The attached resolution is submitted at the request of the Omaha City Council Law Department
Committee. The resolution approves a$12,862.12 non-repayable grant to Community Telecast,Inc.,
from moneys in the cable television interconnect fund.
This fund is established by Omaha Municipal Code §19-425 and the cable television franchise
agreements. The franchised cable television companies contribute moneys to the fund and the
money may be used solely to promote and assist public, community, and governmental access
programming. The City Council has previously adopted procedures and criteria for the application
and award process and this award is in accordance with those procedures and criteria.
Community Telecast,Inc.,is a consortium that produces public access television programs that are
further described in the grant application, a copy of which is attached to the Resolution. The grant
funds can be used solely for the purposes described in the application.
The Cable Television Advisory Committee and the City Council Law Department Committee have
reviewed this application and recommend this award. The award will be paid through
reimbursement of verified expenses or through an imprest fund administered by the Finance
Department.

Community Telecast, Inc. has come a long way since we first started some fifteen(15)
Years ago, thanks to the graciousness of so many good folk. We would like to move
even further in service with new and update technology and let me say it is important and
costly. The public and the times, in which we live, demand it and we humbly request it.
We have sought and received a business plan/recommendation from Dr. John Bartle of
the University of Nebraska—Omaha School of Public Administration and begun its
implementation.

Community Telecast, Inc. (CTI) has been serving this
community since 1997. We are registered as a non-profit
organization in the state of Nebraska with a federal 501(c)(3)
designation.

(CTI22) has been the only minority-operated and
minority-focused cable television company in the
metro Omaha area and within 18 states. For our
general operations we receive NO tax support from
the federal government, State of Nebraska, or local
government.
• We proudly recognize the achievements of African-
American,Latino,Native American,Asian,and other
ethnic groups. No other print or broadcast media
companies in metro Omaha or Nebraska duplicate our

PROJECT DESCRIPTION
Provide a detailed description of the project,purchase,or other activity for which the grant funds will be used.
Community Telecast, Inc. (CTI) is committed to serving the total community, including the minority community, through
education,cultural development,culture enrichment,political education,economic development,charitable expressions and
employment opportunities.
The many different programs enable us to address each of our program areas. We broadcast 24 hours a day,7 days of week,52
weeks a year all day long. We also broadcast the Community Calendar for Cox Communication from midnight until 4:30 PM
from Monday through Saturday,and from midnight to 8:00 AM on Sunday.We sometimes have as many as 200 individual
community announcements.
Currently,our regular broadcast hours begin at 4:30 PM from Monday through Saturday,and from 8:00 AM on Sunday ending
at 12:00 Midnight. We have increased the program hours for the Latino and Native American communities,and added the
original programming for the Asian community.We have listed the programs and producers on the attached form#2.
Equipment maintenance continues to be a major cost factor. Technology continues to advance and additional equipment is
certainly a part of regular operation. All grant funds will be used exclusively for securing additional equipment to enable CTI22
to continue to provide quality programming for metropolitan Omaha,Nebraska. This has been and continues to be one of our
major cost factors.

WHEREAS, the City of Omaha has granted franchises to operate cable television
systems which require payment to the City of funds commonly being referred to as "interconnect
fees"; and,
WHEREAS, Omaha Municipal Code section 19-425 authorizes the award of such
moneys to promote and assist public,community,or governmental access cable programming;and,
WHEREAS,Community Telecast,Inc.,has submitted an application for funding for
qualified purposes, a copy of which is attached hereto; and,
WHEREAS, the Omaha Cable Television Advisory Committee has carried out the
