RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the Public Works Department desires to purchase one compressor unit and
associated hardware for existing paint striper truck per the attached quote to be utilized by the
Traffic Maintenance Division; and,
WHEREAS, due to the specialized nature of this type of service, it is recommended that
the bidding procedures be waived in accordance with Section 5.16 of the Home Rule Charter of
1956 for the purchase of unique or non-competitive items; and,
WHEREAS, a quote was received on November 23, 2020 from M-B Companies, Inc. for
said compressor and associated hardware; and,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
OMAHA:
THAT, as recommended by the Mayor, the Purchasing Agent be authorized to issue a
Purchase Order to M-B Companies, Inc. for one compressor unit and associated hardware for
existing paint striper truck in the amount of$36,994.43, is hereby approved; and,
BE IT FURTHER RESOLVED:
THAT, the Finance Department is authorized to pay the cost of this purchase from the
Street and Highway Allocation Fund 12131, Traffic Engineering Equipment Organization
116191, year 2020 funding.

SOLE SOURCE JUSTIFICATION STATEMENT:
The City of Omaha Traffic Maintenance Department currently owns and operates two full-service
paint striper trucks for use on City streets. A new paint striper truck was received in May 2020
and is currently in use with the older paint striper truck,purchased and placed into use in 2009.
This older 2009 truck has had recurrent issues with its main compressor unit that controls the
pressure for the actual paint striping hardware. These problems cause frequent delays in the
mornings and lost production time for the five or six crew members of the truck and the shop
mechanic working on resolving the issues.
We are planning to utilize this 2009 striper truck for several more years. Our shop mechanic has
suggested on numerous occasions that we need to order a new compressor unit for this truck in
order to improve its reliability moving forward. M-B,which is the manufacturer and vendor to
both of our paint striper trucks,currently has a new compressor available and in stock that is
specifically engineered to function and fit on the existing flatbed of our 2009 striper truck. It is a
Boss brand compressor that is in common use with M-B's standard paint striper. There are other
Boss brand distributors,but this particular compressor is sized and designed to work specifically
for this style of paint striper truck apparatus. Ordering a compressor from another distributor
would require increased installation time and ordering additional hoses,fittings,and other
materials to accommodate its usage with the truck's existing equipment layout.
We feel that procuring this new compressor unit with the associated pump and adapter pump drive
is necessary to sustain a certain measure of reliability for this older striper truck. We also request a
sole source approval for this compressor and equipment from M-B Companies,Inc.to ensure
proper equipment layout that is suited for this paint striper truck.
