The applicant is 2929 California Plaza, LLC. CASE DESCRIPTION: The purpose of the request is to replat this 18.31 acre site into five lots and one outlot to allow for 731 multiple-family residential units and office/commercial space. Approval of an ACI-1(PL)-Area of Civic Importance Overlay District accompanies this final plat. DEPARTMENT RECOMMENDATION: Approval of the Final Plat, subject to the submittal of an acceptable final subdivision agreement prior to forwarding the request to the City Council. SUMMARY OF TESTIMONY: The Planning Board held a public hearing on this request on October 4, 2017. A full summary of the proceedings is attached. The preliminary plat was approved with the same conditions by the City Council on April 25,2017. The applicant has submitted a final plat for review. The conditions of approval of the preliminary plat are listed(with subsequent responses for this review included): 1. Provide for all improvements identified in the final approved traffic study. (A traffic study was previously submitted with the preliminary plat and all identified improvements will be addressed in the final subdivision agreement. It should be noted that a future addendum is anticipated to the study after a mass transit study is completed in 2018 in regard to 30th Street.) 2. Provide a 36'three-lane approach on the east leg of 30th and California Streets. (The applicant has been in coordination with Public Works on this approach.) 3. Coordinate with city staff on aligning the project with the future 30th Street road diet and on- street parking. (A mass transit study is currently underway that includes analysis of the future 30th Street road diet and on-street parking. This study is anticipated to be completed in the Spring of 2018. The applicant will need to continue coordination with the City on aligning the project with the findings of this study.) 4. Coordinate with the Public Works Department on an acceptable location for the parking garage access on proposed Lot 2. (The applicant acknowledges the access will be coordinated with Public Works.) 5. Provide an access easement between Outlot A and a public street right-of-way. (An access easement will be provided between Outlot A and a public right-of-way. The applicant is currently in negotiations with the Nebraska Department of Transportation to straighten out the eastern property line of this outlot—once this is complete, the applicant will file an access easement at that time. The City is acceptable to this arrangement due to the public/private partnership moving forward that will ensure the easement is provided.) 6. Coordinate with the City and Creighton University in regards to the south side of Burt Street for a protected bike lane. (The applicant has indicated coordination will occur between the City and Creighton University in regard to a protected bike lane). 7. Coordinate with Public Works on the requirements and arrangements for the water quality basin in Outlot A. (The applicant has been in coordination with Public Works on the requirements and arrangements of this water quality basin. The City has agreed to a public/private partnership on the project as the pond would provide flexibility to reduce combined sewer overflow (CSO)volume as part of future separation projects. A letter from the City to the applicant is provided as an attachment.) 8. Provide sidewalks along all street frontages as required by the Subdivision Ordinance. ANALYSIS: The proposed final plat is consistent with the approved preliminary plat and ordinances of Chapter 53 Subdivisions of the Omaha Municipal Code. DEPARTMENT RECOMMENDATION: Approval of the final plat,subject to submittal of an acceptable final subdivision agreement prior to forwarding to the City Council. Stubbe, Jean Stothert,Mayor Public Works Ditectot August 22, 2017 Todd Heistand Nustyle Development Corporation 514 Walker Street Woodbine, IA 51579 REFERENCE: The Landing Redevelopment Project NET Letter of Support Dear Mr. Heistand: • This is a letter of support for NuStyle Development Corporation's Nebraska Environmental Trust (NET) grant application for The Landing redevelopment project. The Landing Redevelopment Project is a redevelopment project that will convert the former Creighton University Medical Center Hospital to an apartment complex serving Creighton students, staff and others. The redevelopment project includes a proposed water quality lake to collect and treat on-site storm water runoff and reduce peak flow rates in the downstream collection system. The lake will be open to the public for recreation and be an environmental amenity. During the conceptual design of the water quality lake, it was determined that off-site storm water could be redirected into the lake to provide additional localized flood control and downstream sewer relief. The lake would also provide the City of Omaha (City) the flexibility to reduce combined sewer overflow (CSO) volume as part of future separation projects. After reviewing the public benefits of the projects, the City has agreed to a public / private partnership on the project. The City of Omaha has committed to fund the design and construction of the sewer infrastructure improvements required to separate and direct the off- site storm drainage to the lake and the associated control structures. The developer will be responsible for funding the design and construction of the lake portion of the project and any associated amenities. The City of Omaha has committed to fully fund the sewer infrastructure improvements necessary to bring off-site stormwater into the proposed water quality lake. The final costs of this portion of the project will be determined through a bid process. The current estimate for construction of the sewer infrastructure portion of the work is $921,431. The engineering design, testing and construction administration is estimated at $250,000. The City will fund this. project through the existing RNC sewer separation program which is funded through the sewer revenue fund. The current annual budget for the City RNC program is $10,959,000. The City is excited to be involved in this public / private partnership that will provide significant environmental and aesthetic benefits to the community: The City is willing to provide additional information if needed to help support the grant application.
