Jim Suttle,Mayor Public Works Director Honorable President and Members of the City Council, Transmitted herewith is a Resolution authorizing the issuance of a purchase order to Ashbrook Simon-Hartley for the rebuild of three belt filter sludge presses at the Papillion Creek Wastewater Treatment Plant. The belt filter presses were installed in 1987 and have been in continuous operation since that time and the operating mechanisms are worn to the point that the three belt filter presses can no longer function as intended. The Public Works Department recommends that bidding procedures be waived in accordance with Section 5.16 of the Home Rule Charter of 1956 for the purchase of unique or non- competitive items. Ashbrook Simon-Hartley is the manufacturer of the existing equipment and is the sole source of parts for this belt filter press and will guarantee the rebuild. The cost for rebuilding the three belt filter presses is $487,500.00, which will be paid from the Sewer Revenue Fund 21124, Capital Asset Replacement Organization 116913. Ashbrook Simon-Hartley has filed the annual contract compliance form CC-1 with the Human Rights and Relations Department. Ashbrook can offer a 5-year warranty due to the special patented triple labyrinth seal utilized in the bearing housing. This triple labyrinth seal prevents contaminants from entering the bearing housing, which will cause bearing failure. • The new designed washboxes, for the MKII Klampress,have removable side panels which allow ease of seal replacement. Also the side panels are adjustable which allows for longer seal life. • Ashbrook has developed fiberglass hydraulic cylinders that are non-corrosive. These cylinders are designed to meet the pressure requirement of the belt press and can be used in corrosive environments. • The new designed gravity and wedge section drainage grid replaces the existing perforated poly plates. The new grid assemblies have a stainless steel frame with poly wear bars equally spaced to enhance gravity drainage. • Ashbrook has design a single shaft mount drive unit retrofit assembly. The new shaft mount drive eliminates the need for the bull and pinion gears and gear guard. • Ashbrook has upgraded the free standing 20 gallon reservoir hydraulic unit with a press mount hydraulic unit. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA: THAT, as recommended by the Mayor, the Purchase Order to Ashbrook Simon-Hartley for rebuilding of three belt filter presses at the Papillion Creek Wastewater Treatment Plant, in accordance with Section 5.16 of the Home Rule Charter of 1956 for the purchase of unique or non-competitive items is hereby approved.
