Jim Suttle,Mayor Public Works Director Honorable President and Members of the City Council, Transmitted herewith is a Resolution authorizing the issuance of a purchase order to Ray Martin Company for the repair of a digester tank cover at the Papillion Creek Wastewater Treatment Plant. This digester cover has a slightly different design than the others at the plant, and it has parts that have worn out faster than the other covers. After 10 years of continuous operation, the worn parts must be fabricated and replaced in order for this digester to continue functioning properly. The Public Works Department recommends that bidding procedures be waived in accordance with Section 5.16 of the Home Rule Charter of 1956 for the purchase of unique or non- competitive items. Because of the unique requirements of this repair, only a few mechanical contractors are qualified to undertake it, and Ray Martin Company has provided the lowest comparable quote, as is indicated in the attached documentation. The cost for repairing this digester cover is $28,050, which will be paid from the Sewer Revenue Fund 21121, Papillion Creek Maintenance Organization 116614. Ray Martin Company has filed the annual contract compliance form CC-1 with the Human Rights and Relations Department. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA: THAT, as recommended by the Mayor, the Purchase Order to Ray Martin Company for repairing an existing digester cover for the Papillion Creek Wastewater Treatment Plant, in accordance with Section 5.16 of the Home Rule Charter of 1956 for the purchase of unique or non-competitive items is hereby approved.
