Now on the day of November, 2020, the undersigned applicant for Retail Class
• Liquor License C-123 59, on behalf of SME Management, LLC, d/b/a the "Reign Ultra
Lounge," stipulates and agrees that the following conditions shall be placed upon any license
issued by the Commission for the premises located at 8919 N 30th Street,Omaha,Nebraska:
1.) That there shall be no violation of the Nebraska Liquor Control Act or violations of
the Rules and Regulations of the Nebraska Liquor Control Commission for a period
of one(1)year from the effective date of any license issued by the Commission;
2.) That the indoor occupancy at the licensed premises shall be limited to seventy-five
(75) percent of the posted occupancy limit for a period of six (6) months from the
effective date of any license issued by the Commission;
3.) That the name of the licensed premises shall be changed from "Reign Lounge,"
"Reign Ultra Lounge," or any iteration thereof within six (6) months from the
effective date of any license issued by the Commission, and that no iteration of those
names shall be used at the licensed premises going forward;
4.) That no DJ's, live music, or event promoters shall be permitted in the licensed
premises during the term of the license or of any renewal period thereof. The
prohibition against live music on the licensed premises shall not be interpreted to
exclude karaoke from time to time;
5.) That James Overton shall not be allowed upon the licensed premises and that Mr.
Overton shall be prohibited from the ownership, management, or operation of the
licensed premises. This prohibition shall extend to any contractual work or other
services related to entertainment,promotions, catering, or consultation work,but shall
not be deemed to prohibit the initial purchase agreement for the licensed premises or
the initial sublease agreement for the licensed premises;
6.) That exterior lighting shall be installed around the licensed premises to deter criminal
conduct and increase the safety of the patrons of the licensed premises and members
of the public;
7.) That trash, refuse, and other litter from the licensed premises and its patrons shall be
collected and disposed of in an appropriate manner so as not to become a nuisance to
the neighboring property owners and the public at large;
8.) That no outdoor speaker shall be directed toward the property located at 2914
Fillmore Street, Omaha, Nebraska, and that the maximum sound level measured at
the property which is subjected to sound emanating from the licensed premises shall
not exceed 60 dB(A)between the hours of 9:00 p.m. and 7:00 a.m.;

9.) That the license holder shall post signs upon the licensed premises in conspicuous
locations informing patrons that parking at the Florence Community Center and
Library, Albertson Brother's Glass, and the residential property Iocated at 2914
Fillmore Street is strictly prohibited;
10.) That the license holder shall abide by any directed health measure, ordinance,or other
public health order or regulation issued by the State of Nebraska, the City of Omaha,
the County of Douglas, or other governmental authority pertaining to the novel
coronavirus or COVID-19 during the term of the license or of any renewal period
thereof;
11.) That any violation of the conditions set forth herein shall subject the license holder to
an immediate Show Cause hearing at the Liquor Control Commission upon why the
license shall not be suspended, cancelled, or revoked.
