Attached is a Resolution authorizing the City of Omaha to accept the 2010 ServeNebraska
Citizen Corps Program awards in the total amount of$15,968.00 for expenditures related to and
supporting East Citizen Corps Region-Douglas County Citizen Corps Program. The grant will
fund the Citizen Corps Omaha Royals Baseball Special Project ($5,500), a promotional event to
recruit volunteers, and general operations for the East Citizen Corps Region-Douglas County
Citizen Corps Program ($10,468).
The Douglas County Citizen Corps' mission is to educate the citizens of Douglas County in
crime prevention, risk reduction and emergency preparedness. The grant will be administered by
the Omaha Police Department from the period of January 1, 2010 to December 31, 2010. There
is no match for this grant.

2010 Year Proposal
2009 Performance
Founded in 2002,Douglas County Citizen Corps'mission has been to educate the
citizens of Douglas County in crime prevention,risk reduction and emergency
preparedness. By bringing together all sectors of the emergency responder community,
Douglas County's Citizen Corps will enable the citizens•of Douglas County to be better
prepared and better able to work together in a time of crisis.
According to the 2008 US Census Bureau's population estimate,there are approximately
502,032 persons living in Douglas County. With over 37%of Nebraska's population
living in Douglas County,the need to educate and train the citizens of Douglas County on
Emergency Preparedness is imperative.
By bringing together volunteers from the community and our first responders to promote
the concept that"everyone has a role in making their community safer,stronger,and
better prepared,"Douglas County Citizen Corps has grown to include almost 20,000
Citizen Corps Volunteers.These active volunteers participate in several of the partner
programs identified by President Bush's Proclamation.There are currently over 900
Neighborhood Watch groups in the Omaha/Douglas County area,with approximately
18,000 members. Eastern Nebraska CERT has 110 current members who are active in
the community and regularly work with the Omaha Fire Department and other metro area
fire departments.Omaha Police Department boasts 181 police volunteers,which take an
active role in assisting police both at community events,through the Handicapped
Parking Patrol program and also behind the scenes at the Police Precincts. According to
the United Way,there are over 500 members of the MRC who are active in the Omaha
Metro area. Additionally,the Omaha Coalition of Citizen Patrols,who work closely with
the Neighborhood Watch Groups and the Omaha Police Department,have over 30.

Recognizing that many of the citizens in the Omaha Metro area were not prepared for
emergencies,and were unaware of what Douglas County Citizen Corps was or what its
programs were about,we wanted to make Community Education and Preparedness a
priority. In 2009,the first goal of the Douglas County Citizen Corps was to create a
website which would provide information on Douglas County Citizen Corps and its
partner programs. The website was created and includes several links to other Citizen
Corps Partner Programs as well as containing links to support agencies. Additionally,the
website contains information on emergency preparedness,with links to FEMA's"Are
You Ready"Campaign. The website was launched in September 2009 as part of
National Preparedness Month. The Douglas County Citizen Corps has also been
fortunate to have other agencies list our links on their website. Some of these agencies

Citizen Corps Council is also registered on the National Citizen Corps website. Through
Google and Analytics we have been able to determine the number of people within
Douglas County who have visited the website. The report will also tell us the days of the
weeks,times of the day,and most importantly,the reports will tell us whether or not the
website was visited around the time of a Citizen Corps event where promotional items
were given away.
Douglas County Citizen Corps has also been working on a Public Service Announcement
to be played at area Movie Theaters,Safety Expos,Neighborhood Watch Meetings,as
well as Business Watch Meetings and other Metro Omaha events. The PSA that is still
being developed is a 30 second"attention grabber"designed to catch the viewer's
attention so they can then obtain additional information by visiting the Citizen Corps
website.A second PSA is being developed to show at area events,meetings and trainings

