ORD 38862 - Amendment to land use element of master plan northeast of 40th and Pacific Sts • • C3-10-135 ORDINANCE NO. ( 3116„1 AN ORDINANCE to approve an amendment to the Land Use Element of the Master Plan for the City of Omaha, to change the future land designation from industrial to medium/high density residential for property located Northeast of 40th and Pacific Streets; and to provide for the effective date hereof. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. Section 7.05 of the Charter of the City of Omaha allows for the City Council to adopt amendments to the City's Master Plan as deemed necessary and appropriate upon recommendation by the Planning Board. Section 2. The Planning Board, at their September 1, 2010 public hearing, recommended approval of the proposed amendment to the Land Use Element of the City's Master Plan to change the future land designation from industrial to medium/high density residential for property located Northeast of 40th and Pacific Streets, as provided for on Exhibit "A" attached hereto and made a part hereof by this reference. Section 3. The said proposed amendment to the City's Master Plan, as set forth in the attached Exhibit"A", is hereby approved. Section 4. That this Ordinance shall be in full force and effective fifteen (15) days from the date of its passage. published daily in the English language, having a bona fide paid circulation in Douglas County in excess of 300 copies, printed in Omaha,in said County of Douglas,for more than fifty-two weeks last past; that the printed notice hereto attached was published in THE DAILY RECORD,of Omaha,on November 10 , 2010 That said Newspaper during that time was regal ly ublished and in gener'alcirciilation"in the County of Douglas, d t of Nebraska. LC-1 Omaha,NE 68183 NOV 0 I, t Re: Volunteers of America("VOA") Project, 39th and Pacific (the"Project") • t.`BOO Dear Omaha City Council Member, • I am the President of the Field Club Homeowner's League ("FCHL"), a neighborhood organization and I am writing you concerning the Volunteers of America project at 39th and Pacific. The FCHL Board of Directors and membership have serious concerns about the Project as currently structured. The FCHL position is not based on a wish to stop the Project in its entirety or to keep the Project out of our neighborhood. The location may indeed be suitable for a supportive housing project for homeless veterans. However, the project is oversized for the location and the surrounding neighborhood as evidenced by the variances requested by the developer and granted last week by the zoning Board of Appeals. The Project as designed does not reflect current best practices in supportive housing. Omaha as a community has experience with high density affordable housing and it has not been good. While the VA and VOA Dakotas have confidence in their plan, so did those who built the Omaha Housing Authority • Towers and other large housing projects now bulldozed. We understand the appeal of concentrating veterans in the area near the Veterans Hospital, but think that the number of persons to be housed threatens the viability and the success of the project and thus could destabilize midtown neighborhoods bordering the project. Housing Counseling Service Executive director TTD Access via the Nebraska Relay System United l'y Way s Increasing Affordable Housing Opportunities for All November 1, 2010 Page 2 The absence of live-in support in the form of an appropriate number of trained professionals is profoundly concerning. Many of the residents will need significant support to succeed, but the project offers real services, including mental health support, during daytime hours only on Monday through Friday. The VOA assures us that a security guard will be on duty at the door and VOA draft policies seem to require a curfew for residents. That may be necessary in the VA and VOA's judgment. There is no live-in manager or professional help living on site to prevent crisis and address crisis when they occur. This does not promote successful transition to more independence. You will hear reassuring things about the owner and operator, VOA Dakotas. However, VOA-Dakotas does not have experience with supportive housing projects of this size. Its other supportive housing ventures are much smaller and more in line with current best practices. Our research indicates that a congregate situation of 35 or less, even with veterans, is a better practice. Larger sized projects demand a very experienced manager--something that neither the VA nor the VOA Dakotas brings to the table at this time. The VOA should build a smaller project perhaps of 25-35 units and, then if it works for all involved, construct another set of units. The FCHL understands the pressures that the Omaha City Council is experiencing on the Project from many corners of the community-advocates for the homeless, corporate interests, and the VA to name a few. Our neighborhood association is respectfully asking you to look closely, ask questions, deliberate carefully and refuse to approve the zoning changes for the Project unless you are sure that the VA and VOA can run a flawless facility that will enhance the neighborhood. I you urge to be positive in your decision when voting to allow this much needed facility to assist my fellow veterans in transitioning to a better life through the assistance of the Veterans Affair Office. The Secretary of Veteran's Affairs, Eric K.Shinseki,has unveiled a comprehensive plan to end homelessness among Veterans by marshaling the resources of government,business and the private sector. The Volunteers of America is playing a key part in this role. Through the myriad social services (including vocational rehabilitation, and skills training),the VA and VOA are not only providing hope, but mush needed assistance to allow our veterans a chance to reintegrate into the community and enable them to regain their live and become solid productive members of the Omaha metropolitan area. But it is not a • long-term solution for ending homelessness. The VA Medical Center in Omaha reports that there are over 800 homeless veterans receiving services from them. This 75 unit apartment building will help reduce that number. The long-term solution to homelessness is not to shuttle people from one shelter to another or allow them to simply live on the streets. The solution lies in building projects such as Veterans Village; we have to increase the availability of affordable housing if we expect to solve the problem of homelessness. In addition to being the right thing to do on for veterans, I would also point out that the city, as a recipient of federal Community Development Block Grants, has an obligation to affirmatively further fair housing. City approval of this project will be firm sign of commitment by the City that it is fulfilling that obligation. You and Councilman Gernandt are the only military veterans on the City Council and your leadership in this effort will be invaluable. You are in a unique position to understand the needs of homeless vets and advocate for them to your colleagues.
