GENERAL INFORMATION: Purpose: To replat and rezone five existing properties into six residential lots. Existing Use(s): Undeveloped/Single-family residential Existing Zoning: AG, R4 Adjacent Land Use(s): Adjacent Zoning North: Single family residential North: AG, R4 South: Single family residential South: R4 East: Single family residential East: DR West: Single family residential West: R4 Future Land Use Designation(s): Low density residential Zoning History: Case #C10-16-308, #C12-16-309: platting and rezoning of Spruce 180, approved by City Council, October 31, 2017. Applicable Regulations: If approved development of the platted lots would be required to comply with the R4 District site development regulations. No building permits will be issued based on a site plan that does not comply with the provisions of the Zoning Ordinance. II. SPECIAL INFORMATION: Site Characteristics: The 3.2 acres of land for this proposed replat includes Lots 101, 102, 103, 104 platted as Spruce 180, and an unplatted portion of the SE 1/4 of the NE 1/4 of Section 8, Township 15, Range 11 East. The existing platted lots are vacant and a single-family residence on the unplatted section. The land generally slopes down from the west to the east of the property. Development Proposal: The applicant proposes to replat the existing five (5) lots and unplatted area into Lots 1 through 6, Spruce 180 Replat One with a portion dedicated to 180th Street as well as a small noise attenuation easement. An improved cul-de-sac, named on the plat as Gretchen Circle would extend to the northeast off North 181st Street. Public Improvements: The applicant will need to incorporate the remainder of Outlot B into the buildable lots, with the exception of the eastern 33 feet for right of way. Request: Preliminary and Final Plat approval of SPRUCE 180 REPLAT ONE with rezoning from AG-Agricultural District and R4-Single-Family Residential District (High Density) to R4-Single-Family Residential District (High Density) Location: Southeast of 181st and Spencer Street SPRUCE 180 REPLAT ONE Case Number: C10-19-017, C12-19-018 Page 2 GS Traffic and Circulation – Place a note on the plat that direct access to 180th Street will not be permitted from the adjacent platted lots. Storm Sewers - Storm sewer design computations and final plans must be submitted to the Douglas County Engineer’s Office for review that relate to the handling of roadway and site drainage along the development boundary adjacent to 180th Street. Any sewer work carried out in conjunction of the development within the 180th Street right of way will require a permit from the Douglas County Engineer’s Office. USidewalks: Sidewalks will need to be provided along all streets as required by the Subdivision Ordinance. Utilities: Any utility work carried out in conjunction of the development within the 180th Street right of way will require a permit from the Douglas County Engineer’s Office. Grading and Drainage: Proposed site grades along the boundaries of the platting, adjacent to 180th Street, must be coordinated with the future improvement of the roadway. Cross section information will be required for review that shows the relationship of the site grading to the existing and future 180th Street improvements. Certification of the grade coordination will be required prior to the City of Omaha’s approval of the final plat. Any grading carried out in conjunction of the development within the 180th Street right of way will require a permit from the Douglas County Engineer’s Office. All development must comply with all applicable stormwater management ordinances and policies, including providing for a no net increase in stormwater runoff and must treat the first ½” of stormwater for water quality. Financing: The projected taxable valuation of the project is estimated at $2,394,000. The projected total general obligation debt is estimated at $7,088. The projected debt ratio is estimated at 0.30 percent. Generally, an acceptable debt ratio is 4.0 percent or less. Land Use and Planning: A note on the Preliminary Plat stating R7 zoning is an error (R4 zoning is correct). The proposed rezoning from AG and R4 to R4 is appropriate and in keeping with the Future Land Use Element of the City’s Master Plan for the area. III. ANALYSIS: Conditionally, the plat and rezoning is consistent with and carries out the goals and objectives of the City of Omaha Master Plan and subdivision ordinance. Approval of the Preliminary Plat, subject to the following conditions: 1. Incorporate the remainder of Outlot B into the buildable lots, with the exception of the eastern 33 feet for right of way. 2. Place a note on the plat that direct access to 180th Street will not be permitted from the adjacent platted lots. 3. Coordinate with Douglas County on the ultimate 180th Street right of way and grade the subdivision to match the ultimate profile of 180th Street. 4. Sidewalks are required along all street frontages. 5. Compliance with all applicable stormwater management ordinances and polices, including providing for a no net increase in stormwater runoff and must treat the first ½” of stormwater for water quality. Approval of the Final Plat, subject to the conditions of Preliminary Plat approval and submittal of an acceptable final subdivision agreement, prior to forwarding the request to the City Council for final action.
