Attached is an Ordinance requested by the Omaha Fire Department to accept a bid for services by
Heiman Fire Equipment to provide Firefighter Turnout Gear on an "as required" basis. It authorizes
the City to enter into a one year price agreement which may be extended by the mutual agreement
of both parties at no increase in cost for two 12-month periods.

AN ORDINANCE to accept the bid of Heiman Fire Equipment to provide Firefighter Turnout
Gear for the Omaha Fire Department; the term of the agreement is for one year at a cost
of $1276.55 per set with both parties having the option to mutually agree to extend the
agreement for an additional two 12-month periods at no increase in cost; and to provide
an effective date hereof.
WHEREAS, Heiman Fire Equipment submitted a bid of$1276.55 per set for Firefighter Turnout
Gear for one year with both parties having the option to mutually agree to extend it for
two 12-month periods and,
WHEREAS, the bid of Heiman Fire Equipment in the amount of $1276.55 per set meets or
exceeds specifications, attached hereto and by this reference made a part hereof.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
Section 1. That the attached bid of Heiman Fire Equipment, involving the payment of
money from appropriations of more than one year in accordance with Section 5.17 of the Home
Rule Charter of the City of.Omaha 1956 as amended, in the total amount of$1276.55 per set in
accordance with the attached specifications for Firefighter Turnout Gear for the Omaha Fire
Department, for one year with both parties having the option to mutually agree to extend it for
two 12-month periods, is hereby accepted and the Mayor of the City of Omaha is authorized to
execute any further agreement which may be necessary to implement such bid.
Section 2. That the City Finance Department is hereby authorized to make the payments
contemplated by the accepted bid, with such sums to be paid from the appropriations for the
Omaha Fire Department, Fund 11111, Organization 114526, Account 46617.
Section 3. That this Ordinance, not being of a legislative character, shall be in full force
and take effect on its date of passage.

Turnout Gear Specification
For the Omaha Fire Department
2010
GENERAL REQUIREMENTS
Standard
All garments shall meet or exceed the requirements of NFPA 1971, Standard on Protective
Ensembles for Structural Fire Fighting and Proximity Fire Fighting 2007 Edition.
COMPLY EXCEPTION
Stitching and seams
Unless specified otherwise, all Major A seams (outer shell body seams) shall be at least double-
needle stitched, using one or a combination of the following stitch types: 301, 401, 504, and 516. All
Major B seams (moisture barrier and thermal liner seams) shall be stitched using stitch type 516. In
addition, moisture barrier seams shall be heat and pressure sealed with a 1" wide sealing tape for
protection against liquid penetration. All stress points such as pockets, flaps, zippers, storm flap, and
tabs shall be bar-tacked for reinforcement using no more than 28 stitches over 5/8" to prevent
damage to the material.
All seams shall use Nomex thread only. There shall not be any skipped stitches, broken threads or
visible tucks. If there are any broken threads, they are to be repaired from the same needle holes.
Thread tension shall be constant throughout. The seam shall be taut and without balls of thread.
Stitches per inch shall be as follows so that the needle perforations do not affect the more susceptible
materials: 6 ± 1 for liner topstitching and padding; 7 ± 1 for trim; and 8 ± 1 for other stitches including
feed-off and overlock. Backtacks shall be used on all lock stitches and shall have a minimum of 3 and
a maximum of 4 stitches. All pockets and reflective trim shall be lock-stitched to the body of the
garment. All hook and loop fasteners shall be lock-stitched. Hook and loop fastener strips of 4" and
less in length (pocket closures, throat tab) shall be attached with a box & cross stitch pattern.

The turnout gear manufacturer must have a quality system in place that is in compliance with ISO
9001. The manufacturer must supply, with his bid, a copy of a "Certificate of Registration" showing
proof of compliance.

