Purpose: To subdivide 23.31 acres into two lots to allow for residential
development.

If approved, the site is subject to compliance with the DR-Development
Reserve regulations, the ED-Environmental Resources Overlay District,
all floodplain development regulations, and all other applicable
regulations.
No building permits will be issued based on a site plan that does not comply with the
provisions of the Zoning Ordinance.
II. SPECIAL INFORMATION:
Site
Characteristics:
The site is currently comprised of 23.31 acres of unplatted property located
on hilly, densely forested, undeveloped land near the Ponca Hills area of
the City. The existing site has no structural development or identified
use(s).
Development
Proposal:
The applicant is proposing to develop the property with two single family
residences and has requested a waiver to Section 53-9(9), Sidewalks as a
part of this subdivision.
Public
Improvements:
Sidewalks: The northern portion of property adjacent to Mormon Bridge
Road does appear to have property line sidewalk installed along at least a
portion of the lot frontage, but the condition and accessibility of existing
sidewalk cannot be confirmed. The southern portion of the property

abutting Mormon Bridge Road does not currently have sidewalks installed.
Large portions of Mormon Bridge Road do not provide pedestrian
accessibility. Pedestrian connectivity through this corridor should be
improved wherever possible. All sidewalks should be installed and
maintained in compliance with the requirements of Chapter 53,
Subdivisions.
No additional public improvements are proposed or required as a part of
this request.
Land Use and
Planning:
The plat document must be revised to provide a note on the plat stating that
all development of the site will comply with the requirements of the ED-
Environmental Resources Overlay District regulations. Compliance with the
requirements of the ED Overlay District will be required at the time of
building permits.
The Future Land Use Element of the Omaha Master Plan designates the
majority of this property as appropriate for low density residential
development. The existing DR District is appropriate for low density
residential development. The ED-Environment Resources Overlay District
is intended to provide additional performance standards in combination with
the development regulations of the DR District in order to preserve areas of
environmental significance or sensitivity. The hilly, tree-covered character
of the subject property is best preserved with large lot, low intensity uses.
The proposed low density single family residential development is
appropriate for the area, and the large lot size will ensure that the
ecologically sensitive slopes and vegetative cover of the area are preserved
to the greatest extent possible.
III. ANALYSIS:
Conditionally, the proposed minor plat generally complies with Chapter 53, Subdivisions;
Chapter 55, Zoning, and the goals and objectives of the Omaha Master Plan.
IV. RECOMMENDATIONS:
Denial of the waiver to Chapter 53-9(9), Sidewalks.
Approval of the preliminary plat, subject to the following conditions:
1. Include a note on the plat requiring all development on the site to comply with the
requirements of the ED-Environmental Resources Overlay District.
2. Revise plans to show all sidewalks are being provided.
Approval of the final plat, subject to the conditions of the preliminary plat and submittal of an
acceptable final subdivision agreement (if necessary).
