CERTIFICATE AS TO OFFICIAL NEWSPAPER
I, Patrick M. Burke, the duly appointed, qualified, Assistant.Douglas County Purchasing
Agent acting on behalf of the City of Omaha, Nebraska (the City) 'DO HEREBY
CERTIFY as follows:
1. On or about June-10, 2009, I advertised for proposals from newspapers to act
as the official news paper for the City. However this advertisement was not in
conformance with Section 8.11 of the Home Rule Charter.
2. Therefore, I re-advertised for proposals in accordance with Section 8.11 of the
Home Rule Charter of the City of Omaha, 1956 as amended, for three days in
each daily newspaper of general circulation in the City for proposals from
qualified newspapers to act as the Official Newspaper for the City.
3. After the receipt of proposals, February 10, 2010, and due consideration
thereof in accordance with said Charter, I notified the City Clerk of my
selection of The Daily Record, as the Official Newspaper of the City.
4. Since the commencement of the current term of the City Council and as of the
date thereof, The Daily Record has been and is the Official Newspaper of the
City of Omaha for the publishing of all public advertisements, ordinances,
resolutions, and all other matter published by the City; and
5. The Daily Record is a daily newspaper published in the English language and
of general circulation in the City.

Pursuant to Section 8:11 of the Home Rule Charter of the City of Omaha 1956
proposals are invited from daily newspapers of general circulation in the City of
Omaha published in the English language and otherwise meeting the
requirements of a legal newspaper fixed by State law to publish all public
advertisements, notices, ordinances, resolutions, Council proceedings and all
other matter published by the City of Omaha.
Bidder to state rate per line first insertion and rate per line for subsequent
insertions. Bidder's statement will also indicate the character of the daily
circulation and the type, frequency, etc. of his pickup and delivery service.
Bidder to furnish statement as to ability and willingness to provide an ordinance
publishing service to subscribers as noted under Section 2:17.
Bidder must be able and willing to furnish as many reprints of any notice as may
be required by any department head.

Dear Mr.Burke,
Pursuant to Section 8:11 of the Home Rule Charter of the City of Omaha, 1956,we are pleased to give our
quotation herein,standard newspaper measurement for the publishing of all public advertisements, notices,
ordinances,resolutions,Council Proceedings and all other material published by the City of Omaha. We
not only meet all the requirements under Section 8:11 of the Home Rule Charter but we are also in strict
compliance with requirements of a legal newspaper by state law.
The character of our daily circulation, which includes holidays, is that we are a newspaper of general
circulation to which any person or firm may subscribe. Including, but not limited to, among our
subscribers are residential customers and most all kinds of business institutions such as: Abstractors, Air-
Conditioning and Heating Companies,Attorneys,Auto Dealers,Auto Supply Dealers, Baking Companies,
Banks,Collection Agencies,Commission Companies,Contractors,Electrical Appliance Dealers, Financial
Instrument Dealers, Furniture Companies, Garages, Grocers (Wholesale and Retail), Hardware Dealers,
Insurance Companies, Lumber and Fuel Companies, Meat Companies, Morticians, Nurseries, Plumbing
Supply Dealers, Printing Companies, Public Officials, Realtors, Store Equipment Dealers, Tailors,
Utilities,and other Manufacturers and Suppliers.
In addition to our daily circulation,we have been posting all City of Omaha public notices to our Web Site
since 2000. ,This procedure allows anyone with a computer to have complete access to all of your public
notices.
Section 33-141 of the Revised Statutes of Nebraska, 1943, 1974 cumulative supplement amended by
Legislative Bill 629, 1982 Legislature, provides that publication of legal notices may be in any type
selected by the publisher,but as to fees for such publication the measurement shall be in eight point type.
Our quotation for the publication of all legal notices in six point type is 59.9990 a line, single column,
standard newspaper measurement for the first insertion, and 52.532¢ a line, single column, standard
newspaper measurement for each subsequent insertion, which is the rate provided by statute. Should the
Legislature increase the legal rates during this council term, we reserve the right to charge the new legal
rate,provided however,that under no conditions shall the rates exceed those authorized by state statute.
