Location: 3003 and 3004 Miami Street I. GENERAL INFORMATION: Purpose: To replat and rezone .548 acres into two (2) lots to allow for the construction of two new townhouse structures. Existing Use(s): Residential Existing Zoning: R5(35) Adjacent Land Use(s): Adjacent Zoning North: Residential North: R5(35) South: Residential South: R5(35) East: Residential East: R5 West: Residential West: R5(35) Future Land Use Designation(s): Low Density Residential Applicable Regulations: If approved, the site is subject to compliance with the R5 District regulations, the ACI-1 Urban Design Overlay District, as well as all other applicable regulations. No building permits will be issued based on a site plan that does not comply with the provisions of the Zoning Ordinance. II. SPECIAL INFORMATION: Site Characteristics: The .548 acre site consists of two properties. The north property comprises Lots 9 and 10, Block 3, Omaha View. The south property comprises Lots 1 and 2, Block 2, Omaha View, located directly across Miami Street from the corresponding property to the north. Both properties are currently undeveloped. Development Proposal: The applicant has provided proposed plans for two 3-unit townhouse style structures fronting 30th Street with access off of Miami Street. The north property also has access off of the adjoining alleyway. Public Improvements: Sidewalks are required per the Omaha Municipal Code. Utilities: Utilities will be provided as required by city ordinance. Grading and Drainage: The development must comply with all applicable stormwater management ordinances and policies, including providing for a no net OMAHA VIEW REPLAT 11 Case No. C10-20-043, C12-20-044 PJB Page: 2 increase in stormwater runoff and treatment of the first ½ inch of stormwater for water quality. Land Use and Planning: A detailed zoning review of the proposed development plans was not completed with this application. However, the following items were noted from the submitted materials: ● A waiver of minimum off-street parking requirements from the Zoning Board of Appeals will be required for the project. ● Given that a unit was removed from the north building, the applicant should consider shifting the building to the north to align with the adjacent residential structure and to provide a greater buffer between the sidewalk and residential unit. ● Coordinate with Urban Design on the Miami Street facades. Additional material variation and/or glazing should be provided to avoid the flat brick facade. III. ANALYSIS: Conditionally, the proposed subdivision and rezoning is consistent with and carries out the goals and objectives of the City of Omaha Master Plan. IV. RECOMMENDATIONS: Approval of the rezoning from R5(35) to R5. Approval of the expansion of the ACI-1 Overlay District. Approval of the Preliminary Plat, subject to the following conditions: 1. Compliance with all applicable stormwater management ordinances and policies. 2. Provide sidewalks in compliance with Omaha Municipal Code. Approval of the Final Plat, subject to compliance with the conditions of Preliminary Plat approval and submittal of an acceptable final subdivision agreement (if necessary), prior to forwarding to the City Council.