• is a longer PSA,which describes the Citizen Corps Programs in more detail.
In 2009,members of Douglas County Citizen's Corps also participated in many events
throughout the Omaha/Metro area. Some of the larger events included were:
• Omaha Police Department's Salute to Safety Expo(45,000 visitors in attendance)
• Responders Appreciation Night as Rosenblatt(3,500 visitors in attendance)
• National Safety and Health Council's Community Safety Summit(1,200 visitors
in attendance)
• 911 Blood Drive(500 visitors in attendance)
• National Safety and Health Council's Safety and Wellness Day(3000 visitors in
attendance)
There were 14 basic CERT classes held by Eastern Nebraska CERT in which 1,107 total
citizens were trained.-Additionally,members of the Douglas County Citizen's Corps
in participated a training exercise at both Eppley Airport and Ott Air Force Base.
Douglas County Citizen Corps also brought Teen CERT,an offshoot of the adult CERT
class to Omaha. The Teen CERT program educates students about disaster preparedness
for hazards that may impact their area and trains them in basic disaster response skills,
such as fire safety,light search and rescue,team organization,and disaster medical
operations.Using the training learned in the classroom and during exercises,Teen CERT
members can assist others in their schools,neighborhood or workplace following an
event when professional responders are not immediately available to help.Teen CERT
members also are encouraged to support emergency response agencies by taking a more
active role in emergency preparedness projects in their community.
In August,Douglas County Citizen Corps and Serve Nebraska co-sponsored a Teen
CERT Train the Trainer class in Omaha. Hoping to bring the Teen CERT program to
Nebraska,trainers from Eastern Michigan University came to Omaha and facilitated a 3
day trainer course to educate and train members of Law Enforcement,Fire Personnel and
School Educators on the Teen CERT program. In September,2 schools in the Omaha

Metro area started Teen CERT ro p grams and several other metro schools have inquired
into the program and are hoping to bring Teen CERT to their schools next calendar year.Also in September,Douglas County Citizen's Corps partnered with Clear Channel Radio
to promote National Preparedness Month. The Clear Channel's five major radio stations,
which include:KFAB,KGOR,The Brew,Twister,and the KAT,promoted National
Preparedness Month during their broadcasts. All of the employees at the radio stations
were provided information on emergency preparedness so they were able to both be
prepared themselves and promote emergency preparedness in the community. The Clear
Channel also provided a link on their website to the Douglas County website and the
Ready Campaign website.
Douglas County Citizen's Corps and its affiliated agencies,such as the United Way,
Nebraska Humane Society,Salvation Army,the Red Cross,and Douglas County
Emergency Management Agency,recognized the need to address the different
components of the Community Preparedness Campaign. As of the writing of this grant,
the components have been addressed as follows:
1. Managing Untrained Spontaneous Volunteers at the scene of a Disaster—
Omaha Metro Medical Response(OMMR)has worked with United Way and
they have taken the lead to develop the Volunteer Processing Center to address
the issue of untrained,spontaneous persons that would have come to assist with
a disaster. Plans,procedures,and sites have been identified. Badge machines
have been purchased and we have worked with the state on license and
credentialing issues.
2. Addressing Special Populations and Other Persons with Disabilities—The
OMMRs Mass Care Committee,which is chaired by the Red Cross and has the
coordination with public health,has been working on this issue for some time.
Plans have temporarily been placed on hold at this time due to the HIN1 issue
and due to.Public Health leading a subcommittee on setting up a special needs
shelter. The OMMRs transportation committee is working with Shared
Mobility Coach,a disabled person's transportation company,on a database to
identify special needs persons.
3. Working with Faith Based Community Leaders—Douglas County Emergency
Management Agency has been meeting with the Mayor's Clergy Council to
begin collaborating with the faith leaders to see how the faith community might
be of assistance in a disaster since many of them have large facilities that could
serve as shelters and a volunteer workforce. Additionally,we are providing
their congregations information to develop or enhance their emergency disaster
plans.

