GENERAL INFORMATION: Purpose: To subdivide an existing 30.44 acre lot into two lots for development of multifamily residential uses. Existing Use(s): Undeveloped Existing Zoning: R7-MCC Adjacent Land Use(s): Adjacent Zoning: North: Undeveloped North: R4 South: Multifamily residential South: DR, R7-MCC East: Undeveloped (anticipated mixed use commercial) East: DR, MU West: Undeveloped West: R7-MCC Future Land Use Designation(s): Low Density Residential Relevant Case History: • Administrative Subdivision, ANTLER VIEW REPLAT THREE, recorded 9/24/2019 Applicable Regulations: If approved, development of the site will be subject to the requirements of the R7-Medium Density Multiple Family Residential District, the MCC- Major Commercial Corridor Overlay District regulations, as well as all other applicable regulations. No building permits will be issued based on a site plan that does not comply with the provisions of the Zoning Ordinance. II. SPECIAL INFORMATION: Site Characteristics: The site is comprised of a total of 30.44 undeveloped acres on an existing subdivided lot located in a developing area of northwest Omaha. Property in the area continues to develop with a mix of residential and commercial uses. Development Proposal: The applicant is proposing to split the existing lot into two lots. The property is currently zoned R7-MCC-Medium Density Multiple Family Residential District located within a Major Commercial Corridor Overlay District, and no change to the existing zoning is proposed as a part of this request. Development plans have not been provided with this request. However, the submitted application form indicates a total of 410 residential units proposed in future development of the site. Public Improvements: Plat Document: Place a note on the plat that there shall be no access from Lot 1 to West Maple Road. Utilities: OPPD has two high voltage transmission line that run north/south through the eastern side of both proposed lots. Contact OPPD to coordinate any grading, construction or vegetation management plans proposed near these lines. All utilities will be provided as required pursuant to Chapter 53, Subdivisions. Grading and Drainage: The development must comply with all applicable stormwater management ordinances and policies, including providing for no net increase in stormwater runoff and treatment of the first half inch of stormwater for water quality. Land Use and Planning: Future Land Use: The site is located adjacent to the developing Antler View Mixed Use commercial development. Anticipated multifamily residential development is appropriate when located adjacent to a Mixed Use boundary, as well as within a quarter-mile of the West Maple Road corridor. This site is adjacent to a 60 Acres Community Mixed Use Area to the west, a165 Acre Community Mixed Use Area to the east, and is adjacent to West Maple Road to the north. III. ANALYSIS: Conditionally, the minor plat is consistent with the goals and objectives of the Omaha Master Plan and the requirements of Chapter 53, Subdivisions of the Omaha Municipal Code. IV. RECOMMENDATIONS: Approval of the Preliminary Plat, subject to the following conditions: 1. Place a note on the plat that there shall be no access from Lot 1 to West Maple Road. 2. Contact OPPD to coordinate any grading, construction or vegetation management plans proposed near the existing high-voltage transmission lines. 3. Compliance with all applicable stormwater management ordinances and policies. Approval of the Final Plat, subject to the conditions of Preliminary Plat approval and submittal of an acceptable final subdivision agreement (if necessary) prior to hearing by City Council. V.
