Transmitted herewith is a Resolution authorizing the payment to WatchGuard Video in the amount of
$29,970.00 for six(6)digital in-car camera systems for the Omaha Police Department Canine Squad.
WatchGuard Video is a sole source vendor and is a firm qualified to provide the products contemplated
herein. In accord with the provisions of Section 5.16, Home Rule Charter, when there is a sole source
vendor,the City Council may, by resolution, authorize the Purchasing Division to issue a purchase order
for the products. The Police Department recommends accepting the proposal of WatchGuard Video.
The Police Department requests your consideration and approval of this Resolution.
The digital camera system will be purchased with funds from the Nebraska Office of Highway Safety
(NOHS), Mini-Grant Contract Award Number 41.0-08-02, Grant amount $21,000.00, for a total project
cost of$29,970.00, approved by City Council April 1, 2008, Resolution No. 457; a match of$8,970.00
will be paid from the Omaha Police Department's General Seized Assets fund.
Funds in the amount of$8,970.00 for the cost of the digital in-car cameras will be paid from the Omaha
Police Department, General Seized Assets Fund 12156, Organization 130711, Account 44118
PhotoNideo/Recording Equipment, and funds in the amount of $21,000.00 will be paid from the
Nebraska Office of Highway Safety (NOHS) Mini-Grant, Fund 12161, Organization 130797, Account
44118 PhotoNideo/Recording Equipment. The Finance Department is authorized to pay the cost from
these accounts.

DIGITAL IN . CAR VIDEO
WatchGuard Video is the exclusive and sole manufacturer of the DV-1 Digital In-Car Video
System. This product is represented and sold only by our Factory Authorized Representatives in
protected territories. We do not sell through distributors. The DV-1 is the only in-car police
DVD-Video recorder that is not based on PC architecture and the only product capable of
meeting these following important and valuable specifications.
• The system records digital video onto rewritable DVD-Video discs that play on consumer
DVD players,allowing for the actual evidence recorded in the car to be the exact
evidence presented in court. The system records pre and post event as part of the same
Title and not separated.
• The system is not based on a PC(Personal Computer)and is therefore small enough to fit
in an overhead mounted enclosure so there is nothing to mount in the trunk_
• PRE and POST event recording can be set for different time periods up to 10 minutes
each to maximize the department requirements.
• Free lifetime firmware(software)upgrades are provided regardless of warranty status.
• Configuration software is provided free of charge to allow the agency to set department
settings,officer names,and supervisor controls,and load the settings through one
configuration file on a CD_
• Menu and user settings are accessed through a graphical user interface(not mere text
menus).
• Hard Drive Playback can be done from the Unit,allowing the officer to review the
evidence in the vehicle and have simultaneous Record and Play-back features.
• Hard Drive Buffer provides the ability to retrieve video not previously triggered to the
DVD for up to 60 hours of ignition time for retrieval and downloading.
• Supervisors can recover up to 6 of the previous DVD's recorded in the event a DVD is
damaged. The system creates a mirror image of the original.
• Never run out of media or loose video during an event Through the automatic disc
overflow function,a DVD can be full and the hard drive buffer stores all video until a
new DVD is placed in the DV-1. At that time all of the unburned video is captured
without 1 second of loss.

. Automatic Chapter Segmentation
The system must automatically create chapter start and stop points for each recorded(traffic stop)event.
Each chapter is to include any user programmed Pre and/or Post event footage in the same order as the
logical timeline.

In order to isolate the audio during playback between the wireless microphone and the cabin microphone •
using a standard left/right stereo fader control,the system shall record the two audio tracks separately onto
the left or right channel.

The system shall offer at least 4 different selectable recording quality modes; including modes that fit
approximately 2,4,6,or 8 hours of video onto a single DVD disc.
Integrated Hard Drive
The video system must include at least a 40 GB hard drive integrated in to the overhead enclosure that is
used to continuously buffer video to the hard drive whenever the system is on.
Adjustable Pre and Post Event Recording
The system must be capable of automatically capturing and appending both pre-event and post-event video
for up to ten(10) minutes per each event.These settings are to be adjustable and restricted by a supervisor.
No Deleting or Overwriting Video Shall be Possible
To guarantee data security and integrity,the system shall be able to ensure that the user cannot delete, edit,
or erase video data from either the hard drive buffer or the DVD disc.

When DVD is filled to video capacity,the system will automatically stores overflow video on the
integrated hard drive until a new DVD is inserted.
Automatic DVD Back Up
Up to the last 6 DVD's created are automatically backed up on the hard drive to enable duplication of
previously created DVD's.
Graphical User interface
For ease of operation,the system settings,hard drive playback,and supervisor controls are to be accessed
through a graphical user interface. No text based user interfaces shall be acceptable. System keys and
buttons shall provide a tactile feedback and an audio feedback on key presses.
Free System Software Upgrades by Disc
System shall have the ability to easily upgrade the software features by inserting a CD or DVD disc with an
updated firmware file. Firmware updates shall be free for the life of the product.
Supervisor Controls
The system must provide the ability to restrict access to any and all settings by way of supervisor
passwords. Multiple supervisors and supervisor passwords must be supported.
Selectable Officer Names
The system shall include a simple method for selecting a programmed officer name from a list for rapid
login at shift changes. Individual officer preferences and settings are to be loaded and activated by merely
selecting their name.
In-Vehicle Playback
The system shall be able to playback video and audio in the vehicle while still being able to continue
background recording to the hard drive.
Uninterruptible Power Supply
Each system shall include an Uninterruptible Power Supply(UPS)/Battery Back-Up that can power the
system for at least 2 minutes following the loss of the vehicle's battery power.

