
location of additional proposed property development.
Property Acquisition
The City of Omaha currently owns a number of vacant lots in the Long School Redevelopment
Area. However, the City will need to acquire additional property necessary for the senior
housing, live/work units and single-family development projects. The City will have property
appraised and will offer just compensation to the property owners. Every reasonable effort will
be made to acquire the property through negotiated agreement between the property owner and
the City. Should the City be unable to negotiate the purchase of property interests, the
Redevelopment Plan authorizes the use of the eminent domain process to assist in the acquisition
of the property necessary to implement the plan. The City of Omaha will subsequently convey
its property interests to project developers for the redevelopment of this blighted area. Figure 2
shows City-owned property, property owned by Catholic Charities and property to be acquired.
Relocation assistance for replacement housing will be available to occupants in accordance with
the Federal Uniform Relocation Act and the Nebraska Relocation Assistance Act. A one-for-one
replacement of low- and moderate-income dwelling units demolished for the project will be
provided as required by the Federal Housing and Community Development Act of 1974, as
amended. Equivalent replacement housing units will be provided within the city limits in
accordance with Nebraska Community Development Statutes. The City of Omaha will utilize
programs identified in the Annual Omaha-Council Bluffs Consortium Consolidated Submission
for Community Development Programs Action Plan to provide the replacement dwelling units.
Occupants of non-residential properties will receive moving and re-establishment expenses
assistance in accordance with applicable State and Federal Law.
Housing Rehabilitation and Streetscape Improvements
The City of Omaha will continue to use its rehabilitation programs to preserve the existing sound
structures in the Long School Neighborhood. The City will target its owner-occupied and rental
rehabilitation programs to properties adjacent to the new housing development projects.
Additionally, the City of Omaha will continue the streetscape improvement program along 24th
Street in support of the redevelopment and rehabilitation activities undertaken under the Long
School Redevelopment Plan. The City will also assist eligible property owners with façade
improvements to sound commercial structures along 24th Street. •

Areas west of 25th Street are zoned as R-7 Residential. Except for the site of the proposed Senior
Housing, the R-4 Single-Family Residential District is the appropriate zoning classification to
maintain the character of the neighborhood and provide front yard setbacks consistent with the
existing houses. Replatting of the existing lots may be necessary.
Consistency with Comprehensive Plan Elements
The Concept Element of the City Master Plan identifies a concept/strategy which states: "The
City will ensure that policies and programs are in place to create healthy and diverse
neighborhoods and ensure that Omahans find affordable housing throughout the city". The Long
School Neighborhood Redevelopment Plan proposes actions to implement this strategy. The
replacement of deteriorated structures and vacant lots with new housing and live/work units will
improve the physical condition of the neighborhood. Increasing the number of residents and
businesses improves the economic and social health of the neighborhood.
The original Long School Neighborhood Redevelopment Plan and amendments are consistent
with the Omaha Master Plan. This Amendment continues the implementation of the strategy
described in the Long School Neighborhood Redevelopment Plan, as amended.

NOTICE OF PUBLIC HEARING ON AMENDMENT THREE TO THE LONG SCHOOL
NEIGHBORHOOD REDEVELOPMENT PLAN
Notice is hereby given that the Omaha City Council has set Tuesday, May 6, 2008 at
2:00 p.m. as the date of Public Hearing on Amendment Three to the Long School
Neighborhood Redevelopment Plan.
Amendment Three to the Long School Neighborhood Redevelopment Plan is located in
an area bounded by Lake Street, 24th Street, Hamilton Street and the North Freeway.
The Redevelopment Plan is located within an area declared blighted and substandard
and in need of redevelopment by the City Council on June 2, 1992.
Amendment Three to the Long School Neighborhood Redevelopment Plan proposes
the acquisition of property, site preparation and construction of new housing units. This
phase includes new owner-occupied live/work townhouses and single-family houses
and new rental senior independent living housing, generally located between 24th and
26th Streets, from Burdette Street to Franklin Street. New Community Development
Corporation will construct approximately 24 townhouses and Catholic Charities will
construct approximately 24 senior housing units.
The source of funding for the first proposed phase of the plan is anticipated to include
funds from the Community Development Block Grant and the Nebraska Affordable
Housing Trust Fund. A copy of said plan is available for public inspection in the City
Clerk's Office.
Public Hearing will be held before the City Council of the City of Omaha, in the
Legislative Chambers, Omaha/Douglas Civic Center, 1819 Farnam Street, Omaha,
Nebraska.

Additionally, the City of Omaha will continue the streetscape improvement program along 24th
Street in support of the redevelopment and rehabilitation activities undertaken under the Long
School Redevelopment Plan. The City will also assist eligible property owners with façade
improvements to sound commercial structures along 24th Street. •
Zoning
The site for the proposed Senior Housing site at 25th Street and Patrick Avenue is a R7 Medium-
Density Multiple-Family Residential District which is appropriate for the proposed development.
However, it may be necessary to request a waiver of setback requirements to maintain front yard

WHEREAS, the primary objectives of the City of Omaha's Master Plan and Community
Development Program are to encourage additional investment and development within inner-city
neighborhoods; and to eliminate conditions which are detrimental to public health;'safety and
welfare, by developing underutilized property within these neighborhoods; and,
WHEREAS, Amendment Three to the Long School Neighborhood Redevelopment Plan
for the area generally bound by Lake Street, 24th Street, Hamilton Street and the North Freeway
is located within an area declared "blighted and substandard and in need of redevelopment" by
the City Council on June 2, 1992; and,
WHEREAS, the Planning Department has prepared Amendment Three to the Long
School Neighborhood Redevelopment Plan that calls for the acquisition of property, site
preparation, and the construction of new housing units; and,
WHEREAS, Nebraska State Statute 18-2108 requires that the City of Omaha adopt a
redevelopment plan before taking an active part in a redevelopment project; and,
WHEREAS, Amendment Three to the Long School Neighborhood Redevelopment Plan
was approved by the Omaha Planning Board on April 2, 2008.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF

Redevelopment Plan, prepared by the Omaha City Planning Department, be and hereby is
