Honorable President and Members of the City Council:
Attached hereto is a Resolution prepared by the Finance Department at the request of
Councilmember Chris Jerram, making revisions to General Fund expenditures in the
2012 recommended budget submitted to the City Council.
The Resolution, if adopted, would increase appropriations to the Planning Department
by $59,173 to reflect the addition of one Housing Inspector position and decrease Other
Budgetary Accounts — Other: Contingency Reserve by an equal amount.
This Resolution would require four (4) votes to be adopted.

Subject: Resolution Amending 2012 Recommended Budget
Council Staff requests, on behalf of Councilmember Chris Jerram, that a budget
resolution be prepared that would add one Housing Inspector position in the Planning
Department and reduce appropriations to Contingency Reserve by an equal amount.
Finance has provided an estimate to Council Staff indicating the cost of a Housing
Inspector position is $41,259 for salary and $17,914 for benefits for a total personnel
cost of $59,173.

WHEREAS, Section 5.06 of the Home Rule Charter of the City of Omaha, 1956, as
amended, provided that after a public hearing on the Budget, the City Council may reviseuthe
appropriations of the Budget by increasing, decreasing, inserting or deleting appropriated items, except
that it shall not reduce appropriations for debt service; and,

OTOC supports adoption of amendments to City Council Budget
At the annual budget hearing on August 9th over 30 OTOC leaders attended an
otherwise sparsely attended hearing to ask council members to:
1) Housing Code Inspector: Restore a city housing code inspector position which had
been cut the previous December due to the tight budget. We are pleased that
Council Member Jerram has filed an amendment to the budget to restore the much
needed housing inspector and we ask Council to support this amendment;
2) Human Rights Department: Investigate the impact on city compliance with
contracting laws and programs to increase the ability of small, women and minority
owned businesses to seek contracts with the city. OTOC questioned why the City
should eliminate 1/3 of the department positions. We are pleased that Council
Members Gray and Thompson have filed an amendment to restore one of those
positions and to assure that some of the contract compliance responsibilities are
adequately assumed by other departments and we ask Council to support this
amendment.
3) Rec's Kids locations: We highlighted the need to find funding to open additional
"Rec's Kids" summer enrichment sites in appropriate facilities in underserved
communities. OTOC will continue to be in dialogue with the Parks Department to
identify those communities and facilities and discuss this issue with City Council at a
later date.
4) Sales and Restaurant Taxes: OTOC also observed that 48%of the revenue for the
proposed budget comes from sales taxes (42%) and restaurant taxes (6%). OTOC is
concerned that these taxes are more volatile and prone to decline in a recession
than are property taxes and that comparable cities raise considerably more in
property taxes than they do in sales taxes. This bears watching.
