The attached Resolution designates a site located southeast of 72nd and "F" Streets site as meeting the
statutory conditions of substandard and blighted. The site contains approximately 35.22 acres of land,
including approximately 23.3-acres of undeveloped and underutilized land and a 331,461 square foot
building with only 120,886 square feet currently being used by Crown Cork and Seal.
For the reasons set forth in the analysis provided, the condition of the study area meets the conditions of
substandard and blighted, as those terms are defined in the Nebraska Community Development Law.
Adoption of a City Council resolution declaring the study area to be blighted and substandard and in need -
of redevelopment will allow the City to approve redevelopment plans for the redevelopment and
revitalization of areas within the study area.
The Planning Department requests that the proposed redevelopment area be designated as substandard
and blighted as a means of assisting in the financing of future projects. This designation is required in
order to authorize the utilization of Tax Increment Financing. (TIF) as a financing tool in future
redevelopment. The designation will allow the developers to capture the increase in taxes resulting from
the redevelopment and expansion of the industrial site.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the primary objectives of the City of Omaha's Master Plan and
Community Development Program are to encourage additional private investment and infill
development within inner city neighborhoods;and to eliminate the conditions which are detrimental
to the public health, safety and welfare by developing vacant, underutilized property within these
neighborhoods; and,
WHEREAS, State Statute 18-2109 requires that before any redevelopment plan be
prepared, the City Council must declare the proposed redevelopment area to be "substandard and
blighted" and in need of redevelopment; and,
WHEREAS, the broader study area is located between 67th and 72nd Streets and is
bound by"F" and"J" Streets and includes the proposed 35.22-acre project study area; and,
WHEREAS, the specific project site is located with 72nd Street on the West, "F"
Street on the north, and Union Pacific Railroad rights- of-way on the south and east; and,
WHEREAS,the proposed 35.22-acre project study area bound by 72nd Street on the
west,"F"Street on the north,and Union Pacific Railroad rights-of-way on the south and east meets
the conditions of both a substandard and blighted area as defined by State Statute 18-2103 and as
described in Exhibit"A" attached hereto and made a part hereof; and,
WHEREAS,the City of Omaha Planning Board declared and recommended,on May
2, 2007, that the proposed 35.22-acre project study area bounded by 72nd Street on the West, "F"
Street on the north, and the Union Pacific Railroad rights-of-ways on the South and East meets the
conditions of both a substandard and blighted area as defined by State Statute 18-2103.

Substandard and Blight Designation:
The site and facility was used for industrial manufacturing, which included the
manufacturing of metal cans for food distribution. The former manufacturing operations and
supporting uses caused soil contamination and deterioration of the interior of the building.
Today, the site contains approximately 35.22 acres of land with a 331,461 square foot
building located thereon of which only 120,886 square feet is currently being used by Crown
Cork and Seal. Approximately 23.3 acres of land are undeveloped and underutilized. The
remaining portion of the building is vacant, in disrepair and is obsolete. Property tax values at
this site have shown a decrease in value. Traffic circulation and access serving the site is
inadequate for the effective utilization and redevelopment of this site. The boundaries of the site
to be included within the blight and substandard designation include the property legally
described on Exhibit "A" attached hereto and shall include the adjacent public right-of-ways of
72nd Street and "F" Street. The cost of the public improvements, environmental remediation,
rehabilitation and partial demolition of the building and site development is estimated to be
$6,000,000.00, excluding land acquisition costs.
The regulations require that the site be blighted as reflected under Section "A" and that
the site satisfy only one (1) of the five (5) conditions under Section "B" in the regulations as
contained in the City of Omaha Tax Increment Guidelines. The project area meets several of the
conditions identified in the regulations.
The characteristics used in designating a site as "substandard" are broader in scope and
cover the following social and economic conditions as contained in the following and applies to
the Crown Cork& Seal site at 72nd and"F" Streets.
Section ("A") An area which by reason of the presence of a substantial number of
deteriorated or deteriorating structures, existence of defective or inadequate street layout, faulty
lot layout in relation to size, adequacy, accessibility or usefulness, unsanitary or unsafe
conditions, deterioration of the site or other improvements, diversity of ownership, tax or special
assessment delinquency exceeding the fair value of the land, defective or unusual conditions of
title, improper subdivision or obsolete platting, or the existence of conditions which endanger
life or property by fire and other causes, or any combination of such factors substantially impairs
or arrests the sound growth of the community, retards the provision of housing accommodations
or constitutes an economic or social liability and is detrimental to the public health, safety,
morals or welfare in its present condition and use.

Unsanitary or unsafe conditions, water and soil contamination
- Deterioration of site or other improvements, contaminated buildings
- Improper subdivision or obsolete platting for commercial development

72ND STREET ASSOCIATES, LLC REDEVELOPMENT PROJECT PLAN AREA AS
SUBSTANDARD AND BLIGHTED
Notice is hereby given that the Omaha City Council has set Tuesday, August 12, 2008 at
2:00 p.m. as the date of Public Hearing to consider whether to designate the proposed
South 72nd Street Associates, LLC Redevelopment Project Plan Area as Substandard and
Blighted.
The project plan is approximately 35.22 acres of land with approximately 23.3-acres
undeveloped and underutilized and a 331,461 square foot contaminated building with only
120,886 square feet currently being used. The site is bounded by 72nd Street on the west,
"F" Street on the north, and Union Pacific Railroad rights-of-way on the south and east.
The proposed project is to facilitate the rehabilitation of the current building at the site,
demolish deteriorated buildings and other structures at the site, replat 23.3 undeveloped.