The front camera shall be equal to the Sony EX-VIEW chipset with Anti-Blooming and up to 0.03 LUX

Backseat Camera
The back seat camera must be a high resolution color camera with at least 480 TV lines of resolution and

2.4 GEfz Digital Wireless System
The system must include a digital 2.4 GHz wireless microphone system consisting of a belt back
transceiver and a charging/synchronization base. The belt pack transceiver must include rechargeable
batteries and a built-in microphone.
Full Duplex Operation
The wireless microphone must have the ability to trigger the camera to record,and the camera system must
be able to automatically turn on the wireless microphone when the recorder is activated.
Charging/Synchronization Base
The wireless microphone shall include an in-car charging/docking base that automatically synchronizes
the communication link when the belt pack transmitter is docked into the base. To simplify installation,the
charging/docking station must draw power from the video system, and does not require running additional
power cables to the vehicle.
Unique Synchronization
Any wireless transmitter(s)shall be capable of synchronizing to any base via the docking cradle which will

To ensure the clearest audio during playback even in a noisy environment,the system unit shall have 2 high
performance speakers that are driven by a stereo audio amplifier with at least 6 watts of power.
Cabin Microphone
Each system will include an internal car microphone that will record on a separate sound track from the
wireless microphone system when activated.
Record Triggers
The system will include cables to interface to and monitor the status of emergency lights,brakes,and one
auxiliary connection(i.e.rear flashers,shot gun lock). The emergency lights,auxiliary,and wireless
microphone can all be programmed to automatically activate the recorder.
System Power-Up Behavior Control
The system power behavior must be configurable to allow a supervisor to independently set the system to
manually or automatically turn on or off with the vehicle.
Configuration Management Software •
Supplemental software which permits the user to pre-populate all vehicle and officer configuration
selections to each system. (i.e.Officers, department,vehicle ID_'s, system settings, passwords, etc.)

To ensure that the system can record under all conditions,the hard drive must utilize a fluid bearing system
with an operational shock tolerance of at least 200Gs.
• High Quality Enclosure
In order to withstand the rigors of use,the overhead system must be constructed of welded,powder-coated
aluminum.Overhead dimensions shall not exceed 13.5"long, 5.5"high and 6"wide excluding mounting
hardware,
High Performance LCD Display
The system shall have a liquid crystal display(LCD)that is no less than five(5)inches(measured
diagonally).The display shall have a typical brightness rating of at least 400 nits,and a typical contrast
ratio of at least 350:1.

of$21,000.00 from the Nebraska Office of Highway Safety, Department of Motor Vehicles to

The digital in-car camera systems will be used for the Omaha Police Department's Canine Unit

PROJECT DESCRIPTION: The purpose of this Mini-Grant Contract is to provide funding assistance to law
enforcement agencies to acquire digital in-car camera system(s). The NOHS will provide funding assistance
at either 757 of the cost of the unit,or$3,500.00 per unit,whichever cost is lower. •
The applicant must submit the following supporting documentation with this application:
1) the number of requested units;
2) a description of the equipment to be purchased,including make,model and manufacturer;
3) an itemized cost summary of the equipment to be purchased;and,
4) a copy of your agency's current seat belt policy and drug-free workplace policy.

The applicant will: 1) be responsible for the selection, bid process,acquisition, and for all costs associated
with installation and maintenance of the in-car camera system(s); and, 2) provide training for personnel
utilizing the in-car camera system.
To be eligible for reimbursement the applicant must first pay for the equipment. The applicant must then
submit the following documentation to the NOHS for reimbursement:
1) An invoice from the applicant to NOHS. The invoice must itemize each expenditure.
2) Copy of the check(s)paid by the applicant for the equipment.
3) Copy of the invoice from the manufacturer which itemizes the cost of the equipment.
Within sixty(60)days from the date of this award the reimbursement request must be submitted to NOHS.
After sixty (60) days, reimbursements will not be honored.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, WatchGuard Video is a sole source vendor, providing a unique and non-
competitive product for certain digital in-car camera systems, and as provided in Chapter 5.16 of
the Home Rule Charter 1956 as amended,no competitive bidding is necessary; and,
WHEREAS, WatchGuard Video is a firm qualified to provide the products contemplated
herein in the amount of$29,970.00; and,
WHEREAS, the Omaha Police Department desires to purchase six (6) digital in-car
camera systems for the Canine Squad with funds from the Nebraska Office of Highway Safety
(NOHS), Mini-Grant Contract Award Number 410-08-02, Grant amount $21,000.00, for a total
project cost of $29,970.00, approved by City Council April 1, 2008, Resolution No. 457; a
match of $8,970.00 will be paid from the Omaha Police Department's General Seized Assets
fund; and,
WHEREAS,the Mayor has recommended acceptance of this proposal.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
OMAHA:
THAT as recommended by the Mayor, the Purchasing Agent is authorized to issue a
purchase order for the equipment provided by WatchGuard Video in the amount of$29,970.00,
for six (6) digital in-car camera systems for the Omaha Police Department Canine Squad,
providing a unique and non-competitive product as provided in Chapter 5.16 of the Home Rule
Charter 1956 as amended, and the proposal is hereby accepted and the same hereby approved,
such approval being given by the City of Omaha as specified in the Nebraska Office of Highway
Safety(NOHS), Mini-Grant Contract Award Number 410-08-02, Grant amount$21,000.00, for a
total project cost of$29,970.00, approved by City Council April 1, 2008, Resolution No. 457; a
