Attached for your consideration is a Resolution requested by the Mayor's Office for the
reappointment of Nell Winford to serve as a resident commissioner of the Omaha Housing Authority
for a five-year term.
The Omaha Housing Authority solicited the names of residents interested in being a commissioner,
which included Ms. Winford. Upon due consideration,the Mayor has determined to reappoint Ms.
Winford to the Omaha Housing Authority Board.

Dear Mr. Timm:
I wish to be reappointed as the Resident Commissioner to the Omaha Housing Authority
(OHA) Board of Commissioners. Currently I serve as the Vice-Chair of the OHA Board
of Commissioners and also serve as a member of the Personnel Committee and Executive
Committee. Through my involvement, I have had the opportunity to serve as a voice for
OHA residents. As a member of the OHA Board of Commissioners the other activities I
have been involved in are:
• Treasurer of the Central Advisory Council of OHA
• President of OHA Resident Council (12 years)
• Assisting residents in resolving housing issues
• Instrumental in the development of computer labs
• Creating computer classes for OHA residents
• Assisting with the development of Chambers Court
• Involved in the Housing development of Chambers Court
• Establishing Food Pantries for OHA Towers
• Partitions; drapes; tables and chairs for recreational rooms at OHA Towers
• Coordination of Annual OHA Demolition Project of Pleasant View
• Support of the Black College Tour for OHA Resident Youth
I have been available for OHA residents whenever called upon. First and foremost I am
committed to putting the OHA resident's needs first.
My involvement extends beyond assisting OHA residents. I am currently an active
member of Prince of Peace Baptist Church where I serve in many capacities. I have
enjoyed serving on the OHA Board of Commissioners and look forward to my continued
involvement.

(STATE SPECIFICALLY WHAT YOU ARE REQUESTING)
DETAILS:
Mayor Jim Suttle requests a Resolution be placed on the City Council agenda.of February 8, 2011 to reappoint
Nell Winford to the Omaha Housing Authority. Her term begins on February 13, 2011 and ends on February 12,
2016.
The Omaha Housing Authority requested names of all persons interested in serving as a resident
commissioner and allowed a 30 day period for responses, as specified by law. As a result of this request,the
Mayor's office received 16 applications for the position of Resident Commissioner. All applications were read
and evaluated.
The Mayor has stated that it is a priority to provide top quality service for families, children and seniors. In
addition, he intends to be in total compliance with HUD as it applies to the dollars they provide to OHA. To
ensure these goals are achieved, the Mayor asks that no Board changes be made at this time.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS,the provisions of Section 71-1577 R.R.S.Nebraska, 1943,as amended,
authorize the City of Omaha to create a Housing Authority; and
WHEREAS, the provisions of Section 2-232 of the Omaha Municipal Code create
such a Housing Authority; and,
WHEREAS, the present term of Nell Winford member of the Omaha Housing
Authority expires on February 12, 2011; and,
WHEREAS,in accordance of the provisions of Section 71-15,104 R.R.S.Nebraska,
1943,as amended,the Housing Authority submitted the names of residents interested in serving as a
commissioner; and,
WHEREAS,in accordance with the provisions of Section 71-1594 R.R.S.Nebraska,
1943, as amended, it is the responsibility of the Mayor to appoint and submit for confirmation the
names of persons to serve as such commissioners; and,
WHEREAS,after review and careful consideration,Mayor Jim Suttle has reappointed
Nell Winford as a resident commissioner to the Omaha Housing Authority to serve a five-year term
commencing on February 13, 2011, and expiring February 12, 2016.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF OMAHA:
THAT, the reappointment by Mayor Suttle of Nell Winford to serve as a resident
commissioner of the Omaha Housing Authority in accordance with the terms and conditions of the
laws of the State of Nebraska and the City of Omaha, to serve a five-year term commencing on
February 13, 2011, and expiring February 12, 2016, be and hereby is confirmed and approved.
