Location: Southwest of 62nd and Center Streets I.GENERAL INFORMATION: Purpose: The purpose of the request is to replat into two lots and consolidate zoning for redevelopment of this 6.06 acre site. Existing Land Use: Undeveloped/commercial/industrial Existing Zoning: CC/MU(portion within MCC Overlay District and flood fringe overlay district) Adjacent Land Use and Zoning: North Commercial/residential LO/R4(35) South Residential/MUD facility DR/R4(35)/GI East Commercial/industrial GI West Baxter Arena/surface parking MU-FF Zoning History: Case#C12-06-053,C10-15-138,C12-15-139,Platting of Aksarben Village South along with approval of an amendment to the Mixed Use Development Agreement,approved by the City Council on May 24,2016. Case#C3-15-131,Approval of an amendment to the Future Land Use Element of the Cit's Master Plan to expand the Mixed Use Area at 63rd and Center Streets,approved by the City Council on August 11, 2015. Case#C10-15-316,Rezoning from GI to CC and approval of an MCC Overlay District,approved by City Council on March 8,2016. Future Land Use Plan Designation: Office/commercial. Applicable Regulations: The subject property will be required to comply with the regulations of the CC and MU Districts,the MCC Overlay District,the flood fringe overlay district as well as all other applicable development regulations. II. SPECIAL INFORMATION: Site Characteristics: This site consists of 6.06 acres of land located southwest of 62nd and Center Streets. The southern portion is undeveloped,with the northern portion along Center Street having a commercial and industrial building. The site has minimal grade change,consists of several platted lots and has a portion of land within the MCC-Major Commercial Corridor Overlay District and flood fringe overlay district. Lot 3(1.74 acres) fronts Center Street and would allow for commercial redevelopment of this CC-MCC zoned site. Lot 4 (4.32 acres)would consist of a future multiple-family residential complex. This portion of the property is zoned MU. Public Improvements: Traffic and Circulation-The applicant will need to modify Note 2 on the plat to allow for a shared vehicular access on the east lot line,aligned with 62nd Street to the north. Located west of the southern terminus of 63rd Street;there appears to be a portion of Castelar Street that was vacated with the final platting of Lot 2,Aksarben Village South that is not included within the boundaries of Lot 4 of this replat. The applicant will need to work with city staff to confirm the boundaries of this plat prior to forwarding to City Council. Sidewalks-Provide sidewalks as required along all street frontages. Grading and Drainage: The applicant will be required to comply with all applicable stormwater management ordinances and policies;including providing for a no net increase in stormwater runoff and treatment for the first l inch of stormwater for water quality. Land Use and Planning. The proposed rezoning from CC and MU to CC and MU would match the zoning to corresponding lot boundaries and is consistent with the City's Master Plan. The applicant will be required to submit an acceptable minor amendment to the existing Mixed Use District Development Agreement for the changes to proposed Lot 4. The title of the subdivision will need to be changed. This request replats a portion of Aksarben Village South and should be titled accordingly as Aksarben Village South Replat 1 (Lots 1-2). III.ANALYSIS: The proposed rezoning and subdivision is consistent with and carries out the goals and objectives of the City of Omaha Master Plan. IV.RECOMMENDATION: Approval of the rezoning from CC and MU to CC and MU. Approval of the Preliminary Plat,subject to the following conditions: 1. Modifying Note 2 on the plat to allow for a shared vehicular access on the east lot line,aligned with 62nd Street to the north. 2. Change the subdivision title to Aksarben Village South Replat 1 (Lots 1-2). 3. Coordinate with city staff to confirm the boundaries of the plat are accurate. 4. Provide sidewalks as required along all street frontages. 5. Compliance with all applicable stormwater management ordinances and policies.
