The attached Ordinance was prepared at the request of City Council Vice President Franklin
Thompson and City Councilmember Jean Stothert and amends the Omaha Municipal Code by
repealing Section 10-146 of the Omaha Municipal Code entitled "Contracts for private fire,
ambulance,or hazardous material services." This section required a super majority of five or more
members of any city council approving any contract for private fire, ambulance, or hazardous
material services. A repeal of this section will eliminate this super majority requirement.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
Section 1. Section 10-146. Contracts for private fire, ambulance, or hazardous material
services of the Omaha Municipal Code is hereby repealed.
Section 2. This Ordinance shall be in full force and take effect fifteen (15) days from and
after the date of its passage.

To Whom It May Concern:
I feel the need to write and voice my strong opinions to you and the rest of the Omaha City
Council. This is in regards to the continual battle against the Omaha Firefighters that you
personally seem to have. What in the world do you have against them that you make it your
mission to see them fail? This latest idea about privatizing fire and EMS services is totally
ridiculous! Really?That would make as much sense as hiring security guards to replace the
police department. Why punish the good people who are firefighters now for errors made
previously by those retired and left with huge pensions? Perhaps the city should go back on
them and take away some of their pensions to save the city money like the city is trying to do
with City of Omaha retirees and their benefit packages they received when they retired. We do
not need to add to the unemployment rate in the State of Nebraska. These are people that
LOVE their job and have worked their butts off to get a position on the force. They take their
cuts in pay or no raises just like the rest of Omaha's work force. Most people probably do not
understand that firefighters do not receive social security benefits when they retire like a
majority of the working force. There are so many false accusations out there against the
firefighters of Omaha that get started by the news media, city council members,etc. Let's try
to work together as a combined unit instead of bad mouthing the Firefighters that protect each
and every citizen in the city of Omaha. That is their job and you should do yours!

I am writing to you in my capacity as President of the Metropolitan "Metro" Fire Chiefs
Association. The Metro represents the chiefs of the largest fire departments in the United
States and abroad.
It has come to my attention that the city of Omaha plans to repeal the city ordinance
protecting public EMS services from privatization. I believe this would be a serious mistake.
The decentralized nature of fire department companies and personnel provide excellent
incident response times, which is a critical factor in life safety. Fire service based EMS also
provides superior training that is unmatched by private providers and an all hazards
approach to incident response that is nonexistent in the private sector. It is our belief that
pre-hospital emergency response, care and transport are essential government
responsibilities.
The Metro Association supports fire-based EMS, including ALS and BLS response as well as
transport. Fire-based EMS provides a complete response and service package that is critical
to life safety for both the victims and the fire fighters.
I urge you to reconsider any plans to repeal the above referenced ordinance, as privatizing
the EMS system would be a costly mistake.
If you would like additional information on this important subject, I or other qualified Metro
Chiefs would be happy to work with you.

Dear Mayor Suttle,
I urge.you to abandon the dangerous proposal to do away with the city ordinance protecting essential
public EMS services from privatization. Opening the door.for the transfer of emergency medical
services from the Omaha Fire Department to private, for-profit corporations would be a costly mistake.
The International Association of Fire Fighters (IAFF) supports and promotes fire department-based
EMS as the preferred delivery system for emergency medical services, including ALS and BLS
response and transport.
We believe that prehospital 9-1-1 emergency response inherently is a governmental function and one
of the essential public safety functions provided by fire departments throughout the United States.
Omaha fire stations are strategically and geographically well positioned, commensurate with
population densities and community needs, to continue providing emergency medical service. This
positioning creates an all-hazards response infrastructure and allows fire fighter-EMTs and paramedics
to rapidly deliver time-critical response and effective patient care. The fire department is the first-line
medical responder for critical illnesses and injuries in Omaha and in most comparable communities
throughout the United States.
Rapid response times are a pivotal advantage of fire service-based, prehospital 9-1-1 EMS systems.
Equipped with automated defibrillators to reverse sudden cardiac arrest, fire fighters, coupled with
immediate CPR, are one of the greatest life-saving tools in medical history. However, a rapid response
to an EMS call is effective only if the personnel arriving on the scene can initiate appropriate
emergency medical interventions. This requires an adequate number of personnel with appropriate
equipment and training.
In today's environment of increased responsibilities and decreasing budgets, I understand that local
government and fire department leaders must constantly evaluate and justify current system resources.
But as you consider your strategic plan for an `all-hazards'

emergency response system, EMS should be included in those considerations and you
should recognize that the fire service is the most ideal prehospital 9-1-1 emergency response and
transport agency.
