The attached Resolution approves the Preliminary Plat of EDGEWATER 2ND ADDITION, a minor
plat outside the city limits, located northwest of 226th Plaza Circle and Edgewater Road. The
applicant is Matt Dinsdale.
CASE DESCRIPTION: The purpose of this request is to subdivide 20.62 acres into one single-
family residential lot.
DEPARTMENT RECOMMENDATION: Approval of the Preliminary Plat, subject to the following
conditions:
1. Revise the plat document to prohibit direct access to Lot 1 from Edgewater Road.
2. Compliance with all applicable stormwater management ordinances and policies.
PLANNING BOARD RECOMMENDATION: Approval, by consent, as recommended by the
Planning Department, 6-0.

I. GENERAL INFORMATION:
Purpose: To subdivide 20.62 acres into one single-family residential lot.

Future Land Use Designation(s): Elkhorn Special Development Zone,
Zoning History: Case # C12-13-056, a Final Plat for the Edgewater Addition, approved by
City Council on September 13, 2013.
Applicable If approved,the site is subject to compliance with the AG-Agriculture District
Regulations: regulations, as well as all other applicable development regulations.
II. SPECIAL INFORMATION:
Site The property consists of 20.62 acres of land developed with agricultural
Characteristics: uses in a sparsely developed area located within the Elkhorn Special
Development Zone. Property in the vicinity is developed with a variety of
extremely low-density residential development, agricultural uses, and civic
uses.
Development The applicant is proposing to subdivide the property to allow for

Improvements:
Land Use and The Elkhorn Special Development Zone is an ecologically sensitive area
Planning: containing steep slopes, wooded hillsides, ravines, and soils prone to
severe erosion. The Zone is not expected to obtain full urban services,
including City water, storm sewer, and sanitary sewer. As such,
development must depend on private and/or natural systems which
minimize impact to the environment. Normal urban development densities
are inappropriate in this area. The proposed 20 acre lot and single-family
residence will allow the natural features and low-density development of
this area to continue while mitigating potential impacts of the development
of the site.

Prior to hearing by City Council, the plat must be revised to prohibit any
direct access to Lot 1 from Edgewater Road.
III. ANALYSIS:
The proposed subdivision is consistent with and carries out the goals and objectives of the
City of Omaha Master Plan.
IV. RECOMMENDATIONS:
Approval of the preliminary plat, subject to the following conditions:
1. Revise the plat document to prohibit direct access to Lot 1 from Edgewater Road.
2. Compliance with all applicable stormwater management ordinances and policies.
Approval of the final plat, subject to the conditions of the preliminary plat and submittal of an
acceptable final subdivision agreement(if necessary) prior to forwarding the request to the City
Council for final action.
