Transmitted herewith is a Resolution authorizing payment to the Staywell Company in the
amount of thirty-seven thousand, four hundred seventy-three dollars and twenty cents
($37,473.20) for 7,210 American Red Cross Disaster Preparedness Tear Sheet pads providing
disaster preparedness information in English and Spanish to over 350,000 homes in the Tri-
County Area.
The Staywell Company is the sole source manufacturer of the American Red Cross Disaster
Preparedness Tear Sheets. In accordance with the provisions of Section 5.16, Home Rule
Charter, in the event.of a' sole source manufacturer, the City Council may, by resolution,
authorize the Purchasing Division to issue a purchase order for the services.
The Mayor recommends the finance director be authorized to pay the Staywell Company in the
amount of thirty-seven thousand, four hundred seventy-three dollars and twenty cents
($37,473.20) to purchase 7,210 American Red Cross Disaster Preparedness Tear Sheet pads.
The purchase is budgeted from and will be funded by the Nebraska Emergency Management
Agency (NEMA) FY 06 Homeland Security Grant, Urban Area Security Initiative (UASI), Grant
Award# 2006-GE-T6-0016, Fund 12151, Organization 130752.

American Red Cross Disaster Preparedness Tear Sheets Sole
Source Justification Document
The following are justifications for this request:
Brief Description of the program and what is being contracted:
The American Red Cross Disaster Preparedness Tear Sheets are an
inexpensive way to reach large segments, 350,000 homes, in the Tri-County
Area with disaster preparedness materials in two languages. Each Tear
Sheet has the preparedness information in English on one side and
Spanish on the other. The Tear Sheets were designed by the American Red
Cross and produced by the Staywell Company the sole source
procurement.
(2) Explanation of why a non-competitive contract is necessary:
The American Red Cross purchased Masters of Disaster Materials from the
Staywell Company, to offer Disaster Preparedness training in Tri-County
schools in 2006 through previous UASI Funding (this training continues
today) . The purchase of these Disaster Preparedness Tear Sheets will
allow for the continuing of Community Disaster Education throughout the
community with the same consistent message the children have received
in the classroom in a streamline, user friendly single sheet.
The information in the Disaster Preparedness Tear Sheets is aligned with
information FEMA, the CDC, and Public Health preparedness
recommendations.
The Tear Sheets can be ordered from the Staywell Company for ten cents each
with color to print the sheets in color it will cost ninety cents each sheet,
ten cents for the less appealing black and white. The paper is magazine
quality while printing the sheets would be standard paper quality. The sole
procurement is a much better deal.
Time Contracts:
There are no time constraints we are aware of at this time, there is a pretty
high demand for this product nationwide due to the outbreak of HI NI
(Swine Influenza).
The American Red Cross Disaster Preparedness Tear Sheets as requested are
not available through any other sales channels.
This contractor has been very responsive to requests in the past procurement
requests from order placement to arrival of merchandise on site.
Uniqueness:
This is an American Red Cross Community Disaster Education tool; these
including vents, to meet code.

and families to prepare for disasters and emergencies.

Declaration:
This purchase would allow the city to reach a large portion of the population in
the Tri-County area with potentially lifesaving information, helping families
prepare for disasters enables them to cope far better when the disaster
occurs. The better prepared the families are the quicker the recovery for
the entire community in the aftermath of a disaster.

The Tear Sheets can be ordered from the Staywell Company for ten cents each
with color to print the sheets in color it will cost ninety cents each sheet,
ten cents for the less appealing black and white. The paper is magazine
quality while printing the sheets would be standard paper quality. The sole
procurement is a much better deal.
Time Contracts:
There are no time constraints we are aware of at this time, there is a pretty
high demand for this product nationwide due to the outbreak of HI NI
(Swine Influenza).
The American Red Cross Disaster Preparedness Tear Sheets as requested are
not available through any other sales channels.
This contractor has been very responsive to requests in the past procurement
requests from order placement to arrival of merchandise on site.
Uniqueness:
This is an American Red Cross Community Disaster Education tool; these
including vents, to meet code.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the Staywell Company submitted a quote in the amount of thirty-seven
thousand, four hundred seventy-three dollars and twenty cents ($37,473.20) for 7,210American Red
• Cross Disaster Preparedness Tear Sheet pads, each pad containing 50 sheets; and,
WHEREAS,the Staywell Company is the sole source manufacturer of the American Red
Cross Disaster Preparedness Tear Sheets; and,
WHEREAS, the Staywell Company is a qualified sole source manufacturer for this
product as provided in Chapter 5.16 of the Home Rule Charter; and,
WHEREAS, the American Red Cross Disaster Preparedness Tear Sheets will be
purchased and distributed by the American Red Cross to reach 350,000 homes in the Tri-County Area
with disaster preparedness materials in English and Spanish; and,
WHEREAS, The purchase is budgeted from and will be funded by the Nebraska
Emergency Management Agency (NEMA) FY 06 Homeland Security Grant, Urban Area Security
Initiative (UASI), Grant Award# 2006-GE-T6-0016, Fund 12151, Organization 130752; and,
WHEREAS, the Mayor recommends your favorable consideration of this Resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
THAT, as recommended by the Mayor, the purchase from qualified sole source vendor
the Staywell Company in the amount of thirty-seven thousand, four hundred seventy-three dollars and
twenty cents($37,473.20) for 7,210 American Red Cross Disaster Preparedness Tear Sheet pads,each
