The project contemplates construction of a new 3-story, midrise, residential housing building with underground parking, comprised of 27 two-bedroom affordable, senior living units. There will be nine units per floor, ' one of which will be fully handicap accessible. The rents are targeted to residents at roughly 41% of the Area Median Income. The Redevelopment Project Plan recommends the City's participation in the redevelopment of this project site by creating a new affordable senior residential development project through the allocation of TIF in an amount up to $180,000.00 to offset the costs of site development, architectural and engineering costs, and any public improvements as may be required. The total project cost is estimated to be $5,416,993.00, with TIF eligible cost of approximately $286,932.00. Your favorable consideration of this Resolution will be appreciated. This project continues the new housing development of the Salem Village Senior Housing Project at the Miami Heights Senior Development. The developer is Salem Village II Development L.L.C., a wholly owned subsidiary of NeighborWorks Omaha. NeighborWorks Omaha is the former New Community Development Corporation. This phase II is a continuation of NeighborWorks Omaha's Miami Heights Area Redevelopment Plan, originally approved by the City of Omaha on March 18,2003 and,subsequently amended on March 7, 2006. The Redevelopment Plan emphasized a multi-phased development approach that encompasses unsubsidised market rate single family dwellings,senior housing,and eventually retail and commercial development. The project will be comprised of 27 two-bedroom affordable,senior living units in North Omaha. The structure will be a 3-story,midrise building with underground parking for its residents. There will be nine units per floor,one of which will be fully accessible. The rents are targeted to residents at roughly 41% or the area median income. The site is currently zoned R7. Mandatory Criteria In order to be considered for TIP, a project must meet each of the following criteria: • 1. The project must be located within a blighted area or an area eligible for a designation of blight as required and set forth by State Statute. The project must be located within a blighted area prior to the preparation of a Redevelopment Plan. Requirements for blighted areas are found in Appendix One. • • The project is located within a blighted area. 2. The project must further the objectives of the City's Comprehensive Plan. • The project furthers the objectives of the City's Comprehensive •Plan by expanding affordable housing opportunities. The project also removes existing structures whose useful lives have expired. 3. The use of TIF for the project will not result in a loss of pre-existing tax revenues • to the City and other taxing jurisdictions. The project will maintain the base valuation which will not reduce pre-existing tax revenues to taxing jurisdictions. . 4. The developer is able to demonstrate that the project would not be economically feasible without the use of Tax Increment Financing. In addition, when the project has site alternatives, the proposal must demonstrate that it would not occur in the area without TIF. • • The project is economically infeasible without the use of TIF. The project is underfunded by $180,000 without TIF. This would create a gap with investors and allow them to withdraw their funding. • 5. The project will eliminate an actual or potential hazard to the public. Hazards may include condemned, vacant or unsafe buildings, sites or structures. The project will remove two existing vacant structures that had outlived their useful lives and created potential for vandalism. The construction loan will be approximately a twelve month term with a rate of 5.25%fixed for the term of the loan. There is a 1%fee on this loan plus reimbursement of normal construction loan expenses including but not limited to title insurance, appraisals,filing fees,etc. We will require a first lien position on this loan during construction. Principal and interest on this loan will all be due at maturity.
