As of December 16,2009,there are 1,178 liquor licenses within the City of Omaha. Walgreen's is requesting that you approve an additional 20 licenses to an already saturated market, While I believe that Walgreen's is a responsible corporate citizen and has the proper management in place to comply with the laws of this state, I do not believe that there is a present or future necessity or need for public convenience for these licenses as is required by Neb.Rev. Statutes 53-132, In addition,the City Council needs to consider the following conditions for the granting of a new liquor license as stated in Neb. Rev. Statutes 53-132(3): 53-132(3)(b) The existence of a citizens' protest 53-132(3)(c) The existing population of the city,village or county and its projected growth 53-132(3)(d) The nature of the neighborhood or community of the location of the proposed licensed premises 53-132(3)(e) The existence or absence of other retail licenses or craft brewery licenses with similar privileges within the neighborhood or community of the location of the proposed licensed premises 53-132(3)(g) The adequacy of existing law enforcement There is clearly not a need for yet two more alcohol outlets near these two locations, I obtained from the Nebraska Liquor Control Commission the number of liquor licenses in the zip codes within a mile of these two locations. Of these 138 outlets, 31 are Class D licenses which is what Walgreen's is requesting. That surely is adequate to meet the public necessity and convenience as required by state law. I am attaching a chart with a more detailed breakdown of these licenses. As the City Council attempts to address the serious issue of alcohol density in Omaha, it does not make sense to be adding yet another 20 locations in Omaha. As Walgreen's corporate website states, their main mission is providing a high quality pharmacy to it customers. I have no doubt that.these two Walgreen's stores will continue to be very profitable providing the pharmacy services that people expect without a liquor license. Finally, I would point out that the proposed license at 3001 Dodge Street is well within the 300 feet of Turner Park. City Council rules prohibit a liquor license within 300 feet of a city park. Given the enormous investment that has been made to improve Turner Park,it makes no sense to put that work at risk given the past problems with alcohol in this park by making alcohol easily available across the street.
