The attached Ordinance provides for changing the name of two job classifications, Traffic Signal
Repairer to Traffic Signal Technician I ($18.09 to $21.85) and Traffic Signal Technician to
Traffic Signal Technician II ($20.77 to $24.61). A copy of the revised class specifications is
attached for your convenience.
As a result of the Federal Highway Administration's guidelines for Traffic Signal Operations and
Maintenance Staffing and the continuing evolvement of duties, the Traffic Division of the Public
Works Department requested a review of the classification descriptions for Traffic Signal
Repairer and Technician. Since both classifications are certified at the journeyman level, it was
recommended that the class title of Traffic Signal Repairer should be changed to Traffic Signal
Technician I, and the class title of Traffic Signal Technician should be modified to Traffic Signal
Technician II.
These amendments to these two job classifications do not affect the salary levels assigned to
these two classifications.
The Human Resources Department recommends your approval to the amendments to these
• classifications. This amendment was submitted and approved by the Personnel Board at its April
29, 2010 meeting.

6 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
7 Section 1. Due to the length of the affected ordinance, Omaha City Council Rule VIE(B)
8 requiring amending ordinances to recite the entire section is hereby waived solely for the purposes of
9 this ordinance and only the lined out material to be deleted and the underlined material to be added shall
1 o be recited herein.
11 Section 2. That part E. Classifications—Civilian Bargaining Unit, subpart Trades (10) of Section
12 23 - 177 of the Omaha Municipal Code is hereby amended by changing the name of the classification

TRAFFIC SIGNAL REPAIRER TECHNICIAN I
\ NATURE OF WORK
•
This is journey level work involving the installation, maintenance, repair, and testing of
traffic signal systems and their associated components, in the shop and en in the city
streets field. Employees receive work assignments orally or through written work orders,
and perform their duties in cooperation.with or under the direction of others in the same
classification or under the direction of a Traffic Signal Technician II or other level of
supervisor. They may oversee and participate in the work of subordinates. Employees in
this classification exercise independent judgment based upon established practices and
procedures.
ESSENTIAL FUNCTIONS (Any one position may not perform all of the duties listed,
nor do the listed examples include all of the duties that may be performed in positions
allocated to this class.)
Installs,upgrades, maintain, and perform scheduled,unscheduled, and emergency repairs;
of traffic signals controllers and associated components.
Uses computers to investigate problems with traffic signal controllers and their associated
components.
Locates and marks the location of underground cables.
Checks and makes pre-determined adjustments to traffic controller timing programs as
indicated.
Documents and compiles reports on work completed.
Maintains and repairs assigned tools and equipment.
Performs other duties as assigned, or as the situation dictates, within the scope of this
classification.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the methods, tools, and materials used in electrical equipment repair work.
Knowledge of the basic principles of serial and IP communication via
twisted pair copper wire, fiber optic cable, wifeless eennnuniestion and other
transmission media.
Knowledge of the use of electrical and electro-mechanical testing equipment.

Must possess a valid Class "B" Commercial Driver's license with "N", and air brake
endorsements by the end of the probationary period.

TRAFFIC SIGNAL TECHNICIAN II
NATURE OF WORK
This is journey level work involving the installation, maintenance, repair, and testing of
traffic signal systems and their associated components. Employees in this class exercise
considerable independent judgment in the performance of their duties, based on
established practices and procedures, and may provide technical and general supervision
over subordinate employees.
ESSENTIAL FUNCTIONS (Any one position may not perform all of the duties listed,
nor do the listed 'examples include all of the duties that may be performed in positions
allocated to this class.)
Installs, upgrades, maintains, and performs scheduled, unscheduled, and emergency
repairs on traffic signal systems, traffic signal communications equipment, and their
associated components.
Checks and makes pre-determined adjustments to traffic controller timing programs as
indicated.
Uses computers to facilitate setup, programming, and trouble shooting of traffic signal
controllers and associated components.
Locates and marks the location of underground cable.
Maintains and repairs assigned tools and equipment.
Programs traffic signal controllers to perform defined operations and signal timing
functions.
Conducts inspections of work performed by independent contractors.
Documents and compiles reports reflecting one's own completed work as well as the
work of subordinates.
Performs other duties as assigned, or as the situation dictates, within the scope of this
classification.

EDUCATION AND EXPERIENCE (The knowledge, skills, and abilities above may be
acquired through, but are not limited to, the following combination of education and/or
experience.)
Associate's degree in industrial or digital electronic theory and repair
AND OR
Two Four years of experience in industrial or digital electronic maintenance and repair
work.
Additional formal training may be substituted for experience on a one to one basis.
SPECIAL QUALIFICATIONS
Must acquire and maintain a Class "B" Commercial Driver's license with "N" and air
brake endorsements by the end of the probationary period.
Must obtain and maintain certification through the International Municipal Signal
Association (IMSA) in Work Zone Safety, Traffic Signal Level I and II prior to
progressing to step D.
Must acquire and maintain a 2nd Grade Hoisting and Portable Engineering Certificate by
the end of the probationary period.
WORKING CONDITIONS
Work is performed both in and out of doors in all weather conditions. At times
incumbents may be exposed to extremes in heat, cold, and humidity, in high places or
confined spaces, in Cconditions such as smoke, dust, mists, gases, high noise levels, and
in heavy traffic.
