PortaCount Pro Plus Fit Testing Systems and components to be used by the Omaha Fire Department to fit test personnel to use various respirators as required by the Occupational Safety and Health Administration, ensuring proper fit and preventing exposure during direct patient care. TSI Inc. and Wise Safety Environmental are the sole source manufacturer and vendor for this product, respectively. In accordance with the provisions of Section 5.16, Home Rule Charter, in the event of a sole source manufacturer/vendor, the City Council may, by resolution, authorize the Purchasing Division to issue a purchase order for the services. The Mayor recommends a purchase order be issued in the amount of seventy thousand, three hundred and fifty dollars ($70,350.00) for six (6) TSI Inc. PortaCount Pro Plus Fit Testing Systems and components at the unit price of eleven thousand, seven hundred twenty-five dollars ($11,725.00). This fit testing ystem is OSHA approved equ�i merit. The system is designed to fit test all types of respirators including the N 95 respirator. The- N=95 respirator is the CDC recommended respirator to use -with pandemic Influenza for direct patient care. PARAGRAPH 2: Explanation of why a non-competitive contract is necessary, to include the following: • TSI INC. is the only manufacturer of the PortaCount Pro Plus Fit Testing System. • OSHSA requires annual fit testing (OSHA Respiratory Protection 1910.134(1)(2) of all personnel using respirators of any type. This unit is the only single system capable of testing all full face, half face, and N 95 respirators. Other systems only test certain types of respirators thus multiple systems would be required at a higher price. • The OFD already has two of these systems and have the training on how to utilize for personnel fit testing. Having the additional systems will allow formore efficient completion of < all personnel. PARAGRAPH 3: Time Contracts • This purchase will be made with MMRS 07 grant funding. PARAGRAPH 4: Uniqueness • No other product that meets the specification of testing all ,types of respirators- • See attached specification sheet • The system will provide the portability and equipment to field test all respirators in use on an annual basis. Other systems would require multiple units to achieve the dame result.