COAT CONSTRUCTION
Note: All the dimensions in the specification are based on a regular coat, size 46" chest; they may
vary for other sizes according to grading.
Body
The body of the coat shell shall be constructed of three separate body panels consisting of two front
panels and one back panel. The coat shall be available in both men's and women's patterns. The
coat shall be available in three different lengths to ensure sufficient overlap of coat and pant
depending on height of the firefighters.
• Short, which is 30" in length (men's) or 28" in length (women's) when measuring from collar
seam to hem (for firefighter 5'6" and less). Women's short coat is only available with zipper
closure system.
• Regular, which is 32" in length (men's) or 30" in length (women's) when measuring from collar
seam to hem.
• Tall, which is 34" in length (men's) or 32" in length (women's) when measuring from collar
seam to hem (for firefighters over 61.-1").
The coats shall be available in 2" chest increments from 34" through 64" (women's coat available in
26" to 56"). Sleeve length shall be available in multiple lengths from extra short to extra long and
graded according to size.

To increase ease of movement the coat back and shoulder shall include a 1-1/4" deep inverted pleats

layer of moisture barrier. The 3" by 10" throat tab shall be double-stitched to the right side of the
undercollar and secured when not in use by matching 2" by 1-1/2" hook and pile fasteners on the
throat tab and on the right side of the undercollar. Throat tab closure and adjustment shall be
effected by means of 3" by 1-1/2" hook and pile fastener sewn on the throat tab and by a 1-1/2" by 4"
hook and pile fastener strip sewn on the left side of the undercollar.

Front Closure/Storm Flap
The front closure shall consist of a storm flap measuring 5" by 23" (for regular length) and constructed
of two plies of outer shell material sandwiching a center ply of moisture barrier material. The ply of

the coat for continuous protection throughout.
The storm flap shall be secured in the closed position with 1-1/2" wide hook fastener on the left side
of the coat body matching a 1-1/2" wide loop fastener on the underside of the storm flap. Positive coat
closure shall be by means of a heavy-duty#10 brass zipper on Nomex tape, 23" long, covered by the
storm flap. The zipper shall be double needle lock stitched to the left and right coat front panels.

Inspection Port for coat
The coat shall have an inspection port to permit visual inspection of the moisture barrier film and
thermal barrier substrate without the need to undo seams. The inspection port shall consist of an
opening of approximately 20" long in the thermal barrier, depending on the coat size. The inspection
port shall be located approximately 1 from the bottom hem. The inspection port shall close with hook
& loop to prevent any debris from entering between the moisture and thermal barriers.

Reflective letters shall be available to permit identification on each garment. The letters shall be heat

Liner assembly
All moisture barrier seams shall be stitched with a safety stitch # 516 and sealed on the breathable
membrane side of the moisture barrier with a minimum 1" wide seam-sealing tape to prevent moisture
penetration. The tape shall be applied under pressure by a hot air seam-sealing machine designed
for that purpose. All thermal liner seams shall be sewn with a safety stitch # 516.
Two layers of Ara-Fill Knee padding shall be sewn to the thermal liner material only with the film
oriented toward the thermal liner. The stitching shall not penetrate the moisture barrier fabric.
The moisture barrier shall be sewn to the thermal liner at its perimeter with the use of fire resistant
neoprene coated fabric tape to prevent wicking. No raw edges shall be visible.

Waist adjustment shall be assured by means of side-pull-tabs constructed of a 1" by 11" long strap of

Thermal Liner
The thermal liner shall be constructed of a 100% aramid batting laminated and quilt stitched with
Nomex thread to a highly slick Nomex filament containing face cloth. The thermal liner shall have a
total weight of approximately 7.0 oz/yd2.

New England Style Suspenders
The pants shall be equipped with super-heavy-duty removable suspenders. These suspenders shall
consist of 2" wide red cotton webbing in the front and upper back and 2" wide by 9" long elastic straps
at the lower back. A 2" wide by 5" long piece of elastic strapping shall form an "H" at the back of the
suspenders.
The suspenders shall be attached to the front of the pants by two quick release male buckles for
quick removal and attachment. The female buckle of the suspender shall be attached to the waist of
the front of the pant with a lock-stitched and bar-tacked loop of black Nomex webbing. The back of
the suspenders shall be equipped with a 2" x 4" hook and loop fastener, which shall pass through
slider buckles attached at the waist of the pant with lock-stitched and bar-tacked black Nomex
webbing. Adjustment of the suspenders shall be made by pulling downward on a loop attached to the
webbing for tightening or by releasing the quick-adjust buckle for loosening.
Suspenders shall be available in short (for firefighters 5'6" and under), regular and tall (over 6'1").
