RES 2020-1201 - Amendment No. 4 to PSA with Carollo Engineers for OPW 52402 - Riverview Lift Station ReplacementB-1 EXHIBIT “B” SCOPE OF SERVICES AMENDMENT NO. 4 OPW 52402 RIVERVIEW LIFT STATION REPLACEMENT (CSO) PROJECT AND OPW 53270 BLAKE STREET LIFT STATION PROJECT ENGINEER shall provide Additional Design and Construction Management Services to the CITY as outlined in the task descriptions described herein. Construction Management Services shall be based on the recently completed Final Design phase documents, as approved by the CITY, along with all field investigations results and utility coordination information. ENGINEER shall perform these Services in accordance with CITY and CSO Program Plans, Protocols, Procedures, Standards, and Guidance Documents. Any documents listed above may be updated during the duration of the project. In the event that a change is made to a document that affects the scope of work included herein, a contract change may be required. B-3 GENERAL This Amendment includes the following: I. OPW 52402 – Riverview Lift Station Replacement (CSO) Project. Services include additional evaluations and office engineering as well as additional CM services related to extending the Construction Contract by 3 months. II. OPW 53270 - Blake Street Lift Station Project. Services include additional design services to update the engineering documents to incorporate new City Standards and additional meetings with the USACE, the Henry Doorly Zoo, the BNSF railroad, and A1 Container Company. B-4 I. SCOPE OF SERVICES FOR OPW 52402 – RIVERVIEW LIFT STATION REPLACEMENT (CSO) PROJECT Task 4 - Field Observation 4.1 - WCA No. 10. Additional Field Observation Services. After the services during construction contract was completed the construction schedule for the project was extended by 3 months. This WCA identifies the additional funds required for the ENGINEER to provide the field observation and Construction Management services for those 3 additional months as outlined below:  Conformed Drawings. The Program Team has requested that CONSULTANT conform the bidding documents to include all Addenda issued during the bid period.  Additional Field Observation Services. During the bidding period as part of Addendum No. 4 the construction time was increased by 3 months. This will result in additional effort by the CONSULTANT for CM, Supplemental Field Observer, and Project Management Tasks.  Blake Street Cost Review/OPC Update memo. CONSULTANT will update the Blake Street OPC and cost memo.  Blake Street ROW revisions. CONSULTANT will revise ROW drawings and tract/legals for the proposed land acquisition revision based on discussions with the Zoo.  Blake Street Stakeholder Meetings. CONSULTANT conducted two (2) additional stakeholder meetings. One with the Zoo and another with Eagle Intermodal. Task 9 - Additional Services 9.1 – WCA No. 12 – Evaluation of Overhead Crane Speed. Per the OWNER’s request, ENGINEER evaluated the Structural, Architectural, Mechanical, HVAC, and cost impacts required to change the vertical speed of the overhead crane and clamshell used to remove grit from the new Riverview Lift Station. B-5 II. SCOPE OF SERVICES FOR OPW 53270 – BLAKE STREET LIFT STATION PROJECT Task 9 – Additional Services 9.1 – WCA No. 11 Electrical Design Changes. The OWNER requested that the electrical design associated with the Blake Street Lift Station be updated to newly adopted standards after the design was at the 95% complete resulting in the design to be revised as follows:  Change lift station to 120/240V 3-Phase Voltage  Design without soft starters  Resize generator to accommodate removal of soft starters and voltage change  Remove all conduits from top of panels  Design plug-in style UPS  Minimize number of panels  Reduce the alarms to the following: Pump overload, seal failure, flooded wet well, phase failure, generator running  Coordinate revised gas and electrical loadings with utilities 9.2 – WCA No. 13 Additional Design Changes. The OWNER identified the following additional design issues:  Updating the plans and specifications to reflect current City Specifications elements that were modified after the project documents had been developed.  Additional PM and PMT meetings from January 1, 2020 to December 3, 2020.  Meetings with A1 Container.  Abandoning 2 Piezometers.  USACE FRRP Addendum and letter to include abandoning 2 Piezometers.  BNSF Temporary Occupancy Permit and Letter revisions to include abandoning 2 Piezometers.  Electrical Revisions TM, this TM will be used by the City going forward as the basis of design for Lift Stations.  Addressing additional QRF comments and responses relating to these changes.  Updating Tract 11 Ownership.  Updating the Final BODR Update. B-6 9.3 – Establish an Allowance – Establish an allowance to cover anticipated project costs. One item to be covered by this allowance is the unknown project costs related to construction document revisions, easement/land acquisition document revisions, and delays caused by recent land acquisition restrictions, identified between the BNSF and Henry Doorly Zoo. The previously established allowance for the project was allocate (per OWNER direction) to cover costs associated with Construction Management Software (Submittal Exchange and Multivista).
