Si1 '', Steven N.Jensen,AICP,LA City of Omaha Director Mike Fahey,Mayor February 24, 2009 Honorable President and Members of the City Council, The attached Resolution authorizes the Mayor of the City of Omaha to apply for and accept $840,000.00 Nebraska Affordable Housing Trust Funds (NAHTF) to be used in conjunction with Omaha's Home Investment Partnerships (HOME) Program. The City will use NAHTF in partnership with development organizations to construct new, single-family homes, and provide eligible homebuyers with direct • homebuyer assistance. • The City currently administers an affordable housing program to provide homebuyer assistance financing and construction financing for new homes. The City collaborates with several organizations to provide housing opportunities. They include, but are not limited to: Holy Name Housing Corporation, New Community Development Corporation, Omaha 100, Inc., GESU Housing, and Habitat for Humanity. Houses constructed will benefit low- and moderate-income neighborhoods. The use of the NAHTF Award is estimated to help create 12 new affordable housing opportunities. All of the houses will be constructed as part of the City's Consolidated Plan previously approved by the City Council. The houses will be sold to qualified homebuyers whose annual household incomes are at or below 100% of the Median Income by Family Size as established annually by the U.S. Department of Housing and Urban Development. Total estimated cost for this homebuyer program is $2,027,000.00 comprised of$840,000.00 in NAHTF, $50,000 in HOME funds, and$1,137,000 in private and other funds. Single-family New Infill Housing Program The City of Omaha creates affordable housing opportunities and redevelops neighborhoods in collaboration with housing developers and neighborhood organizations. The Single-family New Infill Housing Program will construct 12 single-family affordable housing units in four neighborhoods in the North Omaha Neighborhood Revitalization Strategy Area. All units will be affordable to households with incomes at or below 100% of the area Median-Family Income. The overall cost to develop these 12 single-family homes is projected at $2,027,000, including $840,000 in 2008 Nebraska Affordable Housing Trust Fund assistance. The City of Omaha allocated $50,000 in HOME funds for this project in its 2009 Consolidated Plan. The largest portion of funds, $1,137,000, is comprised primarily of home mortgage loans from financial institutions. The City of Omaha will contribute land for the houses. The following table is an estimate of the number of housing units for each neighborhood and developer. Market interest and developer capacity may alter the actual outcomes for each project. During the term of the NAHFT grant, the City of Omaha may adjust the number of units each developer and neighborhood receives to ensure at least 12 housing units are constructed. This 2008 NAHTF project continues and expands upon current redevelopment efforts in these neighborhoods. To complement this new infill housing, the City of Omaha focuses housing rehabilitation efforts in the areas surrounding the new houses to further strengthen the housing stock and ensure lasting neighborhood revitalization. The scale and design of the 12 new single-family houses blend in with the surrounding homes in the target neighborhoods. The new houses are of quality construction and the designs require minimum exterior maintenance. All homes will meet or exceed Omaha Building Code requirements and the International Energy Conservation Code requirements applicable under the NAHFT program at the time of construction. The projected sale prices of the houses will range from $125,000.00 to $150,000.00. Upon sale of the houses, homebuyers receive financing ranging from $40,000.00 to $60,000.00 in downpayment and/or closing cost assistance and mortgage financing in the form of deferred payment loans.
