The original Engineering Agreement with Olsson Associates, Inc. was approved by Council Resolution No. 622 on May 6, 2008. The attached Amendment to the Agreement authorizes Olsson Associates, Inc. to provide additional services concerning stabilization design for the eroded bank on the tributary stream to the west branch of the Papillion Creek by 166th and Howard Streets and other elements for this project as described in the scope of services included in Exhibit"A"of the Amendment. Olsson Associates, Inc. has agreed to perform the services detailed in the attached Amendment for a fee of$80,000.00, which is payable from the Street and Highway Allocation Fund 12131, Design Engineering Organization 116132, with 100% of this cost being reimbursable to the City of Omaha per a new agreement with the Papio Missouri River Natural Resources District. Olsson Associates, Inc. has filed the required Annual Contract Compliance Report, Form, CC-1, in the Human Relations Department. Same standards apply to the area identified along Mockingbird Creek. This is an urgent issue that must be addressed as quickly as possible, as unstable conditions continue to contribute to slumping of the banks into private property. The project involves the following components: 1. Finalize the stabilization design for the eroded bank on the tributary stream behind the Porter property on 166th Street (Repair Site DSR la). Olsson submitted preliminary designs for stabilization of the eroded and slumping bank, however it was determined that the NRCS design using rock armoring of the bank and the slope is the most economical and will suffice. 2. Stabilization of the eroding and slumping banks of West Papio Creek at its bend southwest of the Union Pacific Railroad tracks east of 166th Street for a distance of approximately 250 yards. This project is referred to as DSR 1 b by the NRCS. This portion of West Papio Creek has experienced significant erosion and slumping that has threatened property damages to four landowners along the stream. 3. 'Design and cost estimate for the removal of dead woody vegetation along West Papio Creek from the Union Pacific Railroad crossing of the stream to the bridge over West Papio Creek at Pacific Street. 4. Stabilization of eroding and slumping banks of Mockingbird Creek behind the German property at 4841 S. 92nd Ave. Project Tasks This project will consist of the following tasks: 1. Conducting a detailed, on-site assessment of stream and stream bank. 2. Revise the stream bank stabilization design of the bank failure and slumping behind the Budge Porter Property to follow NRCS design standards for emergency stream bank . repair. 3. Complete a detailed topographic survey of the project areas as designated in the NRCS project location. • Area defined as "DSR 1 b" a. Topographic survey of area as designated to include top of bank, flow-line, exposed utilities, storm sewer outlets, location and size of fallen trees. b. Topographic survey of area as designated to include top of bank, flow-line, exposed utilities, storm sewer outlets, location and size of fallen trees. • Olsson Associates would not be responsible for underground structures or tanks that are not visible on the surface of the site. • Olsson Associates can start on the field survey portion of this project September 10 complete the task by September 17, 2008. 4. Conducting a limited geotechnical investigation of the west bank of West Papio Creek in the area of Project DSR 1 b to obtain in situ geotechnical data pertaining to the existing embankment. The geotechnical scope of this work is summarized as follows: • Field Exploration a. Drill 3 soil test borings along the west bank of West Papillion Creek in the area designated as "DSR 1 b". The soil borings will extend to depths of 40 feet below the existing bank grade. Total drilling footage is anticipated to be 120 linear feet. b. Contact Diggers Hotline of Nebraska and coordinate with local utility manager to locate underground utilities. c. Sampling of soils in general accordance with ASTM D-1586 and ATSM D- 1587.' d. Obtain groundwater levels in the test borings at the time of drilling and again at 24-hours after completing the drilling operations. • Laboratory Services a. As soil conditions dictate, laboratory testing may include visual soil classification (ASTM D-2488), unconfined compression tests (ASTM D-2166), thin-walled tube density tests (ASTM D-2937), moisture content tests (ASTM D-2216), one (1) consolidated undrained triaxial compression test, standard Proctor test, and Atterberg limits test. • Analysis and Report a. Utilize the results of our geotechnical investigation, laboratory testing program, and the survey data provided to evaluate the global stability of the significantly eroded embankment slope designated as area "DSR 1 b" and the remedial measures recommended to stabilize this slope. The global stability analysis will be completed using Geo/Slope W software and will utilize the soil boring and laboratory test results to interpret the appropriate soil properties for the materials and conditions encountered. Final recommendations will be provided regarding acceptable slope conditions based on the available soil information. 5. Compile final designs, for stabilization of West Papio Creek as defined by Project DSR 1 b and DSR 3a by the NRCS. Construction oversight $ 9,000 Total Estimated Cost $80,000 Design Qualifications and Assumptions During the meeting on September 5, 2008 cooperating agencies agreed that due to funding limitations, any design other than the approach used by the NRCS would not be eligible for payment. However, if it becomes apparent during the geotechnical engineering analysis that stream stabilization measures, including grade control and/or bank stabilization strategies beyond those recommended by the NRCS are necessary, Olsson will present the issues along with potential differences in design and construction costs to the NRCS, the City of Omaha and the PMRNRD for consideration in the final design.
