SPECIAL INFORMATION: Site Characteristics: The subject site contains an existing building for the Heartland Church Network, a gravel parking lot and an undeveloped area between Terrace Drive on the east and I-680 on the west. The land generally slopes down from north to the south/southeast. The overall site contains a few easements including a sanitary sewer easement. Development Proposal: The purpose of the request is to create two lots, one lot to allow expansion of the existing church site, including construction of a new parking lot, and one lot to allow for future development. The existing church building is zoned R6 and the remaining portion of the subject site to the north is zoned DR. As part of this request the overall site will be rezoned to R5. Date: May 30, 2018 Case Number: C10-18-087 C12-18-088 Applicant: Heartland Church Network Request: Preliminary and Final Plat approval of HEARTLAND CHURCH SUBDIVISION, a minor plat inside the city limits, with rezoning from DR- Development Reserve District and R6-Low Density Multiple Family Residential District to R5-Urban Family Residential District Location: 5046 Terrace Drive Heartland Church Subdivision Case Number: C10-18-087, C12-18-088 Page 2 MRC Public Improvements: Sidewalks: The existing sidewalk in front of the church must be extended to the northern boundary of the plat. Grading and Drainage: All development must comply with all applicable stormwater management ordinances and policies, including providing for a no net increase in stormwater runoff and must treat the first ½” of stormwater for water quality. Financing: Proposed improvements will be funded privately. Land Use and Planning: The plat and rezoning involves the existing church site, therefore the applicant has also submitted a concurrent application for a Major Amendment to the assumed Conditional Use Permit for Religious assembly to allow for site expansion and construction of a surface parking lot for the church. The scale on the preliminary and final plats is 1”-50’, not 1”-100’ as shown. The mylars must be correct prior to forwarding the request to the City Council for final approval. The proposed subdivision is consistent with Chapter 53 Subdivision of the Omaha Municipal Code. III. ANALYSIS: Conditionally, the proposed subdivision and rezoning is consistent with the City’s subdivision regulations and carries out the goals and objectives of the City of Omaha Master Plan. IV. RECOMMENDATIONS: Approval of the rezoning from DR and R6 to R5 Approval of the Preliminary Plat, subject to the following conditions: 1. Compliance with all applicable stormwater management ordinances and policies, including providing for a no net increase in stormwater runoff and must treat the first ½” of stormwater for water quality. 2. Provide extension of sidewalk along the street frontage, in compliance with city code. Approval of the Final Plat, subject to the conditions of Preliminary Plat approval, along with submittal of an acceptable final subdivision agreement (if necessary) and providing the correct scale on the mylars, prior to forwarding the plat to the City Council.
