The attached Resolution authorizes Sanitary and Improvement District No. 453 (S&ID), West
Shores, located southwest of Highway 275 (240th Street) and West Dodge Road, to contract for
out lot improvements, to include, seeding,tree plants, drip irrigation, and to expend for these
improvements an amount not to exceed$386,190 plus 40% for soft costs for a total amount of
$540,666.00, Also, to contract for park improvements, to include, a park trail,picnic shelter,
playground and plantings, and to expend for these improvements an amount not to exceed
$238,919.00 plus 40% soft costs for a total amount of$334,486.00.
On November 3, 2008, the Parks and Recreation Advisory Board approved these projects.
All costs associated with these proposed improvements are a 100%obligation of the S&ID and
will be paid from the S&ID's construction bond fund.
The Parks, Recreation and Public Property Department requests your consideration and approval
of the attached Resolution. •

The regular monthly meeting of the Parks and Recreation Advisory Board was held on
Monday,November 3, 2008 at the Omaha/Douglas Civic Center, Parks and Recreation

(a) Brown Park Baseball Field- renaming baseball field to "John Stella Field"
Councilman, Garry Gernandt, along with many others,requested that the baseball field at
Brown Park be re-named to "John Stella Field". Neighbors of Benson Park/baseball
field came and spoke on behalf of Mr. Stella. John Stella is very involved in youth
baseball at Benson Park. Neighbors, associates and friends requested approval of the re-
naming.

(b) West Shores Subdivision-request for approval of park master plan
Jim Lang and Dave Fjare presented the subdivision's request for approval of the park
master plan. The SID requested approval for funding for park,trail and landscaping
improvements to the outlots. Improvements and costs,which are proposed to be
implemented over three phases are as follows:
Phase 1-included buffer plantings, grass seeding and irrigation-estimated total $344,509
Phase 2- includes maintained landscape area of turf grass seeding, additional trees and an
8' wide concrete trail surrounding the development on three sides- estimated total-
$408,292
Phase 3- includes a neighborhood park with play equipment, a picnic shelter and
plantings- estimated total- $238,919
Total estimated cost requested for all three phases- $991,720
The improvements are over and above what is typically proposed and approved by the
City for similar developments.

a. The SID's landscape architect should meet with the Park staff to review final
plans for the park and make revisions to the plans as necessary to meet City standards.
This meeting should occur prior to bidding the project.
b. Final plans and specifications should be submitted to Park staff prior to

c. Final bid tabulations must be provided to Parks staff once received.
Staff Recommendation#2- Approval of tree plantings and seeding with the following
conditions:
a. The tree quantity should be based on the City's requirement of one tree per 40'
of adjacent roadway. This number is reflected in the Master Plant Schedule.
b. At an average cost of$250,this would amount to $134,250 plus 40% soft costs
for a total of$187,950.
c. Outlots should NOT become designated park land.

The City Finance Department reviewed the finances of the SID and provided
recommendation based on the financing plan.
1. This SID's current debt is structured on a 25 year maturity schedule. Most SID's
issue 20 year bonds to finance their capital improvements. Omaha's city charter limits
general obligation financing to 20 years.
2. The debt-to-valuation ratio for this SID is approximately 9%. This ratio is a
measurement of the debt burden on a governmental entity. The City's SID approval
process requires an SID to submit a financing plan with a debt-to-valuation of 4%or less.
The City charter requires the City to maintain a debt-to-valuation of 3.5% or less. The
City's December 31, 2007 debt-to-valuation ratio is 2.06%.
3. The proposed financing plan requires a 61 cent levy to service the debt until 2033.
This compares to the City's 17.581 cent debt service levy.
The Finance Department cannot support issuing additional debt to fund these park
improvements. Adding additional debt to this SID would only prolong annexation of this
district. The SID financing mechanism is viewed by the City as short term/bridge type
financing until annexation. The City has very real financial interest in the debt issued by
a district because the district's debt is assumed by the City at the time of annexation.
Based on the financial projection prepared by Keuhl Capital,this district would not be a
candidate for annexation for approximately 25 years. It is critical to the City's well being
and to park development within the City that annexation take place on a timely basis.

Exhibit A-I Phase 1 includes all street plantings, grass seeding and drip irrigation for areas that will be low
maintenance. The City will allow one (I) tree per forty lineal feet of right-of-way along all public trees. The
intent of the drip irrigation system is to provide regular moisture to establish the trees and once the trees are
established,to abandon the drip irrigation. The outer areas of the outlots will be seeded with rough fescue
(K3 I) also known as 'orchard grass' and can be left un-mowed and with areas of native grass and wildflowers
planted will provide a 'natural appearance'to the outlot area.The remainder of the outlot areas between the
inner public streets and the rough fescue will be seeded with fine-bladed turf-type fescue and will be mowed.
Phase I - Estimated Total $344,509
Exhibit A-2 Phase 2 includes the remainder of the outlot tree plantings that will complete the park-like
appearance of these outlots. An eight foot(8') concrete trail is a part of the improvements for this phase
provide pedestrian connectivity with the park and commercial areas in the northeast corner of the
development.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, Sanitary and Improvement District No. 453 (S&ID), West Shores, is
located southwest of Highway 275 (240th Street) and West Dodge Road; and,
WHEREAS,this S&ID. is now requesting approval of the costs for out lot
improvements, to include, seeding, tree plants, drip irrigation, and to expend for these
improvements an amount not to exceed $386,190 plus 40% for soft costs for a total amount of
$540,666.00 and approval of the costs for park improvements, to include, a park trail,picnic
shelter,playground and plantings, and to expend for these improvements an amount not to
exceed$238,919.00 plus 40% soft costs for a total amount of$334,486.00; and,
WHEREAS, these projects and costs were recommended for approval by the Parks
and Recreation Advisory Board on November 3, 2008; and,
. WHEREAS,the Parks,Recreation and Public Property Department recommends that
the amounts of$540,666.00 and$334,486.00 be approved; and,
WHEREAS, the Mayor has recommended acceptance of these improvements and
costs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, as recommended by the Mayor, costs for out lot improvements, to include,
seeding, tree plants, drip irrigation, and to expend for these improvements an amount not to
exceed $386,190 plus 40% for soft costs for a total amount of$540,666.00 and approval of the
costs for park.improvements, to include, a park trail, picnic shelter, playground and plantings,