4. Addressing the Needs of Pets/Animals during a Disaster—The OMMRs Vet
Committee and the Nebraska Humane Society have been planning for a disaster
for some time. Alternate sites have been identified and training has been .
conducted. Educational material has been given out at safety events. Policies
and procedures have been established..
2010 PLAN
Although in 2009,Douglas County Citizen Corps and Sarpy County Citizen Corps
• Councils focused much of their Community Preparedness goals on different issues that
each of the respective counties faced,we were still able to work together on many joint
efforts as well. In 2010,Douglas and Sarpy County Citizen Corps Councils are working
on a joint Special Project for National Preparedness Month that will promote emergency
preparedness and encourage volunteers to participate in Citizen Corps. The joint Citizen
Corps Councils are preparing for a partner ship with Minor League baseball team,the
Omaha Royals.This project will be presented to Serve Nebraska at a later date as a
"Special Project."
The Douglas County Citizen Corps council has discussed plans to reach out to other
community.leaders and groups to build a larger,better represented Citizen Corps. In
2009,we increased our council by 2 representatives,an ATV Search and Rescue
Organization and by a Teen CERT High School representative. In 2010,we'd like to
continue to reach out by forming a committee to address this goal. They will meet to
discuss what areas of our Citizen Corps Council are not being represented,form a list of
possible agencies/groups/businesses to include in our council,and then prepare a plan to
get them involved. Some of the agencies that have already been mentioned at prior
Citizen Corps meetings have to include representatives other area law enforcement
groups and fire departments,such as Ralston Police Department and both Ralston and
Elkhorn Fire Departments. We'd also like to bring members from area educational
institutions—including Omaha Public Schools,the University of Nebraska at Omaha,
Metro Community College,and Creighton University. Additionally,it has been
mentioned that it would be a good addition to our Citizen Corps Council to include our
utility and gas companies,such as OPPD and MUD. Finally,we'd like to invite members
of the media—both radio,television,and print media to participate in our Citizen Corps.
Recognizing that the media has a lot of great ideas and can certainly contribute those
ideas to the Council,as well as help to promote"Emergency Preparedness."
In our 2010 plan,we'd like to continue to build on some of our 2009 goals,which is to
try and make contact with as many people in the Omaha/Douglas County area as we can
to help them take steps to be more prepared for emergencies and to provide information
on how they can get more involved in disaster volunteer groups through Citizen Corps.
The creation of the PSA by the Douglas County Citizen Corps and the subsequent
playing of that PSA on movie theatre screens,on television,and at safety expos,will help
increase the number of citizens that start to think and prepare for emergencies. Our hope
and goal is that the larger number of people that are exposed to the"Citizen Corps"

One of Douglas County Citizen Corps'goals in 2010 is to partner with Omaha Public •
Schools,,Elkhorn Public Schools,and Millard Public Schools to provide information to
the principals at the elementary school level on Emergency Preparedness. Currently,the
Omaha Police Department's Crime Prevention Unit and Omaha Fire Department's Public .
Education Unit works with area elementary schools to provide information on various
prevention themes,for example,Stranger Danger,McGruff House,Kindergarten Traffic
Training,Fire Prevention and Safety,just to name a few. Additionally,the Omaha Police
Department's Crime Prevention Unit also completes the state's required School Safety
Audits for all.OPS and Millard Public Schools,meeting with each principal or
administrator to ensure their school is in compliance with state guidelines.
The Douglas County Citizen Corps Council would like to form a committee to discuss
National Preparedness Month and the distribution of FEMA's Ready Kids program or
other"Kids Ready"Program. Between the public elementary schools and the private
elementary schools,there are over 100 elementary schools in the Omaha/Metro area.
With the average enrollment at area elementary schools being approximately 400
students per school,the Douglas County Citizen Corps has the potential of reaching
thousands of families in the Omaha Metro Area.The council has already discussed the
idea of hosting an"Emergency Preparedness"coloring contest during the month of
September,with an award and recognition for the winning student. The council also
discussed the possibility of partnering with a local grocery store or other business to co-
sponsor the coloring contest and then providing the school with the most"entries"a juice
and doughnut breakfast to celebrate their success. .
Once the committee has met to discuss which grade levels at the elementary schools
should be focused on,established a partnership with a local sponsor,the council can
download the appropriate materials from FEMA's Ready Kids for each school to
distribute. The kit would contain information and resources about preparing the student
and their families for all types of emergencies.Additionally,sponsors would be sought to
assist with purchasing"reward"or"recognition"items for the school or student.
There are several"children's"newsletters/magazines/newspapers in the Omaha Metro,
such as Kid Prints,Spectrum, Omaha Family and Community Connection,which are
printed either monthly or quarterly and are sent home in the"Friday Folders"that
students take home from school on the weekends. The Citizen Corps Council would like
to write articles to be published in these family focused publications.

