The changes proposed by this resolution are to the Community Development Block Grant Program (CT3BG) and the Home Investment Partnerships Program (HOME). These amendments are necessary to provide CDBG or HOME funding for projects in need of immediate funding. An increase in funding in the CDBG program, to pay a recent property acquisition settlement is from balances remaining from the close out of several projects at end of 2008. Increases in funding for projects in the HOME program are balanced by decreases in other projects. The Community Development Block Grant program is amended to increase the FY 2006 Long School Redevelopment Project by$350,000.00 Changes to the Home Investment Partnerships program 1) reduce the FY 2003 Concord Square Housing Project by $23,952.00; 2) reduce the FY 2004 Concord Square Housing Project by $150,000.00; 3) reduce the FY 2004 Holy Name Housing Corporation Project by $89,818.00; 4) reduce the FY 2004 Orchard Hill Infill Housing Project by $49,075.00; 5) reduce the FY 2005 Holy Name Housing Corporation Project by$60,000.00; 6)reduce the FY 2005 Augustana Cornerstone Foundation Infill Housing Project by $100,000.00; 7) increase the FY 2006 Highlander Neighborhood Infill Housing Project by $290,000.00; 8) increase the FY 2008 Omaha ADDI Homeownership Program by $80,000.00; 9) increase the 2008 Single-family New Infill Housing Project by $510,000.00; 10) reduce the 2009 Single-family New Infill Housing Project by $650,000.00; and, 11) increase the FY 2009 CROWN VII Rent-to-Own Houses Project by$235,000,00. Target Area Program: The Target Area Program provides direct rehabilitation financing assistance to low-income homeowners residing east of 72nd Street. Direct outreach marketing of this program by City staff will occur in twenty-four targeted neighborhoods. In addition, a special effort will be made to market the program in areas of neighborhoods adjacent to City-assisted new housing development projects. The City will direct HOME assistance primarily to these targeted areas, providing rehabilitation financing through grants and/or leveraged and deferred payment loans tailored to the needs of individual owners. Accomplishments achieved within the City of Omaha's Neighborhood Revitalization Strategy Areas (NRSA) will be counted toward the achievement of NRSA goals. 2. Rental Rehabilitation Program: This effort provides funding to for-profit and nonprofit developers for substantial rehabilitation or adaptive reuse of predominantly vacant buildings and single-family homes located east of 72nd Street in Omaha. A special effort will be made to market the program in areas of neighborhoods adjacent to City-assisted new housing development projects. Projects to be funded will be selected through a • request-for-proposals process. All units developed will be made affordable to households with incomes at or below 80 percent of the median family income. Accomplishments achieved within the City of Omaha's Neighborhood Revitalization Strategy Areas (NRSA) will be counted toward the achievement of NRSA goals. Target Area Program: The Target Area Program makes available direct rehabilitation assistance to qualified homeowners for exterior and partial rehabilitation projects and for special needs projects. Assistance is provided to low- and moderate-income homeowners. Direct outreach marketing of this program by City staff will occur in twenty-four targeted neighborhoods. In addition, a special effort is made to market the program in areas of neighborhoods adjacent to City-assisted new housing development projects and priority will be given to homeowners in these areas. Priority will also be given to homeowners assisted under the Omaha Lead-Based Paint Hazard Control Grant and Nebraska Affordable Housing Trust Fund programs. The HOME Program definition of a low-income family is a family whose annual income does not exceed 80 percent of the median income for the area, adjusted for family size. (This definition is generally the same as the CDBG definition of low- and moderate-income household.) The program meets the needs of qualified renters and homeowners through a rental assistance program, the creation of affordable homeownership opportunities for first-time homebuyers, the rehabilitation and resale single-family houses, mortgage financing, and the construction of new rental housing units. Consolidated Plan priorities and community development objectives will be met through the implementation of the following Fiscal Year 2009 activities: Part I—Rental Assistance Rental Assistance: The Omaha Housing Authority will provide rental assistance to low- income households residing in housing throughout Omaha. The program provides preferences for households graduating from transitional housing programs for homeless persons, for persons in danger of becoming homeless and for persons with disabilities.
