GENERAL INFORMATION: Purpose: The purpose of this request is to replat one (1) lot totaling 16.451 acres into three (3) lots for mixed use development. Applicable Regulations: Development of the property must comply with the site development regulations of the respective zoning district. The MU zoned areas must further comply with the Mixed Use District Development Agreement, as amended, and the Urban Design code. No building permits will be issued based on a site plan that does not comply with the provisions of the Zoning Ordinance. West Farm Replat 5 PJB C12-19-054 Page: 2 II. SPECIAL INFORMATION: Site Characteristics: The subject site consists of one (1) lot containing roughly 16 acres of land located southwest of 144th Street. The site was originally platted with the West Farm development, under the Village of Boys Town, and subsequently replatted into its current form with West Farm Replat 2, after coming under the jurisdiction of the City of Omaha. The site is generally undeveloped, with grading and utility work currently being conducted on the property. A few structures that were previously part of Boys Town remain at the northeast corner of the site. These structures will be removed as part of this development. The land contains rolling hills with grades slightly higher on the west portion of the property. Development Proposal: With this request, the applicant proposes to replat the subject site into three (3) lots for mixed use development and associated parking. Public Improvements: Sidewalks must be provided as required by city code. Grading and Drainage: The project will be required to comply with all applicable stormwater management ordinances and policies; including providing for a no net increase in stormwater runoff and treatment of the first ½ inch of stormwater for water quality. Land Use and Planning: The West Farm development was approved by the Village of Boys Town. The development was subsequently incorporated into Omaha’s extraterritorial jurisdiction after being de-annexed by Boys Town and approval of the Interlocal Agreement by the Omaha City Council on March 28, 2017. It should be noted that a previous version of West Farm Replat 4, which included a much larger area, was submitted and approved by Planning Board on March 7, 2018, however, it was recently withdrawn by the applicant prior to being forwarded to City Council. It is believed that the applicant’s plans have changed and will be submitting updated plans in the future. A minor amendment to the Mixed Use Development Agreement has been submitted and is currently being reviewed. III. ANALYSIS: Conditionally, the proposed subdivision is consistent with Chapter 53, Subdivisions of the Omaha Municipal Code. IV. RECOMMENDATIONS: Approval of the Preliminary Plat, subject to the following conditions: 1. Provide sidewalks along all streets as required by city code. 2. Comply with all applicable stormwater management ordinances and policies; including providing for a no net increase in stormwater runoff and treatment of the first ½ inch of stormwater for water quality. Approval of the Final Plat subject to submittal of an acceptable final subdivision agreement (if necessary), prior to forwarding the request to City Council.