The Omaha Police Department houses the Business Watch Unit,which facilitates the
Business Crime Prevention programs such as Business Watch Speakers Bureau,Business
Watch Groups,Crime Free Multi Housing Program,and the Closed Property Program.
Business Watch officers routinely provides crime prevention and emergency
preparedness information to the business community and helps businesses network with
one another as well as the Omaha Police Department in order to decrease criminal
activity and help ready themselves and their businesses for emergencies.
The Business Watch Program establishes a formal network of watch groups for
concerned businesses to communicate with other businesses and the police regarding
crime,threats of terrorism,public health issues and during times of disasters. Business
Watch groups become the eyes and ears of the Omaha Police Department and the
business community.
The Business Watch Squad maintains and distributes educational brochures,videos and
literature relating to crime prevention to Business Watch Groups as well as individual
Business's. Business Watch Officers regularly attend Business Watch Group meetings
and provide informational and or training sessions to employers/employees with groups
ranging from 10 to 1,000. Additionally the Business Watch Squad Officers attend
organized community Expo's or Conventions and provide attendees'with information
regarding the Business Watch program,Emergency Preparedness,disaster planning and
crime prevention. Attendance at these Expos and Conventions ranges between 1,000 and
8,000 attendees,providing opportunity to reach a large population of the community at
one time.

volunteers are learning to teach fire prevention programs in the classrooms,as well as
assist firefighters with demonstrations in Omaha Fire Department's smoke trailer.
Additionally,the Omaha Fire Department would like to re-start their Fire Explorers
Program. The Explorers will earn first-hand what a firefighting job is all about,by
working side-by-side with actual Omaha Fire Department Firefighters. Following an
introductory training program,Fire Explorers help respond to emergencies with
firefighters and paramedics,and assist them by performing routine,supervised tasks.
Fire Explorers will also assist with volunteer opportunities in the community and around
the fire station,including community relations,safety expos,community training,fire
prevention,equipment and station maintenance,and training.
The Douglas County Citizen Corps will continue to participate in the numerous Safety
and Health Expos/Fairs in the Omaha Metro area,to include Omaha Police Department's
Salute to Safety Expo in April,the Safety and Health Councils'Business Safety
Conference in May,the Safety and Health Council's Community Safety Fair in October

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the Douglas County Citizen Corps submitted an application'to the
2010 ServeNebraska Citizen Corps Program to fund the Citizen Corps Omaha Royals Baseball
Special Project and the East Citizen Corps Region-Douglas County Citizen Corps Program, and;
WHEREAS, ServeNebraska awarded the Douglas County Citizen Corps a total of
$15,968.00 to fund the Citizen Corps Omaha Royals Baseball Special Project (5,500.00), a
promotional event to recruit volunteers, and general operations for the East Citizen Corps
Region-Douglas County Citizen Corps Program ($10,468.00), to be administered by the Omaha
Police Department with no match requirement from the period of January 1, 2010 to December
31, 2010, and;
WHEREAS, the Mayor recommends the approval of and it is in the best interest
of the City of Omaha and the residents thereof to accept this grant award.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, as recommended by the Mayor this Council does hereby approve the
acceptance of the grant award in the amount of $15,968.00 from ServeNebraska to fund the
Citizen Corps Omaha Royals Baseball Special Project (5,500.00), a promotional event to recruit
volunteers, and general Operations for the East Citizen Corps Region-Douglas County Citizen
Corps Program ($10,468.00), to be administered by the Omaha Police Department with no match
