SPECIAL INFORMATION: Site Characteristics: The site consists of 1.45 acres of vacant land with Spaulding Street on the south and Ruggles Street on the north. The land slopes down from the south towards the northeast (Ruggles Street). Ruggles Street adjacent to the proposed plat is unimproved and the existing right-of-way varies in width. Request: Preliminary and Final Plat approval of JOBMAN ADDITION, a minor plat inside the city limits, with rezoning from R4(35)-Single Family Residential District (High Density) to R5-Urban Family Residential District Location: 5110 Spaulding Street Jobman Addition Case Number: C10-17-246, C12-17-247 Page: 2 MRC Development Proposal: The applicant proposes to replat the existing lot into four lots to allow for construction of four, 4-unit townhouse structures. The applicant is proposing to dedicate the additional right-of-way, when combined with the existing right-of-way, which will provide a 38.5’ wide right-of-way for Ruggles Street. A PUD-Planned Unit Development Overlay District plan accompanies this request (#C11-17-245). Public Improvements: Traffic and Circulation - The applicant must dedicate 12.5 feet of right-of- way from the back of the south curbline along Ruggles Street. The applicant must coordinate with Public Works on the street design for Ruggles Street. Sidewalks must be provided per city code. Utilities: All utilities must be provided as required by city code. Grading and Drainage: The applicant will be required to comply with all applicable stormwater management ordinances and policies, including providing for no net increase in stormwater runoff and must treat the first ½” of stormwater for water quality. Financing: Proposed improvements will be funded privately. The projected taxable valuation of the proposed development is $2,400,000. Land Use and Planning: The proposed subdivision is consistent with Chapter 53, Subdivisions, of the Omaha Municipal Code. The proposed rezoning from R4(35) to R5 is considered Low density residential and therefore is consistent with the Master Plan. III. ANALYSIS: The proposed subdivision and rezoning is consistent with and carries out the goals and objectives of the City of Omaha Master Plan. IV. RECOMMENDATIONS: Approval of the rezoning from R4(35) to R5, subject to approval of an acceptable, final PUD Overlay District plan. Approval of the Preliminary Plat, subject to the following conditions: 1. Provide provisions in the subdivision agreement for compliance with all applicable stormwater management ordinances and policies, including providing for a no net increase in stormwater runoff and treatment of the first ½ inch of stormwater for water quality. 2. Dedicate right-of-way 12.5 feet from back of the south curbline along Ruggles Street. 3. Provide sidewalks as required by city code.
