Public Works Director Honorable President and Members of the City Council, Transmitted herewith is a Resolution approving Amendment No. 3 to an Engineering Agreement with HDR Engineering, Inc. to provide professional roadway design services for the reconstruction of 13th and 14th Streets between Cass and Cuming Streets. The original Engineering Agreement with HDR was approved by Council Resolution No. 821 on June 17, 2008. The attached Amendment to the Agreement authorizes HDR Engineering, Inc. to provide additional design services for a Downtown way finding coordination, Pinnacle Lot related design, 12th Street sewer alternatives and other elements by the Qwest Center. The exact scope of services is included in Exhibit"A" of the Amendment. HDR Engineering, Inc. has agreed to perform the services detailed in the attached Amendment for a fee of$67,447.00, which is payable from the Downtown Stadium Fund 13418, Downtown Stadium Organization 131606, year 2009 expenditure. HDR Engineering, Inc. has filed the required Annual Contract Compliance Report, Form, CC-1, in the Human Rights and Relations Department. Except as specifically amended by this Supplemental Agreement, all the terms and conditions of the Original Agreement shall remain in full force and effect. DESCRIPTION OF TASK The details of the task for the coordination with the Downtown Omaha Wayfinding Project; coordination and design related to the Pinnacle Lot; 12th Street sewer design; develop request for proposal documents and provide assistance in the selection process for the Parking Management System; and expanded scope items are as follows: A. PROJECT MANAGEMENT This section includes activities to initiate and monitor project schedules,manpower assignments and internal cost controls throughout this phase of the project. Also included is effort to prepare project correspondence with the City of Omaha. B. DOWNTOWN OMAHA WAYFINDING COORDINATION This section addresses the coordination with Joel Katz Associates between the Downtown Omaha Wayfinding Coordination project and the stadium improvements. 1. Update the Downtown Wayfinding Project Update the wayfinding system developed for Downtown to include the new stadium and associated wayfinding within the Downtown project area. The Downtown project area is from the river on the east to I-480 on the west and from Marcy St on the south to I-480 on the north; it also includes three gateway vehicular signs currently sited at 14th& Cass, 10th&Webster, and 10th&Abbott. This part of our scope includes updating(or replacing)programming and designs for signs already in the program and/or adding a modest number of new vehicular signs within the project area. 2. Coordination Between Wayfinding Projects This task includes the reviewing Downtown Wayfinding Project and Qwest Center Parking Lot wayfinding and parking management system projects for compatibility. PINNACLE LOT RELATED DESIGN AND COORDINATION This section addresses another elements associated with the related design and coordination with Pinnacle Lot. 1. Coordination on Pinnacle Lot This task includes coordination with items with Pinnacle Lot consultant. Items included meetings, file sharing and coordination on design related issues. 2. Internal Lot Signage This task includes the development and design for the internal Pinnacle Lot signage. The effort identified in this task includes development of design plans, details, special provisions, summary of approximate quantities and engineer's estimate of probable cost. 3. Overhead Sign Relocation Due to a large bid price with the Pinnacle Lot contractor, MECA and Lamp Rynearson Associates requested the City of Omaha to have our existing contractors price a change order for relocating an existing overhead entrance sign to the new Pinnacle Lot(Lot G). As-Built drawings for the sign and footings were provided and drafted to include with the change order request. A request to Daedalus (Street Contractor)and Ronco(Parking Lot Contractor) for bids on the overhead sign relocation were made with Ronco providing a bid for this service. The price was significantly lower than the previous Pinnacle Lot contractor and accepted by the City of Omaha. Effort to coordinate the utilities and on-site meetings with Ronco were completed under a separate contractor for Construction Services. D. 12TH STREET SEWER As part of the stadium site, an existing 8" sanitary sewer line running N-S along 12th Street would need to relocated. The City of Omaha agreed to relocate and abandon this line as part of the OPW51500 Stadium Streets project on September 29, 2008. This task includes effort to: • Develop 2 separate alternates for estimating and constructability issues. Stadium Coordination With the conclusion of design activities for the Street and Parking Lot improvements, HDR roadway has coordinated with MECA and the Stadium contractor including two meetings and several information requests for additional design information. F. DEVELOP REQUEST FOR PROPOSALS DOCUMENT A request for proposals will be developed for the Parking Information System Design- Build project. This section addresses the tasks necessary to develop the document. 1. Coordination Meetings It is anticipated that two progress meetings will be held with the Omaha Public Works Department. Assumes two HDR staff attending each meeting. 2. Data Collection This task includes the compiling and review of previous design-build request for proposals from the City of Omaha. Assumes the City will provide previous design-build request for proposals in electronic format. 3. Develop Decision Document This task includes development of a decision document. The decision document will be developed from the review of the previous design-build request for proposals. This document will be reviewed at the first coordination meeting. 4. Develop Prequalification Letter This task includes development of a prequalification letter to be distributed. The prequalification letter would be used to prequalify the design-build teams. The prequalification letter will be sent to a list engineering firms, contractors and supplier provided by the City of Omaha. 5. Develop Draft Request for Proposals Document This task includes the development of the Draft Request for Proposals document. The draft document will be distributed to the City for review.
