State Aid to Cities and to direct the City's Lobbyist, Jack Cheloha, to lobby the State legislature
to reinstate such funding.

agree that neither party shall disclose to any third party the contents of this Contract without the
prior written approval of the other party except as may be required in the performance of this

As you know, the Lincoln Mayor has come out strong about State aid cuts in the State Budget.
Now Jack advises that the Neb League is having a meeting at 2:30 today in the League Office ( Lincoln) to rally
the various state—wide cities to discuss the issue and discuss strategy going forward. Lynn Rex, and lobbyist Walt
Radcliff will be leading the meeting as well as Lincoln reps and other Nebraska cities,towns, etc. . Jack Cheloha
will be there , and has been asked to pass the word that any Omaha City Cou members are welcome. The
League has contacted our Mayor's Office ( I suspect they are distracted now days).

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, State Aid to Municipalities was established in 1977 to help Nebraska cities
offset revenue losses resulting from various property tax exemptions authorized by LB518; and1
WHEREAS, State Aid to Municipalities is an important funding component for Omaha
and other cities in Nebraska; and,
WHEREAS, Nebraska's municipal governments have seen State aid decrease continually
since its inception, with Omaha's share decreasing from $5.3 million in 2000 to an estimated
$3.1 million in the 2011 budget; and,
WHEREAS, Governor Heineman recently recommended a 100 percent cut in State Aid
to Municipalities to address State budget shortfalls,'and).
WHEREAS, State aid has a minor impact to State appropriations relative to the
considerable State tax revenue generated by Omaha's residents and businesses; and
WHEREAS, this reduction would reduce the City of Omaha's anticipated revenue from
the State by more than $3 million in State Aid in 2011; ands
WHEREAS, Omaha is undertaking a federally mandated sewer separation project while
facing considerable challenges with its own budget.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
THAT, the City Council urges the Governor to reconsider the proposed reductions to
State Aid to Municipalities and encourages funding of this important assistance to Nebraska's
municipal governments up to the full funding amount in fiscal year 2011,.and-
BE IT FURTHER RESOLVED:
THAT, Jack Cheloha, the City's lobbyist, is hereby directed to lobby the State Legislature to

Commonwealth of Pennsylvania, United States of America. The parties further agree to submit to
the jurisdiction of both the state and federal courts of the Commonwealth of Pennsylvania.
14. Non Disclosure-With exception for the existence of this Contract,the parties hereby
agree that neither party shall disclose to any third party the contents of this Contract without the
prior written approval of the other party except as may be required in the performance of this
Contract.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, State Aid to Municipalities was established in 1977 to help Nebraska
cities offset revenue losses resulting from various property tax exemptions authorized by LB518;
and,
WHEREAS, State Aid to Municipalities is an important funding component for
Omaha and other cities in Nebraska; and,
WHEREAS, Nebraska's municipal governments have seen State Aid decrease
continually since its inception, with Omaha's share decreasing from $5.3 million in 2000 to an
estimated $3.3 million in the 2011 budget; and,
I
WHEREAS, Governor Dave Heineman recently recommended a 100 percent cut
in State Aid to Municipalities to address State budget shortfalls; and,
WHEREAS,this reduction would reduce the City of Omaha's anticipated revenue
from the State by more than$3 million in State Aid in 2012; and,
WHEREAS, Omaha is undertaking a federally mandated sewer separation project
while facing considerable challenges with its own budget.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA;
THAT, the City Council urges Governor Dave Heineman to reconsider the
proposed reductions to State Aid to Municipalities and encourages funding of this important
assistance to Nebraska's municipal governments up to the full funding amount in fiscal year
2011.
