General Info
The use of Lot 10 Reed Acres is for exterminating services, which operates under the
business name Professional Termite &Pest Control. The site address is 4922 "Q" Street.
The site is zoned CC on the western half of the site and DR on the eastern half of the site. A
Rezoning application is being submitted concurrently with the Special and Conditional Use
permits, to resolve the zoning discrepancy. The hours of the business are from 8:00 a.m. to
5:00 p.m. Monday through Friday and Saturdays as needed seasonally in the summer.
Currently there are five employees that serve their clients. The main traffic generated will be
the employees coming and going from the property as well as the mail carrier and an
occasional sales representative for a distributor. Overall the site has a very low traffic level.
The property owner is in need of additional office and storage space for their business and
intends on constructing a 30' by 126' building. The primary use of the building would be of
similar use to the existing structures on the property, which are used for office space, vehicle
storage, equipment storage,materials storage and a manager's living quarters. The addition
of the proposed building would not change the impervious coverage percentage of the site, as
the proposed location of the building is presently paved to be a parking lot area. Also with
the construction of the proposed building and subsequent pavement reconstruction, all
parking areas that are within the existing and newly dedicated right-of-way areas of"Q"
Street will be removed, reducing impervious coverage in the area.
Land Use
The floor area ratio for the site is .13 currently and will be .25 upon completion of the
proposed building. The site has an intensity rating of 7. On the site there are three existing
buildings with the necessary parking and driveway areas needed to service the existing
structures. The site to the east is currently undeveloped with many mature trees located on it
and it serves as a buffer to the assisted living property located at 5110 S 49th Street,which
has an intensity rating of 3. The lot to the west is an automotive repair and detailing shop,
which has an intensity rating of 7. The lots to the North of the property are single family
residential with an intensity rating of 1,but they are buffered by a densely wooded area
which is between the commercial properties &the residential properties. "Q" Street lies
directly south of the property. The properties that abut the south side of"Q" Street vary from
residential (intensity rating of 1)to auto repair(intensity rating of 7). Overall the area is
commercial with a similar intensity rating as this property intermixed with low intensity
residential.
Height and Scale
The existing buildings on the property are single story garage and office buildings,not
exceeding 25' in height. The proposed building will be of a similar type &will not exceed
25' in height. The majority of the surrounding buildings are at least two story or over sized
single story buildings. There are a few ranch style homes adjacent,but one is buffered by a
wooded area and the other is across "Q" Street. The site has a building setback of 25' in the
south and 15' in the north. There are no east or west setbacks, as it is to be zoned CC. The
lot will have approximately 25.4%building coverage,with 60%being the maximum
permitted.

Site Development
The frontage of the property is approximately 137', or equal to the south lot line. The
property will have a minimum of 10 parking stalls. The parking stalls and all buildings are
connected to and accessible by 24' wide drives. This should provide adequate vehicle
circulation& site distance as well as creating adequate access to the site by public safety
vehicles. This site is not designed to be a pedestrian heavy site, so pedestrian conflicts
should be minimal. Currently the north end of the property is heavily wooded. This area
will be left undisturbed as it is not within the scope of the project. There is also a
landscaped area near the existing building in the northwest corner of the site containing trees
that will also be left undisturbed. The landscaping area located in the southeast corner of the
property will be minimally disturbed for grading purposes. There are two existing trees in
this landscaping area and grading should be done to minimize disturbance to the existing
trees.
Building Design
This site is not located near any landmark districts and is not highly visible. The current
buildings are of similar design to other buildings in the area and the proposed building will
also be similar in design to the existing buildings on the site and in the area. Photographs of
existing buildings and elevations of the proposed building have been provided.
Operating Characteristics
The site should not reduce the level of service on"Q" Street as it has very low levels of
traffic. Even though the level of service is not being reduced a portion of the existing
property will become part of the right-of-way for"Q" Street and existing pavement that is
currently on the right-of-way will be removed. This project is located on a main
thoroughfare which has mostly businesses around it, so residential areas should not be
affected. There currently is a significant amount of screening between this property and less
intensive zoning so operating hours and outdoor storage should not be a problem.
Public Facilities
Currently the site is operational and connected to the sanitary sewer connection. If an
additional connection is needed for the proposed building it will be connected to the public
sewer system. The site, which is less than an acre, currently drains to the north end of the
property. There is an existing drainage way that is north of the property, which houses a 66"
I.D. storm sewer pipe. This drainage pattern will be adhered to with the proposed site
changes and the site changes should have little effect on the capacity of the existing storm
sewer system. Due to the fact that this is a developed site, all necessary utilities currently are
provided to the site.

affected. There currently is a significant amount of screening between this property and less
intensive zoning so operating hours and outdoor storage should not be a problem.
Public Facilities
Currently the site is operational and connected to the sanitary sewer connection. If an
additional connection is needed for the proposed building it will be connected to the public
sewer system. The site, which is less than an acre, currently drains to the north end of the
property. There is an existing drainage way that is north of the property, which houses a 66"
I.D. storm sewer pipe. This drainage pattern will be adhered to with the proposed site
changes and the site changes should have little effect on the capacity of the existing storm
sewer system. Due to the fact that this is a developed site, all necessary utilities currently are
provided to the site.

25' in height. The majority of the surrounding buildings are at least two story or over sized
single story buildings. There are a few ranch style homes adjacent,but one is buffered by a
wooded area and the other is across "Q" Street. The site has a building setback of 25' in the
south and 15' in the north. There are no east or west setbacks, as it is to be zoned CC. The
lot will have approximately 25.4%building coverage,with 60%being the maximum
permitted.
