Location: Southwest of George B. Lake Parkway and West Q Road I. GENERAL INFORMATION: Purpose: To subdivide the existing lot into one lot, one outlot, and associated right- of-way to facilitate the construction of a new activity center, school addition, and multiple sports fields. Existing Use(s): Civic Existing Zoning: R4 Adjacent Land Use(s): Adjacent Zoning North: Civic North: AG South: Residential South: R4 East: Residential/Commercial East: R4/MU West: Residential/Agricultural West: AG Future Land Use Designation(s): Low Density Residential Associated Request: Case #C7-08-022: Approval of a Major Amendment to the Conditional Use Permit to allow Secondary education facilities in the R4 District, with a waiver to Section 55-186, Height, to allow a 55 foot tall building. Applicable Regulations: If approved, the site would be subject to the development regulations of the R4 zoning district as well as all other applicable rules and regulations. No building permits will be issued based on a site plan that does not comply with the provisions of the Zoning Ordinance. II. SPECIAL INFORMATION: Site Characteristics: This subject area is the location of Horizon High School and is comprised of approximately 50 acres. The property is developed and features an existing school building and surface parking lot. The existing Millard Horizon High School is the alternative high school for the Millard Public School District and opened in 2010. The property is zoned R4 and the High School is allowed via an existing conditional use permit. The site is generally flat, sloping down from north to south. Development Proposal: The applicant is proposing to subdivide the existing lot into one lot, one outlot, and associated right-of-way to facilitate the construction of a new activity center, school addition, and four baseball/softball fields. This Preliminary and Final Plat is accompanied by an amendment to the MPS 210 & Q CAMPUS REPLAT 1 Case No. C12-20-049 PJB Page: 2 existing Conditional Use Permit to allow Secondary education facilities in the R4 District (Case #C7-08-022). Public Improvements: Traffic and Circulation: Provide for all improvements identified in the final approved traffic study. Provide for the improvements of X Street to City standards in the final subdivision agreement. Temporary turn-arounds must be provided at the terminus of all temporarily dead-ended streets. If MPS 210 & Q Campus Replat 1 will not be located in a Sanitary Improvement District, a maintenance agreement will be required before Douglas County will provide routine maintenance of public streets. If not located in a Sanitary Improvement District, major maintenance activities are the responsibility of the adjacent property owner. Sidewalks: All sidewalks must be provided pursuant to Chapter 53, Subdivisions, of the Omaha Municipal Code, including Q Street and X Street. Utilities: OPPD has a transmission line that runs along the north side of Q St. OPPD should be contacted to coordinate any grading, construction or vegetation management plans proposed near this line. Grading and Drainage: The development must comply with all applicable stormwater management ordinances and policies; which includes providing for a no net increase in stormwater runoff and treating the first ½ inch of stormwater for water quality. Parks and Open Space: Provide for the use, ownership, and maintenance of the outlots in the subdivision agreement. Environmental: No tree mitigation is required for this development. Land Use and Planning: This section of Q Street is a proposed MCC corridor. The applicant must submit an application to add the MCC-Major Commercial Corridor Overlay District to the site. All proposed development and future development must comply with the regulations of the MCC district. III. ANALYSIS: Conditionally, the minor plat complies with the goals and objectives of the Omaha Master Plan and the requirements of Chapter 53, Subdivisions, of the Omaha Municipal Code. IV. RECOMMENDATIONS: Approval of the Preliminary Plat, subject to the following conditions: 1. Provide for all improvements identified in the final approved traffic study. 2. Submittal of an application to add the MCC Overlay District to the site. 3. Provide for the improvements of X Street to City standards in the final subdivision agreement. 4. Provide sidewalks in compliance with Chapter 53, Subdivisions, along Q Street and X Street. 5. Provide temporary turn-arounds at the terminus of all temporarily dead-ended streets. If the subdivision is not located within an SID, enter into a maintenance agreement with Douglas County regarding routine maintenance. 8. Provide for the use, ownership, and maintenance of the outlots in the subdivision agreement. Approval of the Final Plat, subject to compliance with the conditions of Preliminary Plat approval and submittal of an acceptable final subdivision agreement, prior to forwarding to the City Council.
